Lisa,
I am still waiting for the cost statement for the water and sewer improvements for Village of Lexington Part A-1.
Normally, this item is addressed when HCDPU sends your office a punchlist letter requesting the final documents
(As-Built Record Drawings, PE Certifications & Cost Statement). The punchlist letter is normally sent out after the
final inspection is completed by HCDPU and your office had already processed the final documents to HCDPU
and the DRB before the letter was issued. The only thing holding up the approval from HCDPU is the Cost
Statement. Once that has been received, then I will let the Planning Department know that we can release the
final plat to be stamped. Also, the information that Samantha provided on sewer limitations that was outlined in
the preliminary plat approval still remains an issue even though the state approved sewer permits for more lots
than we agreed upon initially. The limitations will remain in effect per Harnett County and the next final plat
submitted for approval must have 127 lots or less for approval.
I also noted that Note # 4 refers to 2” water lines and 8” sewer lines installed per Harnett County and the state.
The note does not refer to the 6” water lines and it sounds like the lines were installed by Harnett County and the
state. I don’t think that this note is necessary. In addition, there appears to be conflicting information on the
setbacks. One note states that no window or door (fixed or operating will be less than 10’ from the side and yet
there is a 5’ setback for one side. This seems confusing to me, but the Planning Department will have to approve
the setbacks noted on the final plat. If you have any questions give me a call.

Lisa,
I will finish reviewing for you first thing in the morning Tuesday. I keep getting interrupted and haven’t
had the chance to finish reviewing. See below in the meantime.
I have not received a review back from either Harnett County E911 or Public Utilities. We cannot
approve anything until all DRB member departments give us the go ahead. As I stated earlier, we also
have to receive something from DOT stating that they have taken (or are in the process of taking) over
streets in Richmond Park/Northridge Plantation that are used to access this phase of your development.
We will also need to do a site visit to verify whether our engineer comments have been met.
Just an FYI… I know that you guys have submitted another phase of Lexington Plantation to the DRB.
As a reminder, we have the first submittal for the condos as well (that was submitted about a year ago).
When the development was preliminarily approved, it was with the condition that no more than 200 lots
can be developed until the new wastewater treatment facility is running, per Harnett County Public
Utilities. That number includes both lots and condo units in the development; assuming you get approval
for 73 lots in Village of Lexington, you will have 127 lots ‘left’ to develop (excluding both other
submittals).
