Samantha,
I am giving approval. The sewer availability will definitely delay the final approval, but the conditions should be
listed as long term just in case the sewer is not ultimately available. But, I know the subdivision will be served by
Harnett County water and I am about 99% certain that the project will be served by Harnett County sewer.

Samantha,
Old Farm Village will be connected to the Harnett County sewer system, but we have not installed
the Ray Road sewer collector mains to that site yet.
However, we can approve the preliminary plat with the understanding that the final plat cannot be
presented to the DRB until the Ray Road sewer collector mains have been installed and
approved by NCDENR to serve to that site. This is merely an understanding the developer
should be aware of that the sewer collector mains that Harnett County will install within the next
12 – 18 months must be in place before we can serve this site as the existing sewer lines across
Ray Road will only serve about 6 – 8 lots. The second item that creates another condition is the
fact that the sewer capacity will not be available for the next 12-18 months and if for some reason
Harnett County fails to install the Ray Road sewer collector mains to that site, the project may
need a closer inspection by the Environmental Health Dept if they choose to go with septic tanks
temporarily until those Ray Road sewer collector mains have been installed. Otherwise, Public
Utilities can approve the preliminary plat and let it move forward so the PE can send in the Utility
Plans for the formal review of the utilities that will serve this project.

By the way, I have been in meeting after meeting last week and this week I have had to be in the
field the past 2 days so I am working late on Tuesday to get the Staff Reports done for
Wednesday. Please ask Theresa to forgive my tardiness once again, because I know that I am
bringing up the rear flank as usual. Thanks for all your help.
