The PE must submit the As-Built Record Drawings and Engineer’s Certification to HCDPU.  The Developer must provide HCDPU with a Cost Statement for the water improvements  installed in Phase I of Oxford Woods. The NCDENR permit issued to HCDPU for the water line extension was initially permitted by  NCDENR for 22 lots in 2006. The PE submitted another revised plan for the addition of two new streets and 20 additional lots which was subsequently permitted by NCDENR under the Page 1 of 2 PUBLIC UTILITIES STAFF REPORT DEH Serial # 06-01579-R1 in 2007. Since the water line was only installed for the first 22 lots, then the final plat for Phase I must only contain 22 lots. The final plat submitted for review and approval contain 27 lots and the lots along Eaton drive cannot be approved at this time. A Master Development Plan must be provided to HCDPU for approval of the final plat in Phase I  since additional phases have been added to the preliminary plat/plan approved in 2006 and additional phases appear to be planned since Eaton Drive does not end in Phase II.
