SHORT TERM CONDITIONS, COMMENTS, OR JUSTIFICATIONS The following conditions are to be rectified prior to obtaining DRB signature and are subject to change during the course of the meeting. E911/Addressing: COBBLESTONE DR SOUTH IS NOT VALID. ROAD NAMES SHOULS ACTUALLY BE LISTED ON EACH ROAD AND NOT IN THE LOT ARE. E911/Addressing: THE ROAD NAME FOR THE SMALL CUL DE SAC NEAR THE END OF COBBLESTONE DR SHOULD BE STONE CHASE WAY. ALSO, WHO WILL MAINTAIN THIS WALL. Fire Mashal: NEAREST HYDRANT LOCATION TO EACH LOT SHOULD BE WITHIN 500'. Public Utilities: The proposed plan for this subdivision indicates that a road will be extended across wetlands. The NCDOT will not allow roads to be installed in the wetlands and the project should be designed in accordance with the requirements of the U S Army Corps of Engineers Nationwide 12 Permit. The plan must be revised and re- submitted with NCDOT and USACE approval before HCDPU will consider approval of the preliminary plan for this subdivision. Public Utilities: The proposed plan for this subdivision indicates that water line(s) may be extended across wetlands. The USACE will allow utilities to be installed in the wetlands if the plan is in accordance with the Nationwide 12 permit. The plan must be accompanied by the USACE Nationwide 12 permit if the project disturbs more than one (1) acre of wetlands. The preliminary plan for this subdivision must revised to indicate how much of the wetland area will be disturbed by utility construction and resubmitted with the USACE Nationwide 12 permit before HCDPU will consider STONECROSS DECISION PACKET 2 3/30/2009 1 approval of the preliminary plan for this subdivision. Public Utilities: The preliminary plan for the proposed Section 2 - Phase 2 of the Stone Cross subdivision should indicate fire hydrant locations. The PE must submit a complete set of As-Built Record Drawings (paper, mylar & digital copies) to HCDPU for the water line improvements installed in Section 2 - Phase 1 of the Stone Cross subdivision. Note: The five (5) year extended warranty for Section 2 - Phase 1 of the Stone Cross subdivision will begin once these documents have been provided to HCDPU as required. The plans for Section 2 - Phase 2 of the Stone Cross subdivision will not be reviewed or approved by HCDPU until these final documents for Section 2 - Phase 1 have been received by HCDPU and the outstanding issues from the previous phase have been resolved satisfactorily. The proposed project should be renamed to: Stone Cross - Section 2 - Phase 2 before being resubmitted to HCDPU and Harnett County Developmnent Review Board for review. One fire hydrant at the end of Cobblestone Drive in Section 2 - Phase 1 of the Stone Cross subdivision is not installed to the proper elevation as required by the Harnett County Fire Marshal and it must be removed and re-installed to the proper elevation before the utility plans for Section 2 - Phase 2 of the Stone Cross subdivision will be reviewed by HCDPU. Any and all outstanding Capacity Use Fees for the Section 2 - Phase 1 of the Stone Cross subdivision must be satisfied by remitting final payment in full to HCDPU before HCDPU will review or approve the utility plans for Section 2 - Phase 2 of the Stone Cross subdivision.     LONG RANGE CONDITIONS The following conditions must be satisfied Public Utilities: The PE must submit a complete set of utility plans for the proposed water line extension that will serve the Section 2 - Phase 2 of the Stone Cross subdivision along with an Engineer's report, Project Specifications (in triplicate) to HCDPU for review and subsequent approval. The Utility Plans must then be revised (if necessary) and then re-submitted to HCDPU for review and subsequent approval. Once approved by HCDPU, the PE must submit the approved Utility Plans, and Engineer's report and Project Specifications (in triplicate) to NCDENR-PWSS for review and subsequent approval which will be indicated once NCDENR-PWSS issues the "Authorization to Construct" permit for the proposed water line(s) that will serve this project. Public Utilities: The developer would normally be required to provide HCDPU with a one (1) year warranty on the water system improvements if the project is installed in accordance with the approved plans. However, since the water lines that were installed in Section 2 - Phase 1 of Stone Cross were not installed in accordance with the approved plans, the developer must provide HCDPU with an extended five (5) year warranty on the water system in Section 2 - Phase 1 of Stone Cross. The warranty period will begin once the final documents have been submitted to HCDPU and NCDENR-PWSS in accordance with the established "Approval Process for New Water Line Extensions" as outlined on the Harnett County website www.harnett.org on the Public Utilities page. Public Utilities: Water meters will not be released to this next phase until the final approval has been issued by NCDENR and the appropriate final documents have been submitted to HCDPU per the established "Approval Process for New Water Line Extensions" as outlined on the Harnett County website www. harnett.org under the Public Utilities page. STONECROSS DECISION PACKET 2 3/30/2009 2 Public Utilities: All fire hydrants installed in the Section 2 - Phase 2 of the Stone Cross subdivision must be installed to the proper elevation as required by the Harnett County Fire Marshal and each fire hydrant installation must be inspected and approved by the Harnett County Fire Marshal before HCDPU will process the final certification documents to NCDENR for Section 2 - Phase 2 of the Stone Cross subdivision. Strict complicance with the established standards, specifications and procedures of Harnett County must be followed when installing water lines in the next phase of the Stone Cross subdivision.  :  :  :  :  :  :  :     Development Review Board Chairman If APPROVED, your signed plat/plan may be picked up at the Planning Department or will be mailed to you the next business day. If APPROVED WITH CONDITIONS, you must submit 5 copies of the plat/plan showing that all items listed under Short Term Conditions have been rectified. If HELD, you must submit 10 copies of the plat/plan showing that all items listed under Short Term Conditions have been rectified. If DENIED, you may appeal the Board’s Decision to the Harnett County Planning Board within 30 days or meet with Planning Staff to discuss other potential options.
