The inspection must be completed with satisfactory results before the final plat for Phase 3 may be approved. The water lines for this development must be approved by HCDPU and NCDENR before the  water meters may be issued to the lots in Phase 3. The water lines were not installed for Phase 4 and the final plat should not include Phase 4 until the water lines have been permitted by NCDENR, installed, inspected and approved for Phase 4.
