SHORT TERM CONDITIONS, COMMENTS, OR JUSTIFICATIONS The following conditions are to be rectified prior to obtaining DRB signature and are subject to change during the course of the meeting. Not sure of final road widths due to not being paved  Fire Marshal (910)893-7580: Provide timetable for construction of phase 4/ provide cul-de-  Conditionally Approve: sac at the end of Kinsman Court Roads are not all weather driving roads suitable for fire  apparatus E911/Addressing (910)814-2038: Approve: Cannot increase number of lots (approved prelim was 22 lots;  Planning Department (910)893-7525: final submittal is 23 lots not including common space lot) Hold: Gross acreage must be noted  Total number of lots must be noted  Maintenance of drainage easements must be amended; Sheet  2 has conflicting notes (showing HOA in one place and property owner in another), Sheet 1 says HOA, & Convenants states property owner Maintenance of open space/ commons area must be noted  Maintenance note for retention pond should be plural as there  is two ponds Covenants must note maintenance responsibility for retention  ponds Building envelope on Lots 105-106 should be adjusted so as  not to include any portions of the retention pond or contributing drainage easement Building envelope on Lot 116 should be adjusted so as not to  include drainage easement Proposed lines for Phase 4 lots should be shown where  abutting Phase 3 (just as previous phases have been shown) Temporary turn around at Kinsman Ct must be shown  Include all revision dates  All roads in previous phases must be taken over by DOT prior  to approval of DRB INSPECTION: Roads must be built to DOT standards  INSPECTION: Fire hydrants must be installed in accordance  with regulations INSPECTION: Street lights must be installed in accordance  with preliminary plat INSPECTION: Streetscape buffer must be installed  INSPECTION: Drainage easements must be installed and free  FOREST TRAILS DECISION 2 3/27/2009 1 of sedimentation and erosion INSPECTION: Temporary turn around must be built at Kinsman Ct The Utility Contractor must schedule the final inspection with  Public Utilities (910)893-7575: HCDPU on the water lines in Phase 3. The inspection must be Conditionally Approve: completed with satisfactory results before the final plat for Phase 3 may be approved and the final plat released for recordation. The water lines for this development must be approved by  HCDPU and NCDENR before the water meters may be issued to the lots in Phase 3. The water lines were not installed for Phase 4 and the final plat should not include Phase 4 until the water lines have been permitted by NCDENR, installed, inspected and approved for Phase 4. This conditional approval applies to Phase 3 only. The developer must provide HCDPU with a Cost Statement for  the water system improvements installed to serve Phase 3. The PE must submit an Engineer’s Certification for the water  system installed to serve Phase 3. The developer must provide HCDPU a one (1) year warranty  on the water lines installed to serve this development. No construction may begin on the water lines in Phase 4  without the required NCDENR permits and NCDOT encroachment agreement. : : : : Development Review Board Chairman If APPROVED, your signed plat/plan may be picked up at the Planning Department or will be mailed to you within two (2) business days. If APPROVED WITH CONDITIONS, you must submit 5 copies of the plat/plan to the Planning Department showing that all items listed under Short Term Conditions have been rectified. Please be aware that review will not be done while you wait, as all DRB members will have to review the plat/plan for compliance. If HELD, you must submit 5 copies of the plat/plan showing that all items listed under Short Term Conditions have been rectified. To attend the next DRB meeting, revised plat/plans must be submitted by noon on Friday following the meeting the application was put on hold. If DENIED, you may appeal the Board’s Decision to the Harnett County Planning Board within 30 days or meet with Planning Staff to discuss other potential options.
