serve this development. This information must be added to the final plat.
The final plat for this phase nor the final plat recorded for the previous phase does not provide
an access road to the HCDPU Carolina Lakes WWTP (wastewater) lagoons. This information
must be added to the final plat.
The developer must submit a performance bond to cover the cost of the water and sewer
system improvements. A Professional Engineer (P.E.) should draft an estimate of the utility
costs and then the performance bond must be based upon 1.5 times the estimate total. The
performance bond and supporting documents must be reviewed and approved by HCDPU and
the Harnett County Staff Attorney.
The sewer details for the utility plans should be revised to reflect what will be constructed and
remove the details that will not be necessary such as the above ground sewer lift station
details. The sewer lift stations should be set up with submersible pumps mounted in the wet
wells. The Utility Plans were approved by HCDPU with the force mains being connected to the
existing force mains and the plans have been altered to show the force mains from the
proposed sewer lift stations will discharge directly to the HCDPU Carolina Lakes WWTP
(wastewater) lagoons. The utility plans were not approved with the arrangement and the
utility plans should be revised to reflect the arrangement that was approved by HCDPU in the
construction drawings marked "Released For Construction." This stipulation will apply to both
phases of Block T.

The Developer will be required to provide HCDPU with a one (1) year warranty on the water
and sewer lines installed to serve this subdivision once these utilities have been inspected,
tested and approved by HCDPU, Final Acceptance by HCDPU and Final Approvals by NCDENR.
The Developer or the Utility Contractor must provide HCDPU with the Cost Statement of the
water and sewer improvements installed to serve this subdivision.
The Professional Engineer must provide HCDPU with the As-Built Record Drawings in blueprint,
mylar and digital copies along with the PE Certification once the utility construction is
completed and approved by HCDPU.

The proposed water lines have been permitted with NCDENR. Since the water lines have been
permitted with NCDENR, the Developer may post a bond to cover the utility system
improvements permitted for the planned development.
The final plat should contain a disclosure statement to let each prospective buyer be warned
that the lots in this phase are within close proximity to a wastewater lagoon system.
NOTE: The final plat for Carolina lakes Block T - Phase did not include this disclosure and
it must be re-recorded with the required disclosure statement before this final plat will be
approved by HCDPU to be released for recording.
