It is my understanding that this Sect has to go for Prelim then Final. Ph1 of this did have
Prelim approval, but has been revised so that’s why it should be included in this overall Prelim
review. However, the new standards would apply to anything after Ph1 since it did receive a
Prelim approval, even though it has changed and expired.
I am in a class until Friday if you have questions. Also, you may wish to talk to Jennifer
Slusser with Harnett County’s Legal Dept.
