HomeMy WebLinkAboutPlanning correspondence notes Harnett County Planning Department correspondence RE: Westerfield Farms Section II August 2007  Staff met with Thomas Blue (engineer) and informed him that the Preliminary (approved 8/1/05) was expired.  Mr Blue informed staff it had changed from its previous design due to soils issues (no mention of PU issues, sewer, etc).  So, staff informed either way Prelim would have to be reapproved, this time by the new DRB.  Also explained to Mr Blue that new subdivision standards were being finalized, so if the revision was not submitted soon, these new regs would apply.  8/9/07: Mr Blue emailed a revised Westerfield Farms II, Sect 1, Ph 1 preliminary plan. He was informed that a thorough review is not done on plans until submitted. He is informed of the submittal process the same day.  After the meeting and emails, staff presumes that a revised Prelim, showing all proposed phases, will be submitted for reapproval to avoid new s/d standards.  Later, Mr Blue schedules another mtg w/ JJ. Again the submittal process and new standards are discussed.  Nothing was ever resubmitted. **Septmeber 2007 new standards are approved** October 8, 2007  Thomas Blue calls to ask about submittal process again. As before, he is informed about the process and the new standards. January 29, 2008  Scott Brown (another engineer) calls staff to ask about the status of this project and how to get it going again.  Mr Brown is informed that this Prelim has expired, needs to go back to DRB for reapproval, and is to follow the new standards. May 2008  Tom Etowski calls JLS to request a mtg about getting ‘a subdivision going’.  5/27/08: JLS meets with Tom and Mike Etowski to discuss Westerfield I PH III. That is discussed and quickly resolved, w/ help from ML.  Westerfield II, is brought up and Tom and Mike talk extensively about the PU issues.  JLS informs him that their concerns are understood, but a decision on this issue should come from a supervisory level.  5/28/08: TE sends an email, JLS responds advising him to wait for Harnett County Legal determination.  JLS and JJ meet w/ JJS to discuss options. June 11, 2008  The entire Westerfield Farms II project is submitted for DRB review.  JLS informs TE, via email, that even though it’s expired, if Ph1 of this project is not changed it will be grandfathered b/c of previous approval. The remaining phases will have to meet new standards. June 23, 2008  TE receives a copy of the DRB staff report (review of the submitted overall Prelim/ master plan) June 25, 2008  TE sends Mr House a letter explaining how he has been mislead and misinformed about his project.
