This is what I can remember. I remember the initial meeting we had
best because we spent a significant amount of time trying to work out a road system that
would work for the project needs as well as meet the County regulations.
Below is the only email I still had in my sent box regarding Westerfield Farms.
Mr. Blue and another gentlemen came in last August (or somewhere there about) and met with
me. He informed me at that time that the approved preliminary would need to be changed due
to soils issues. Additionally, I believe the approved preliminary had also expired by that
time and there was a street length issue. I informed Mr. Blue at that time that they would
need to comply with our street length regulation and submit a revised preliminary plan to
the DRB for approval. More importantly, I also told him that we were working on new
subdivision regulations and that if his DRB application was not received prior to approval
of the new regulations that he would have to meet them as well.
Following that conversation, Mr. Blue sent me the email below. I responded, providing all
pertinent information regarding the DRB review and approval process, as well as the
application and calendar, as you can see from my forward. Some time after this Mr. Blue
contact Joseph, implying that he had not been given any of the previous information.
Joseph and I met with Mr. Blue and went through all of this again. If I remember
correctly, this meeting was after the new subdivision regulations were approved. Mr. Blue
was told at that time that he would have to meet the new regulations and was very upset.
After this meeting we did not hear from them for quite some time. At no point was there an
application or any other type of submittal made.

The revised plans will have to be reviewed by the Development Review Board. You will need
to submit a completed application, 5 copies of the plans, preliminary soils report, and

any other pertinent information. Please refer to the last page of the application for a
list of requirements. You may also want to contact Harnett County Public Utilities for
additional requirements they may have. I attached a copy of the application, as well as
the planning department calendar.
The DRB meetings twice a month, and deadlines are the same days as meeting dates. The next
deadline is August 15. If you were able to submit all required information by end of
business day on that date, your application can be reviewed at the August 29 DRB meeting.
If not, the same deadline/meeting order will apply whenever your application is received.
We do not provide preliminary review of plans that will go before the DRB, as we are on a
very tight schedule and simply don't have the time to do it.

Samantha,
Attached is the Westerfield Farms II Section 01 Phase 01 revised
preliminary plan set. I will also be sending y'all a print set. I am not
sure of the process at this point as this subdivision has been
previously submitted for review and approval. Any guidance and further
assistance you can provide along those lines is appreciated. We have
submitted the revised plans to NCDOT and NCDENR for review and approval.
