CONDITIONS:
SHORT TERM:
The site plan should specify who will install the water and sanitary sewer utility taps Harnett
County Department of Public Utilities (HCDPU) or Utility Contractor.
If the water and sanitary sewer taps wil be installed by HCDPU then the HCDPU Required Utility
Notes may be removed from the site plan. The site plan should instruct the Utility Contractor
or the General Contractor to pay HCDPU for the tap fees, capacity fees and meter fees in order
to have HCDPU to install the taps for water and sewer.
If the Utility Contractor will install the water and sanitary sewer taps then the utility details
should be modified to include the water and sanitary sewer taps and associated mainand

service lines. The details should include water and sanitary sewer main line construction. The
detail for the sanitary sewer cleanout should indicate the sweeping wye at the sanitary sewer
cleanout should be set at approximately three (3') feet below finish grade and the water line
detail should indicate the water line will have three (3') feet of cover.
The HCDPU Required Utility Notes must remain on the site plan to instruct the Utility
Contractor to set up the pre-construction conference and provide HCDPU with the shop
drawings and/or material submittal package.

If the Utility Contractor will install the water and sanitary sewer taps, mains and associated
service lines then the professional Engineer (P.E.) must provide HCDPU with a set of As-Built
Record Drawings (in mylar, bond, and digital formats), the P.E. certification that the taps and
service lines were installed in accordance with approved plans marked as "Released for
Construction" by HCDPU.
The Utility Contractor must provide HCDPU with a Cost Statement for the utility taps, mains
and associated service lines.
The Utility Contractor must provide HCDPU with a one (1) year warranty on the water and
sanitary sewer taps, mains and associated services lines up to the water meters and sanitary
sewer cleanouts to cover any and all repairs due to poor workmanship, defective materials or
anything that does not meet HCDPU Standards and Speicifcations at the time the work was
performed to install the water and sanitary sewer taps, mains and associated service lines.
