HARNETT COUNTY BOARD OF COMMISSIONERS
Emergency Meeting Regarding Hurricane Bonnie
August 26, 1998
The Harnett County Board of Commissioners met Wednesday, August 26,
. 1998 for an emergency Board meeting. The session was held at the
Harnett County Law Enforcement Center, Edwards Drive, Lillington, North
Carolina. The purpose of the meeting was to consider certain necessary
matters regarding Hurricane Bonnie.

Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S. Blanchard, Clerk to the Board
Gary Pope, Emergency Management Director
Chairman Andrews called the meeting to order at 6:30 p.m. and called on
Neil Emory, County Manager.
Mr. Emory presented for the Board's consideration, a proposed
Proclamation of a County State of Emergency. The State of Emergency is
necessary due to the effects of Hurricane Bonnie. Commissioner Hill
moved to adopt the proclamation. Commissioner Bowden seconded the
motion and it passed unanimously. (Attachment 1)
Gary Pope, Emergency Management Director, reported that shelters have
. been activated at Western Harnett Middle School and Triton High School.
A comfort station has been opened at Neill's Creek Baptist Church.
Plans are in place to accommodate citizens with special medical needs
and will be coordinated through the Health Department. The Emergency
Operations Center is working great with cooperation from the towns, law
enforcement, Red Cross and the school system. Public Utilities has all
water tanks full and generators are in working condition in
anticipation of power failure. Personnel from Fort Bragg has offered
assistance and is standing by in case the County needs to call on them.
Commissioner Titchener moved to authorize expenditures without a
purchase order for necessary purchases associated with response to the
hurricane and for the Board to reemphasize its position against price
gouging. Commissioner Hill seconded the motion and it passed
unanimously.
There being no further business, Commissioner Byrd moved for
adjournment. Commissioner Bowden seconded the motion and it passed
unanimously. The emergency Board meeting of the Harnett County Board
of Commissioners August 28, 1998 duly adjourned at 7:00 p.m.

PROCLAMATION
OFA .
COUNTY STATE OF EMERGENCY
Section I. PurJDi8lt to County Ordinance and Chapter 166A of the General
Statues and Article 36A ChIfter 14 of the General Statutes, , have detennined
that a State of Emergency as defined in County Ordinance exist in
the County ofJlame~,
Section 2. I. therefore proclaim the existence of a State of Emergency in the County of
Damett.
Section 3. I hereby order all county law enforcement officers and employees and all other
emergency management perBOlUlel subject to my ..........,,1 to cooperate in the
enforcement and implementation of the provisions of the county emergency
ordinances which are set forth below.
Section 4. Execution of Emergency Plan. All civilians and emergency management
personnel are ordered to comply with the emergency reaction plan.
Section 5. This proclamation shall become effective immediately. Proclaimed this the 26t1t
day of August. 1998. at 7:00 p.m.
