Jay & Landon,
After looking at the final plat for Carolina Lakes Block T - Phase 1 a little closer I found the disclaimer note
about the lots being close to Harnett County’s wastewater lagoon. It was on several sheets of the final plat, but
for some reason I missed it.
There are dedication paragraphs on the final plat where the owner dedicates the easements for the water and
sewer lines but, I did not see the sewer easements for the sewer lines that will be installed along the edge of
the lake inside some of the lots. The final plat should be re-recorded to reflect all the sewer easements and
show the width of the access road to the sewer lift station site. If you receive a revised plat to be recorded on
this subdivision, please send me a copy and I will ask randy Rogers, HCDPU Right-of-Way Agent to look it
over to make sure the easements are where they should be on the final plat and that everything meets Harnett
County requirements. Thanks for your help.

We found the note on the location and proximity of the HC Sewer Lagoons on the recorded plats.
Bobby Johnson
has the plat for recording the 'access easement' on the end of Lot 102, and I will direct
him to do that (call Robbie if you need help).
George Sistrunk attorney:
The survey of the lot before conveyance with Title policies and Insurance, requires
language that identifies all setbacks, utility easements of 10' on each side of the utility lines,
(don't want homeowners building permanent structures over sewer lines) and other
delineations prior to conveying a lot from Declarant to builder or buyer.
I think this should address all of your concerns, and if so, we would like to be able to get
conditional approval so that we can go ahead and bond this project.

PS: Brian, when we put in the 2nd sewer lift station in Phase 2, to feed some of
the Phase 1 lots, we need to go ahead and put the laterals in for those lots,
rather than coming back and redigging to install laterals.
Tim has ordered a stamp that says "Approved for Construction" to be put on all
plans once they are approved. He will set this up as a protocol for his
department.
