Members present: Dan B. Andrews, Chairman Beatrice Bailey Hill, vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 9:00 a.m. and Commissioner Hill led the pledge of allegiance and prayer. Commissioner Hill moved to delete from the agenda, at Joe Largely's request, his request to address the Board; and that the following items be added to the consent agenda. Commissioner Titchener seconded the motion and it passed unanimously. - Tax refunds and releases - Finance Office disposition schedule - Certificates of Recognition Upon motion by Commissioner Titchener and seconded by Commissioner . APPOINTMENTS Commissioner Bowden made a motion to approve the appointments listed below. Commissioner Hill seconded the motion and it passed unanimously. Adult Care Home c~~tv Advisorv committee Steve Ward appointed for a 1-year term to expire 07/31/99 HazDet.t. County Board of Adjustment Fred McArtan to fill the unexpired term of Sharri Kandarszyk - The term will expire 09/01/00. Nursing Home Communi tv Advisory Committee George W. Williams, Dunn, for a 1-year term to expire 07/31/99 Commissioner Byrd moved to delay consideration of an appointment to the Buies Creek/Coats Water & Sewer District Board of Advisors until the next meeting. Commissioner Titchener seconded the motion and it passed unanimously. Chairman Andrews called to order a public hearing on Elderly and TRANSPORTION Disabled Transportation Assistance Program. Jerry Blanchard, General PUBLIC HEARING Services Manager, noted that the North Carolina Department of Transportation has allocated $48,463 to Harnett County for FY 1998-99. Funds from this program may be used to supplement current funding sources for transportation services to eligible residents. Chairman Andrews opened the meeting for comments from the public. No comments . AIRPORT FENCE were offered and Chairman Andrews closed the public hearing. Wm. A. (Tony) Wilder, Assistant County Manager, reported that only one PROJECT bid was received for the Airport security fence project and that the bid was substantially over budget for the project. Commissioner Byrd moved to reject the bid and authorize engineers for the project, Talbert & Bright, Inc. , to seek informal bids. Commissioner Titchener seconded the motion and it passed 4 to 1 with Commissioner Bowden casting the dissenting vote. FOUNDATION FOR Dr. Bruce Blackmon, member of the Buies Creek Fire District Board spoke BUIES CREEK FIRE regarding the creation of a Foundation for the Buies Creek Fire DEPARTIIENT Department. The Fire Department's Board requests that the Board of Commissioners approve the undertaking and commit to allowing the Department to use these funds for improvements above and beyond normal budget expenses. A resolution regarding this matter was submitted for consideration. Commissioner Byrd moved to not adopt the resolution due to this Board not being able to commit future Boards as it relates to Budget matters; however, the motion endorses the concept of the Foundation and commends the Department for its efforts. Commissioner Titchener seconded the motion and it passed unanimously. This lack of action to adopt the resolution in no way prohibits the Department's board from proceeding with their plans. . STREAM DEBRIS Neil Emory, County Manager, reported that the stream clean-up contracts for the County have been issued and work is underway. The contract was awarded to two bidders, Hess Construction ($99,765) and T.B. Powell CLEAN-UP ($70,000) . The bids awarded will address the streams noted in the County's agreement # 69-4532-7-444 with the State VOTING DELEGATE Commissioner Byrd made a motion to designate Commissioner Bowden voting delegate for the upcoming North Carolina Association of County NCACC CONFERENCE Commissioners' Annual Conference in Mecklenburg County on August 13-16, 1998. Commissioner Titchener seconded the motion and it passed unanimously. CANCEL JULY 20th commissioner Hill moved to cancel the July 20th Board of Commissioners' meeting due to Commissioners attending the NACo Annual Conference in BOARD MEETING Portland, Oregon. Commissioner Byrd seconded the motion and it passed unanimously. 144 CBA FUNDING Commissioner Titchener moved to approve a CBA Funding application for APPLICATION FOR Youth Services. Commissioner Bowden seconded the motion and it passed YOUTH SERVICES unanimously. Reports were filed with the Board from Environmental Health, Fire Marshal, Department of Social Services, Veteran's Office, Emergency Medical Service, and Intra-Departmental Budget Amendments (Attachment 7). EXTENSION OF Commissioner Titchener moved to extend the contract with Campbell . CONTRACT FOR University regarding the County providing security services for the SECURITY AT C.U. Buies Creek area. Commissioner Byrd seconded the motion and it passed unanimously. Commissioner Byrd moved that the Board go into closed session for the CLOSED SESSION following purpose: To consider and discuss a personnel matter, and to instruct the County staff concerning the position to be taken by the County in negotiating the price or material terms for the acquisition of real property interests. This motion is made pursuant to General Statute section 143-318.11(a) (6) and (5) . Commissioner Hill seconded the motion and it passed unanimously. Commissioner Bowden moved for the Board to come out of closed session. commissioner Hill seconded the motion and it passed unanimously. There being no further business, commissioner Bowden moved for ADJOURNMENT adjournment. Commissioner Byrd seconded the motion and it passed unanimously. The E-911 Database is a list of every telephone number and it's corresponding address number. The infonnation in the E-911 Database changes daily with new telephone numbers being installed, telephone numbers being moved to new addresses, disconnections, reconnections, etc. The E-911 Database Agreement with Sprint will allow Sprint to keep the database updated daily, provide ANI (Automatic Number Identification), All (Automatic Location Identification), SR (Selective Routing) and provide a list of the emergency stations/personnel that need to respond to each . address. ANI (Automatic Number Identification) - The automatic display of the telephone number of the calling party at the telecommunicator's position. All (Automatic Location Identification) - The automatic display of the street address associated with the telephone number (ANI) which is displayed on a screen at the telecommunicator's position. SR (Selective Routing) - This is the routing of a call by the 911 telephone system to the proper PSAP (Public Safety Answering Point), Selective Routing Is accomplished by the combination of ESN (Emergency Service Numbers) definition and customer location infonnation. Also, about 80% of the Counties I've talked with strongly recommend that the telephone company provide this service. I recommend that Harnett County sign the E-911 Database Agreement with Sprint.
