CONDITIONS:
SHORT TERM:
The Utility Contractor must schedule the final inspection with HCDPU on the water and sewer
lines in Phase 4. The inspection must be completed with satisfactory results before the final
plat for Phase 4 may be approved.
The water lines for this development must be approved by HCDPU and NCDENR before the
water meters may be issued to the lots in Phase 4.
The sewer outfall line for Phase 4 was not installed between Phase 4 and the 48” HC-FV WW
Interceptor. The sewer outfall line should be installed and inspected before the final plat may
be approved. Note: If the easement for this outfall line cannot be acquired by the developer
by making an offer for the said easement at fair market value then the developer should offer

the adjacent property owners 15% above the fair market value. If the easement cannot be
obtained and both offers are refused by the adjacent property owners, then Harnett County
Dept of Public Utilities (HCDPU) will install the outfall line and bill the developer for the project
including the cost of said easements as required per the Director of Public Utilities.
The Professional Engineer should provide HCDPU the PE Certifications on the new water and
sewer line extensions, the As Built Record Drawings as required for the final plat approval.
The developer must provide HCDPU with a cost statement for the water and sewer
improvements.

installed to serve this development.
