Jay,
Yes, these are the issues with Ballard Woods that I need to get resolved, but I was given a firm commitment by
Grey Wilson that I would have these items addressed by next Monday. The contractor has already contacted me
and we plan to meet on site Monday to identify and correct the tracer wire problem.
My assistant is out this week and she may have filed the documents in the wrong place, so I do not want to
penalize Ballard Woods for this oversight, but I believe that I have seen them. In any case, they have promised to
deliver copies within a week. So let them record the map for Phase 4A and if you need anything else then let me
know. If necessary, we can hold their water meters if we do not receive these final documents as promised.

I thought that everything was OK with Public Utilities and then something came up. I had a
concerned raised by our Locator, Billy Norris about the tracer wire on the water line. He has tried
to set up his locating equipment at several valve boxes where the tracer wire is accessible and for
some reason he cannot get a signal to transmit through the tracer wire that helps to identify the
exact location of the water main.
I have called Brent Honeycutt at Format and asked him to follow up on this issue to see if the wire
was cut, spliced or damaged in some way. The tracer wire should be installed from valve box to
valve box with no splices or underground connections to provide a solid conductor over the water
line. This tracer wire is the only means that we have to locate the water line in the field.
When Billy came in the office to check the As-Built maps, we could not find the As-Built
drawings. Apparently we did not receive the final As-Built Record Drawings. After reviewing all
documents and drawings on file for Ballard Woods Phase 4, I have determined that we have not

received the PE Certifications or the Cost Statements either. If you will provide the cost
statements for the water and sewer improvements and have Jay Gilleece to forward the As-Built
drawings and PE Certifications to our office then we can release the map to be recorded. I
apologize for the last minute kink, but everything needs to be finished and I thought that we had
those final documents on file, but they have not been submitted to our office. We can work with
Brent on the tracer wire repair/replacement if the As-Builts, PE Certifications and Cost
Statements are turned in. Call me if you have any questions.

It's my understanding from Mickey that the map was re-drawn and submitted to all the
dept. within Harn. Co. last week for review (APPROVAL?).
