Minutes of Emergency Medical Service Workshop
May 18, 1998
The Harnett County Board of Commissioners met for an Emergency Medical
Service Workshop on Monday, May 18, 1998, in the Commissioners Meeting
Room, County Administration Building, 102 East Front Street, Lillington,
. North Carolina.
Members present: Dan B. Andrews, Chairman
Beatrice Bailey Hill, Vice Chairman
Joseph T. Bowden
Teddy J. Byrd
Walt Titchener
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Vanessa W. Young, Finance Officer
Kay S. Blanchard, Clerk to the Board
Vice Chairman Hill called the meeting to order at 2:00 p.m. and called
on County Manager Neil Emory. Mr. Emory presented an overview of
proposed changes to the delivery of Emergency Medical Service in Harnett
County.
Chairman Andrews arrived and presided for the remainder of the workshop.
Drexel Pratt, Regional EMS Supervisor, and Pat Webb, Regional EMS
Coordinator, reviewed State Guidelines related to EMS and explained the
five levels of care.
. Bill Klobcar, Harnett County Communications Director, provided comments
regarding EMS dispatch.
Comments regarding EMS and support of the proposed changes were also
provided by Rachelle Harmon, ALS Nurse Liaison with Betsy Johnson
Memorial Hospital, Dr. Mark Glaser, County Medical Director, Dan
Gardner, Harnett County EMS Director, Gary Pope, Emergency Management
Director and Gary Whitman, Dunn Rescue Chief.
Mr. Emory discussed program financing for the proposed changes.
After Board discussion, there being no further business, the Harnett
County Board of Commissioners special meeting r~garding Emergency
Medical Service, May 18, 1998, adjourned at 4:45 p.m.
