HomeMy WebLinkAbout110507m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting November 5, 2007 The Harnett County Board of Commissioners met in regular session on Monday, November 5, 2007, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Tim McNeill Gary House Commissioner Dan B. Andrews was out of state and unable to attend. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner McNeill led the pledge of allegiance and prayer. Commissioner McNeill moved to approve the agenda as published with the addition of 3 budget amendments. Commissioner House seconded the motion and it passed unanimously. Write-offs of delinquent Public Utilities accounts for the third quarter of 2007. These accounts have been delinquent for more than three years and total $8,078.95. 6. Final change order for Temple Grading contract associated with the Harnett Fuquay Wastewater Project. This is a reducing change order in the amount of $19,187.93. 7. Two increasing change orders for Billings & Garrett associated with the Fort Bragg NTA Housing Project. The increase is due to contract quantity adjustments and additional work required by Fort Bragg. The amount of one change order is $107,093.95, and the other $28,143.76 for a total of $135,237.71. 8. Resolutions recognizing Eagle Scouts Graham Jackson White and Patrick Gaston White (Attachment 3) 9. Eight increasing change orders and two decreasing change orders for D. S. Simmons, Inc. associated with Anderson Creek Transfer Facility Project. The change orders are due to quantity adjustments and additional work required to complete the transfer facility. (Attachment 4) 10. Property Damage Release for repair of the damage incurred to a fence at the Dunn Erwin Landfill. The property damage release form is required by the insurance company of Republic Services, Inc. whose employee accidentally damaged the fence. The amount paid to the county is $2,121.37. 11. Request from the Library to apply for a planning grant offered by the State Library of North Carolina. The Library may request up to $15,000 and is intended to be used to secure the services of a qualified consultant. Priority will be given to planning activities that match a critical need of the library. 12. Authorization for Emergency Services to accept a grant for the co-location animal sheltering program in the amount of $19,755. Harnett County was selected to receive $18,102.17 in equipment funding and $1,653.33 in equipment training funding. The grant is funded from the 2007 State Homeland Security Program and administered by North Carolina Division of Emergency Management. The grant includes a trailer with portable cages, light tower, generator, cleaning supplies, etc., and training to set up the co-location animal shelter. 13. Authorization for Emergency Services to accept a grant for Voice Interoperable Communications Equipment (VIPER) in the amount of $20,596. Harnett County was selected to receive this funding for the purchase of 800 MHz radios to enhance the state’s development of interoperable communications. The Grant is funded from the 2007 State Homeland Security Program and administered by North Carolina State Highway Patrol. 14. Award contract for two ambulances for Harnett County Emergency Medical Services to Northwestern Emergency Vehicles, Roxboro. Sealed bids were received October 15, 2007 and are listed below. Select Custom Apparatus, Falkland, NC $107,400. each Southeastern Specialty Vehicles, West Jefferson, NC 126,981. each Northwestern Emergency Vehicles, Roxboro, NC 106,954. each 15. Authorization for Sheriff’s Department to accept additional funds in the amount of $101,738. from the Criminal Justice Partnership grant from the North Carolina Department of Correction, Division of Community Corrections. The grant funds the Criminal Justice Partnership Program in Harnett County which provides GED classes, Life Skill classes, Drug Counseling, and other services. During the informal comment portion of the meeting, Gary Ross, Forest Ridge Subdivision, expressed his concerns regarding issues associated with Forest Ridge Subdivision. Commissioner McNeill moved for the appointments listed below. Vice Chairman Hill seconded the motion and it passed unanimously. Harnett County Board of Adjustment Andrew S. Ruhland for a 3-year term to expire 11-30-10 Nominated by Vice Chairman Hill Harnett County Airport Committee Gene Batten for a 3-year term to expire 12-31-10 Nominated by Vice Chairman Hill Harnett County Juvenile Crime Prevention Council Gil Wise for a 2-year term to expire 11-30-09 Nominated by Vice Chairman Hill Industrial Facilities & Pollution Control Financing Authority Robert Doberstein for a 4-year term to expire 12-31-11 Nominated by Commissioner McNeill Harnett County Board of Health Herman Medlin, Sherrie Byrd and Dr. Hubert Warren for 3-year terms to expire 12-31-10, all nominated by Commissioner McNeill CCCC Harnett County Advisory Committee Addie McLean, Brenda Moody and Truett Underhill for 3-year terms to expire 12-31-10, all nominated by Commissioner House Clint Williams, E-911 Operations Administrator, requested use of the sole source purchasing option to upgrade the current Audio Log Communications Recording system. The system is used to record all 911 telephone lines and all radio communications on the county radio system. Carolina Recording Systems installed the system 5 ½ years ago and has maintained the system since. Mr. Williams recommended that Carolina Recording Systems upgrade the current recording system at a total cost of $97,084. This amount was budgeted in the E-911 budget. 45% of the costs will be paid out of the 911 Wireline Fund and 55% of the cost will be paid out of the 911 Wireless Fund. Carolina Recording Systems is the only certified company in North Carolina that can provide the product. Commissioner McNeill moved to authorize the sole source purchase as requested. Commissioner House seconded the motion and it passed unanimously. Barry Blevins, Central Permitting and Community Development Administrator, Planning Department, requested authorization to submit a grant application to the 2008 North Carolina Housing Finance Agency Urgent Repair Program. A grant in the amount of $75,000 URP monies could be used to provide urgent repairs to owner-occupied homes for homeowners with special needs, elderly, handicapped or disabled, single-parent, large households (5 or more) or households with elevated lead levels where children live. Planning Services is partnering with the Department of Social Services and Service Management Group formerly “World Changers”. Planning Services will administer the program. A $20,000 match was budgeted by DSS. Commissioner McNeill moved to authorize submittal of the grant application as requested. Vice Chairman Hill seconded the motion and it passed unanimously. Departmental reports were filed with the Board from the Health Department, Veterans’ Service and the following report from the Tax Department regarding Barred Taxes: Pursuant to G.S. 105-378(a), remedies for collection of the 1997 taxes are barred after September 1, 2007. 1997 real and personal property tax amounts to $35,146.40. 1997 motor vehicle tax amounts to $33,377.23. Commissioner McNeill moved to appoint William Hayes and Margaret Hudson as Local Firemen’s Relief Fund Trustees for Benhaven Emergency Services. Commissioner House seconded the motion and it passed unanimously. Commissioner McNeill moved for the County to help Triton students who are going to China to pay for airline tickets up front when parents pay half the cost, then the County will be reimbursed. Commissioner House seconded the motion and it passed unanimously. In the county manager’s report, Mr. Emory noted that closing of Kipling railroad crossing has been delayed. The new detention center project continues on schedule and the River Park project is also proceeding. Commissioner McNeill moved that the Board go into closed session for the following purpose: to discuss matters relating to the location or expansion of industries or other businesses in Harnett County. This motion is made pursuant to N.C. General Statute Section 143-318.11 (a) (4). Commissioner House seconded the motion and it passed unanimously. Commissioner House moved that the Board come out of closed session. Vice Chairman Hill seconded the motion and it passed unanimously. There being no further business, Commissioner House moved to adjourn. Vice Chairman Hill seconded the motion and it passed unanimously.
