Minutes of Regular Meeting
October 15, 2007
The Harnett County Board of Commissioners met in regular session on Monday, October
15, 2007, in the Commissioners Meeting Room, County Administration Building, 102
East Front Street, Lillington, North Carolina.

Chairman Byrd called the meeting to order at 7:00 p.m. and Vice Chairman Beatrice Hill
led the pledge of allegiance and prayer.
Vice Chairman Hill moved to approve the agenda as presented with the following
changes: addition of two Eagles Scout resolutions, and delete item 10. zoning change
request for Robert Wellons. Commissioner Andrews seconded the motion and it passed
unanimously.
Upon motion by Commissioner McNeill and seconded by Commissioner House, the
Board unanimously approved the following items on the consent agenda:

4. Resolution to add roads to the state system – The Meadows at Buies Creek
Subdivision (Attachment 2)
5. Memorandum of Agreement between the North Carolina Department of
Transportation and Harnett County to for the emergency removal of debris during a State
of Disaster or Imminent Treat of Disaster and/or a State of Emergency declared pursuant
to Chapters 14 and 166A of the North Carolina General Statutes.
6. Mid-Carolina Area Agency on Aging County Services summary, DOA-731 and
Provider Services Summary, DOA-732 (for each provider). Harnett County received a
funding increase of $11,524 for FY 2007-2008. The increase will be distributed to Home
Delivered Nutrition ($2,651), Medical Transportation ($5,070), General Transportation
($3,277), and In-home Aide Level 1 ($576). The total Federal and State Home &
Community Care Block Grant funding for FY 2007-2008 is $608,298.
7. Change order for S. T. Wooten Corporation in the amount of $65,669.55 for the
Western Harnett Industrial Park paving contract. The change order was needed due to
subsurface water trapped under the clay and also unsuitable clay for paving.
8. Write-offs of certain Emergency Medical Services outstanding balances for the month
of September, 2007, in the total amount of $5,955.65.
9. Emergency Management Ordinance (copied into ordinance book 2)
10. Authorization for Emergency Medical Services to submit an application for FY
2007-2008 North Carolina Hospital Preparedness Program grant. This grant will give
EMS to make allowable purchases to provide and support a medical surge capability
during a disaster for the SMAT III team (State Medical Assistance Team) and mutual aid
with the CapRAC (Capital Regional Advisory Committee) partners. This is a
reimbursable grant and no county matching funds are required.
11. Authorization for Emergency Services to apply for a “Toolkit” grant in the amount of
$27,390.00 administered by the North Carolina Office of EMS (OEMS) The Dunn Police
Department Communications Center is required to apply for this grant through the EMS
System Lead Agency, which is Harnett County EMS. A 20% match is required and the
Dunn Police Department Communications Center has agreed to fund this match.
12. Authorization for Emergency Services to submit application for the Fire Prevention
and Safety Grant which is part of the Assistance to Firefighters Grant Program. It is
funded through the Department of Homeland Security and administered by FEMA.
There are no cost-share or match requirements. The Department plans to purchase
additional arson awareness/prevention materials and establish a juvenile firesetter
program for Harnett County.
13. Authorization for emergency services to accept the FY 2006 Citizen Corps Program
Grant in the amount of $6,000. The grant is funded through the Department of Homeland
Security and administered by the North Carolina Crime Control and Public Safety.
14. Resolutions recognizing two Eagle Scouts, Michael Deeny Harold Ramos and Reid
Alexander Johnson (Attachment 3)
Informal comments were provided by the following citizens:
- Ronnie Faulkner and Dan Maynard expressed their views against the county’s
economic development incentive program.
- Ricky Temple asked for the Board’s assistance to keep SR 1576 railroad crossing near
Kipling Post office open.
Vice Chairman Hill moved for the appointments listed below. Commissioner Andrews
seconded the motion and it passed unanimously.

expires 2-28-08. Mr. Doberstein was nominated by Commissioner McNeill.

Lee Anne Nance, Director, Economic Development, presented for the Board’s
consideration a proposed resolution to enter into an Economic Development Incentive
Agreement with Gray Metal South, Inc., Dunn, NC. Ms. Nance introduced Ernie
Pearson, who is a legal authority on economic development incentive programs and
assisted in crafting Harnett County’s incentive program. Mr. Pearson discussed the
explained how incentives work and the need for local governments to offer incentives to
compete in today’s global economy. Commissioner McNeill moved to adopt the
resolution as presented. Commissioner Andrews seconded the motion and it passed
4 to 1, with Commissioner House casting the dissenting vote. (Attachment 4)
Rodney Tart, Director, Harnett County Public Utilities, presented the Discussion of Bids
for two contracts for the plant portion of South Central Wastewater Project.
Commissioner McNeill moved to award contracts as noted below. This will be a
tentative award in that the Authorization to Construct has not been received from the
North Carolina Division of Water Quality. Commissioner House seconded the motion
and it passed unanimously. The first award is for TA Loving Company out of Goldsboro,
NC in the amount of $11,535,000, and consists of the 5MGD wastewater plant and pump
station construction. The second contract award is for low bidder Utilities Plus in the
amount of $2,138,430.81, and consists of the associated line work to transport the waste
from the South Central Water and Sewer District to the plant. There will be additional
collection line construction awards in the near future for the District in order to complete
the project. The bids were received on May 10, 2007 and this award was delayed due to
environmental permitting issuers at the planned plant site on Shady Grove Road. These
issues have since been resolved.
Gary Pierce, Agriculture Agent, Cooperative Extension, presented a summary of a
proposed Agricultural District Ordinance. Chairman Byrd called to order a public
hearing on the ordinance and opened the meeting for comments from the public. No
comments were offered and Chairman Byrd closed the public hearing. Commissioner
Andrews moved for adoption of the Agricultural District Ordinance as presented. Vice
Chairman Hill seconded the motion and it passed unanimously. The ordinance is copied
into Ordinance Book 2, page____.
Christi Barthelme, Planner, presented text amendments to the Subdivision Ordinance.
Chairman Byrd called to order a public hearing on the matter. No comments were
offered and Chairman Byrd closed the public hearing. Commissioner McNeill moved to
adopt the Subdivision Ordinance text amendments as presented. Vice Chairman Hill
seconded the motion and it passed unanimously. (Attachment 5)
Ms. Barthelme also presented proposed text amendments to the Zoning Ordinance and
Watershed Regulations. These proposed amendments will be discussed at a work session
they placed on a future agenda.
Departmental reports were filed with the Board from the Sheriff’s Department, Health
Department, Planning & Inspections, Veteran’s Service, and Finance Department
(Attachment 6).
Commissioner Andrews moved to authorize a resolution in support of Kipling residents’
request to keep road at railroad crossing near Kipling Post Office open. Commissioner
McNeill seconded the motion and it passed unanimously. The resolution will be sent to
NC Department of Transportation and to the Railroad Company.
Commissioner Andrews moved to appoint Beatrice Hill to the Anti Gang Coalition.
Chairman Byrd seconded the motion and it passed unanimously.
Mr. Emory reminded the Board of an invitation from the Board of Education to attend a
meeting to hear results of a School needs Study report, Wednesday, October 17, at 8:00
a.m. at the Board of Education’s regular meeting place.
Vice Chairman Hill moved for the Board to go into closed session to consider and give
instructions to the County Attorney concerning the handling of a claim. This motion is
made pursuant to N.C. General Statute Section 143-318.11(a) (3). Commissioner
Andrews seconded the motion and it passed unanimously.
Commissioner McNeill moved for the Board to come out of closed session. Vice
Chairman Hill seconded the motion and it passed unanimously.
There being no further business, Vice Chairman Hill moved to adjourn. Commissioner
House seconded the motion and it passed unanimously. The Harnett County Board of
Commissioners regular meeting, October 15, 2007, adjourned at 8:20 p.m.
