HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Regular Meeting
October 1, 2007
The Harnett County Board of Commissioners met in regular session on Monday, October
1, 2007, in the Commissioners Meeting Room, County Administration Building, 102 East
Front Street, Lillington, North Carolina.

Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner House led the
pledge of allegiance and prayer.
Vice Chairman Hill moved to approve the agenda as published with changes listed below.
Commissioner Andrews seconded the motion and it passed unanimously.
- Add to consent agenda: Adjustment of EMS bill
- Delete from consent agenda: request for creation of a new Animal Control position
Upon motion by Commissioner McNeill and seconded by Commissioner Andrews, the
Board unanimously approved the following items on the consent agenda:

3. Tax refunds (Attachment 1)
4. Authorize acceptance of North Carolina Department of Transportation – Division of
Aviation Grant No. 36237.25.9.1 “Airfield Improvements” in the amount of $150, 00
with local match of $16,667. Local match will be “in-kind” contribution therefore no
new funds are necessary.
5. Harnett Regional Jetport, Talbert & Bright Work Authorization No. 04-01 which
includes updating the Airport Layout Plan and performing a corporate hangar location
study. No out of pocket funds will be used due to project being paid by Vision 100 funds
and an in-kind contribution.
6. Memorandum of Agreement with the US Department of Transportation Federal
Aviation Administration in relation to the installation and maintenance of Instrument
Landing Systems at the Harnett Regional Jetport (FAA—NAVAID facilities)
7. Public Utilities contract with Utility Technology Engineers-Consultants, Spartanburg,
SC and Asheboro, NC. The purpose of the study is to determine feasible ways to reduce
electrical costs at the Harnett County Regional Water Treatment Plant and the Wake
County Water Booster Station. The electrical costs of these two facilities totaled over
$568,000 in the last fiscal year. The study will focus on alternative retail rate structures,
alternative operating methods, and the use of stand-by generation in lieu of electrical
service during certain peak periods. It will also help Public Utilities determine and
adequately size existing and future electrical needs. The cost of the study will not exceed
$66,200 and will be paid from Public Utilities’ operating budget.
8. Change Orders for T. A. Loving Company related to the Harnett/Fuquay Waste Water
Project in a total amount of $574,852. These two increasing change orders are for the
final settlement of additional capacity upgrades and various modifications made to the
North Harnett Regional Wastewater Treatment Plant. One change order is utilized to
break out the cost applicable to Fuquay Varina and the original 5.6 mgd plant design.
The second change order breaks out the cost for the upgraded 7.5 mgd final
modifications. This increase will be paid for from the project budget contingency.
9. Write-off of a returned check in the amount of $20.00 written to Harnett County
Animal Control for adoption of an animal. Crystal Branson issued check number 1005
on March 23, 2007. All efforts have been made by the Finance Department and Legal
Services to locate Ms. Branson in an attempt to collect the outstanding debt.
10. Adjustment of an Emergency Medical Services bill for James Wright to correct
amount of charges. Mr. Wright was transported on various occasions from his home to
UNC Chapel Hill Hospital and returned. Mileage was incorrectly entered by the
ambulance driver for one trip, and for another trip the incorrect mileage rate was entered.
The corrected amount due from Mr. Wright, after corrections, is $186.73.
Commissioner Andrews moved to approve the appointments listed below. Vice
Chairman Hill seconded the motion and it passed unanimously.
Mid-Carolina Workforce Development Board
Jonathan Shannon Johnson, Avis M. Smith, and Brenda Moody were nominated
by Chairman Byrd. All three are appointed for 2-year terms to expire 10/31/09.
Randy McLean, Economic Development Planner, discussed a proposed economic
incentive agreement between the County and Gray Metal South, Inc. The proposed
economic incentive package will include a monetary incentive to be paid to Gray Metal
South, Inc. in the form of a refund of County ad valorem taxes based upon the company’s
investment in real property to be newly listed for Harnett County taxes. Gray Metal
South, Inc. will invest $2,300,000.00 in two separate facilities, including an 85,000
square foot manufacturing facility and 5,000 square foot office building as well as
$2,000,000.00 machinery and equipment for a total of $4,300,000.00 investment. The
company specializes in manufacturing of pre-fabricated air duct and fittings. Chairman
Byrd called to order a public hearing on the matter and opened the meeting for comments
from the public. Mary B. Johnson, Buies Creek, as vice president representing the
Harnett County Taxpayers Coalition, asked questions and made general comments
regarding the request from Gray Metal South to participate in the County’s incentive
program. There being no further comments, Chairman Byrd closed the public hearing.
The Board of Commissioners will consider the proposed incentive appropriation and
agreement at a future meeting.
Gary Pierce, County Agricultural Agent, presented a proposed Agricultural District
Ordinance draft. This ordinance would provide for the establishment of voluntary
agricultural districts in Harnett County. Commissioner Andrews moved to schedule a
public hearing on the proposed ordinance at the next regular Commissioners meeting,
October 15, 2007 at 7:00 p.m. Vice Chairman Hill seconded the motion and it passed
unanimously.

Department, and Finance Office (Attachment 2)
Vice Chairman Hill moved that the Board go into closed session for the following
purpose: to discuss matters relating to the location or expansion of industries or other
businesses in Harnett County. This motion is made pursuant to N.C. General Statute
Section 143-318.11(a)(4). Commissioner Andrews seconded the motion and it passed
unanimously.
Commissioner McNeill moved for the Board to come out of closed session.
Commissioner House seconded the motion and it passed unanimously.
There being no further business, Commissioner McNeill moved to adjourn. Vice
Chairman Hill seconded the motion and it passed unanimously. The Harnett County
Board of Commissioners regular meeting, October 1, 2007, adjourned at 10:15 a.m.
