The Harnett County Board of Commissioners met in ~~ga~a~ session on Wednesday, October 15, 1997 in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Dan B. Andrews, Chairman Beatrice Bailey Hill, Vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 9:00 a.m. and Commissioner Hill led the invocation. Commissioner Byrd moved to approved the agenda as published. Commissioner Hill seconded the motion and it passed unanimously. Commissioner Byrd moved that the Board go into closed session for the following purpose: a) To consider a personnel matter; b) To discuss matters relating to the location/or expansion of industry in Harnett County and negotiations regarding the sale of county . property regarding the same. This motion is made pursuant to NC Gen. Statute ~ 143-318.11(a) (6), (4) and (5) Commissioner Bowden seconded the motion and it passed unanimously. Commissioner Bowden moved that the Board come out of closed session. Commissioner Titchener seconded the motion and it passed unanimously. Neil Emory, County Manager, stated that the Social Services Board has selected DSS DIRECTOR a new Department of Social Services director and that the Board of NAHED Commissioners will set the salary for that position, Commissioner Byrd made a motion that the director's yearly salary be $48,000. Commissioner Titchener seconded the motion and it passed 3 to 2 with Commissioners Hill and Bowden casting the dissenting votes, In new business, Wm. A. (Tony) Wilder, Assistant County Manager, noted that a work session to discuss airport matters has tentatively been set for November 4th at 4:00 p.m. Commissioner Byrd noted that Representative Don Davis had invited the Board of Commissioners to attend a special meeting on October 30 regarding the new means by which Johnston County is awarding school construction contracts. There being no further business, Commissioner Byrd moved for adjournment. Commissioner Bowden seconded the motion and it passed unanimously.
