HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting September 2, 1997 The Harnett County Board of Commissioners met in regular session on Monday, September 2, 1997, in the Commissioners Meeting Room, County Office Building, 102 East Front Street, Lillington, North Carolina. . Members present: Dan B. Andrews, Chairman Beatrice Bailey Hill, vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 9:00 a.m. and Commissioner Bowden led the pledge of allegiance and prayer. Commissioner Hill moved to approve the agenda as published with deletion of an item regarding consideration of residential water user agreement for Riverside Water & Sewer District. Commissioner Bowden seconded the motion and it passed unanimously. Public Utilities Communications Equipment Lease - Upgrade of radio system . 4. South Harnett Elementary School Right of Way Agreement to allow DOT to construct turning lanes 5. Health Department/Write off of uncollected debts for Family Planning ($8,331.50) and Adult Health ($143.00) 9. Waterline extension request from Lynwood Walter Hare for extension on Purfoy Road (SR 1446) between Rawls Church Road (SR 1445) and Chalybeate Springs Road (SR 1441). Customer will absorb the cost of the waterline extension and services and will have these installed by a licensed utility contractor. A capacity use fee of $300 will be charged to each lot. 10. Mutual Aid Agreement for Animal Control with the City of Dunn and the Town of Spring Lake Commissioner Titchener moved to appoint Chairman Dan Andrews to serve on the Economic Development Commission. Commissioner Byrd seconded the motion and it passed unanimously. L. C. 0' Quinn, Tax Administrator, discussed with the Board the current policy for Harnett County on collecting motor vehicle tax from military personnel . from states which are classified as local. Commissioner Titchener moved to exempt those currently taxed so that all military personnel will be taxed in a uniform manner. Commissioner Bowden seconded the motion and it passed unanimously. L. C. 0' Quinn, Tax Administrator, briefed the Board that the State now requires that the County designate an individual to review plats before they may be recorded at the Register of Deeds office. Commissioner Titchener moved that all certified mappers in the Geographic Information System (GIS) Department be designated to review plats as required. Commissioner Bowden seconded the motion and it passed unanimously. Jerry Blanchard, General Services Manager, reported to the Board that negotiations with the low bidder, Barnhill Contracting Company, have taken place regarding construction of a solid waste transfer station. The final price of $795,717 is submitted for the Board's consideration. Commissioner Bowden moved that the contract in the amount of $795,717 be awarded to Barnhill Contracting Company. Commissioner Titchener seconded the motion and it passed unanimously. -----~~-~ -. --- "-~---~ '763 Wm. A. (Tony) Wilder, Assistant County Manager, presente~ for the Board's consideration a lease termination to cancel the twenty f1ve year hangar ground lease agreement with Ginn, Inc. in order to transfer ownership of a hangar at the Harnett County Airport. Commissioner Titchener moved to approve t~e lease termination. Commissioner Hill seconded the motion and it passed unan1mously. Wm. A. (Tony) Wilder, Assistant County Manager, presented for the Board's consideration a hangar ground lease for Warren Investment Company of Alabama, Inc. for a hangar at the Harnett County Airport. Commissioner Titchener moved to approve the lease for Warren Investment Company of Alabama, Inc. Commissioner Byrd seconded the motion and it passed unanimously. Wm. A. (Tony) Wilder, Assistant County Manager, presented for the Board's . consideration a lease agreement with Stanley Bass for fixed base operator of the Harnett County Airport. Commissioner Titchener moved to approve the lease agreement which will expire June 30, 1997. Commissioner Bowden seconded the motion and it passed unanimously. Neil Emory, County Manager, presented for the Board's consideration requests for an Emergency Medical Service franchise for specific transport purposes from two companies. Commissioner Titchener moved to approve limited franchises to Mid-South Medical Transport, Smithfield, and to Johnston Ambulance Service, Inc., Selma. Commissioner Bowden seconded the motion and it passed unanimously. The limited franchise permits transport needs such as dialysis patients or physician office visits. Neil Emory, County Manager, presented for the Board's consideration an Emergency Proclamation which would authorize work crews to access property for clean-up of streams obstructed by debris from storms. Commissioner Bowden moved to adopt the proclamation. Commissioner Hill seconded the motion and it passed unanimously. The County will continue the practice of acquiring the property owners' permission prior to accessing a worksite. (Attachment 3) Neil Emory, County Manager, discussed with the Board concerns expressed over the requirement that impact fees be paid up front. It has been requested that the County consider altering the policy to allow payment over a period of time. Commissioner Byrd moved that the County's current policy be amended to allow developers to pay one half of the required impact fee up front and the balance six months later or upon the sale of the lots in excess of 50% of the development. Commissioner Bowden seconded the motion and it passed unanimously. John Mewborn, Forest Ranger, presented the Forest Service's annual report and . introduced his staff members to the Board. Neil Emory, County Manager, reported to the Board on the following items: 1. A new phone system will be required due to relocation of Planning/Inspections and Emergency Services. Staff will explore feasibility of replacing the entire existing system in the County Administration Building. 2. The Sheriff's Department has applied for a grant with the Crime Commission in the amount of $48,791. The proposed grant would not require any County funding. 3. Mid-Carolina Council of Governments has requested nominations for their annual Jack Brock Award. Commissioner Bowden moved that the Board go into closed session for the following purposes: a) To instruct the County staff concerning the position to be taken by the staff in negotiating a contract to sell property, and b) To consider a personnel matter. This motion is made pursuant to the provisions of N.C. General Statute sections 143-318.11(a) (5) and (6). Commissioner Hill seconded the motion and it passed unanimously. Commissioner Hill moved to come out of closed session. Commissioner Bowden seconded the motion and it passed unanimously. . Commissioner Titchener made a motion that a letter of congratulations be sent to Harnett County Schools regarding the recent SAT scores report. Commissioner Hill seconded the motion and it passed unanimously. There being no further business, Commissioner Hill moved for the meeting to adjourn. LI.l .lER SWEEP 1997 PROCLAMATION "';o...:L WHEREAS, Adopt- A-:-Highway groups and other concerned community and garden clubs and civic organizations labor throughout the year to keep our state's roadsides free of . litter; and WHEREAS, the North Carolina Department of Transportation will coordinate the work of such groups into a two week cleanup effort to maximize statewide benefits; and WHEREAS, North Carolina's beautiful Scenery and clean environment are a source of pride, attracting tourists and aiding in recruiting new industries; and WHEREAS, this fall clean up will improve the quality of life for all North Carolinians, running concurrently with "Big Sweep", the annual waterway cleanup; and WHEREAS, James B. Hunt, Governor of the State of North Carolina has proclaimed a week for "Litter Sweep" in North Carolina. NOW, THEREFORE, THE HARNETT COUNTY BOARD OF COMMISSIONERS do hereby proclaim September 8-22, 1997, as "Litter Sweep" in Harnett County, and urge our citizens to acknowledge the fine work of beautification groups and aid them in their valued efforts.
