Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 7:00 p.m. and Commissioner Byrd led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda with the addition of a report from the Board of Education. Commissioner Bowden seconded the motion and it passed unanimously. Upon motion by Commissioner Titchener and seconded by Commissioner Bowden, the Board unanimously approved the following items on the consent agenda: 1. Resolution honoring memory of Bobby Wicker, Tax Administrator (Attachment 6) . Chairman Andrews read and presented a resolution honoring the memory of Bobby Wicker, former Tax Administrator, to Shirley Wicker. Chairman Andrews also read and presented to Mrs. Wicker, a resolution from the North Carolina Association of County Commissioners. Informal comments were offered by Ms. Leonore Tuck, Buies Creek, regarding a proposed Buies Creek Thoroughfare Plan. Ms. Tuck requested that before a Plan is adopted for the Buies Creek area, a public hearing be held concerning the matter in Buies Creek with advertisements in local papers as well as the News and Observer; and that flyers be passed out announcing the public hearing. Harrington Morrison, Chairman, Board of Education, reported on recent test scores of 19 Harnett County Schools that were tested. Mr. Morrison reported that 8 schools excelled, 6 schools met their expected goal, and 5 schools fell below thier goal. Bob Beasley, Harnett County Schools Superintendent, reviewed the ABC Plan for school improvement including use of different instructional strategies with more emphasis on reading, writing, and math. The County is setting high expectations for students and is offering more staff development programs for the teachers. APPOINn.~..~.. Melody Boone reappointed for a three-year term to expire 08/31/00 Commissioner Titchener moved to appoint Karen Moore as chairman of the Emergency Services Council for a two-year term. Commissioner Hill seconded the motion and it passed unanimously. . Chairman Andrews called to order a public hearing on proposed road names for Enhanced 911. Clint Williams, E-911 Coordinator, presented a list of proposed private road names and a proposed road name change. Mr. Williams stated that the purpose of the public hearing is to obtain comments from the public concerning this matter. Chairman Andrews opened the meeting for comments on the list of proposed private road names. No comments were offered and Chairman Andrews closed the public hearing. Commissioner Byrd moved to approve the proposed private road names. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 7) Chairman Andrews opened the meeting for comments on a proposed road name change for SR 1109, McPherson Road. The name change is recommended due to confusion with a nearby road across the Moore County line with the same name. This has caused problems by emergency personnel who serve both areas. The following citizens provided comments: 1- Doyle Wicker, Jr. , presented a petition requesting that S.R. 1109 be named Flynn Road 2. Melvin Wooten, representing the McPherson family, asked that the road name remain McPherson Road or that McPherson be a part of the road name. Commissioner Bowden made a motion to change the road name of SR 1109 from McPherson Road to Flynn-McPherson Road. Commissioner Hill seconded the motion and it passed unanimously. Commissioner Bowden moved to adopt a resolution which will be sent to DOT reflecting the change. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 8) Kim Lash, Transportation Engineer, Planning Branch, NC DOT, presented a report on the proposed Buies Creek Area Thoroughfare Plan. Buies Creek is not . incorporated; therefore, the Plan will be an addendum to the Harnett County Thoroughfare Plan. A work session will be scheduled with the Board of Commissioners and residents for additional input before the proposed Plan is considered for adoption. patricia Crissman, The Wooten Company, presented and discussed tabulation of bids for sewer line construction for the Shawtown Revitalization Project. Commissioner Hill moved that the contract in the amount of $238,237 be awarded to Sandhills Contractors, Inc. Commissioner Bowden seconded the motion and it passed unanimously. Chairman Andrews called to order a public hearing on a zoning change application for Nancy and Calvin Myatt, from RA-30 Zoning District to Commercial Zoning District, 1 acre, Black River Township, north side of intersection of NC 55 and SR 1544 (Guy Road) . Tom King, Chief Planner, presented the application to the Board and stated that the purpose of the public hearing is to obtain comments from the public regarding the request. Chairman Andrews opened the meeting for comments from the public. Comments were provided by Nancy Myatt, applicant. There being no further comments, Chairman Andrews closed the public hearing. The Planning Board recommends approval of the zoning change request. Commissioner Titchener moved to approve the zoning change for Nancy and Calvin Myatt. Commissioner Byrd seconded the motion. Commissioner Titchener amended his motion to approve the zoning change on the basis of those positions and factors considered and contained within the Planning Board's recommendation which determined that the Myatt's rezoning request was reasonable. Those factors included: 1) Compatibility with an existing comprehensive plan 2) The impact of the zoning decision on the landowner, the immediate neighbors and the surrounding community . 3) The relationship between the newly allowed uses in a spot rezoning and the previously allowed use. Commissioner Byrd seconded the motion and it passed unanimously. Jerry Blanchard, Solid Waste Director, reported on bids received to build a solid waste transfer station for the transfer of waste outside of the County. Commissioner Titchener moved that Mr. Blanchard and Neil Emory, County Manager negotiate with Barnhill Construction Company regarding this project. Parks Blake, Soil Conservationist, reported to the Board on the progress of the stream debris removal work through the Emergency Watershed Protection (EWP) program. A second phase of the program has been offered to the County and the County's letter of intent to participate in the additional work has been acknowledged by the program manager. Commissioner Titchener made a motion to move forward with the project and that County Manager Neil Emory be the designated representative from Harnett County. Commissioner Bowden seconded the motion and it passed unanimously. 751 Wm. A. (Tony) Wilder, Assistant County Manager, presented for the Board's consideration an agreement with NC DOT-Division of Aviation. Harnett County has been one of the airports chosen for a Statewide Safety Preservation Project that wll1 include pavement improvements and new markings. The project comes at no cost to the County. Commissioner Titchener moved to approve the agreement. Commissioner Bowden seconded the motion and it passed unanimously. Reports were filed with the Board from Economic Development, Emergency Medical Service, Department of Social Services, Veterans Affairs, Health Department, ,. and General Services programs. Commissioner Bowden moved that the Board go into closed session for the following purpose: To advise and give instructions to the County Attorney concerning the handling or settlement of judicial actions, namely Kincheloe vs Harnett County Sullivan vs Harnett County This motion is made pursuant to NC General Statute section 143- 318.11(A) (3) '. Commissioner Hill seconded the motion and it passed unanimously. Commissioner Byrd moved that the Board come out of closed session. Commissioner Hill seconded the motion and it passed unanimously. There being no further business, Commissioner Hill moved that the meeting adjourn. Commissioner Bowden seconded the motion and it passed unanimously. NORTHWEST WATER & SEWER DISTRICT PBASE II PROJECf ORDINANCE I,. BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina, sitting as the governing board for Northwest Water &: Sewer District: Settlon t. The Northwest Phase II project consists of Hector's Creek and Buckhorn Townships. The present population within the district is approximately 4,729 based on 2.74 persons per household. There are over 281 potential connections along the proposed lines of Phase II. There are presently over 1,726 active connections using water in the first phase of this District which was constructed in 1990. It is estimated that with the completion of Phase II of this District, the total customer count will be 2,007. The project will primarily consist of24.5 miles of water mains in sizes of2" through 6", fire hydrants, and approximately 281 individual meter services. Water for this Phase will be purchased from the Harnett County Regional Water Treatment Facility at the connection point located at the intersection ofSR 1403 and Hwy. 210. The District will contract with the County utility department to manage and operate the system. The District will be regulated by the Northwest Water & Sewer District Board of Advisors and the Harnett County Board of Commissioners. Section 2. The following amounts are hereby appropriated in the Northwest Phase I Water & Sewer District for the construction of this project: Construction $ 878,000 . Engineering Fees $ 92,000 Land and Right-of-Ways $ 2,500 Legal and Administrative $ 20,000 - Meters $ 10,000 Interest During Construction $ 78,000 Contingency $ 7L350 Section 3. The sou1bem regions of Hamett CoWlly are experiencing pbenornerud growIh to the exten. that a state of emergency has developed with respect to maintaining adequate pressure, water storage volume and fire flow capacity during the peak use period of May through November. This project will provide a second phase towards transporting the projected flows required to meet the next 20 - year planning period. The completion of this project will provide support to the Southwest, South Central and West Central Water & Sewer Districts through an 18 mile 20" transmission line and a booster pumping station as a Phase IT project. A third phase of the Southwest Regional Transmission Facility will continue the Phase IT project from Doc's Road with a 16" viaHwy. 27 to Hwy. 24 in the 10lmsonville area. SECTION 2. This project will be financed through a State Revolving Loan in the name of Hamett County. Revenue to repay this loan will be derived from water sales in the Southwest Region District. SECI10N 3. The following amounts are hereby appropriated for the construction of this project: Contract I - Transmission Line $ 2,021,000 Contract II - Booster Pumping Station $ 175,000 Contract ill - Electrical $ 40,000 Engineering $ 184,200 Telemetry $ 15,000 Legal! Admin $ 5,000 Site & Other Real Property $ 20,000 Contingency $ 222.800 TOTAL $ 2,683,000 . SECTION 4. WICKER WHEREAS, during his lifetime, Bobby L. Wicker served his fellowman in many ways; and WHEREAS, his service took many forms in many fields: as a distinguished businessman, as a member of Lillington Baptist Church, the Lillington Lions Club, the Harnett County Soil and Water Conservation Board and as a member of many other civic, county, and state organizations; and WHEREAS, during his service to Harnett County as County Tax Administrator (1986-1997), the tax office experienced tremendous advancements and became recognized as a model tax office throughout the State of North Carolina; and WHEREAS, Bobby Wicker, during his tenure as Tax Administrator, became recognized across the State . for his professionalism and leadership abilities; and WHEREAS, in his passing, Harnett County has lost a valuable and trusted public servant and our community has lost a respected neighbor and leader. NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners does hereby recognize the contributions of Bobby L. Wicker to our County and to our citizens; and does hereby honor his memory through adoption of this resolution this the 18th day of August, 1997.
