Minutes of Special Session
August 12, 1997
The Harnett County Board of Commissioners met in special session on Tuesday,
August 12, 1997, in the Commissioners Meeting Room, County Office Building,
102 East Front Street, Lillington, North Carolina.

Chairman Andrews called the meeting to order at 10:00 a.m. and Commissioner
Titchener led the pledge of allegiance and prayer.
Upon motion by Commissioner and seconded by Commissioner Hill, the Board
unanimously approved the following items on the consent agenda:

Neil Emory, County Manager, provided opening comments and purpose of a
presentation by Public Utilities.
Rodney Tart, Director of Public Utilities, reviewed the history of Harnett
County's water and sewer districts.
Mr. Tart and Hiram Marziano, Engineer, Marziano & Minier, presented an update
on the following:
- Current capital projects under construction
. - Projects currently under design
- Projects under planning
- South Regional Wastewater Study
Steve Ward, Assistant Director, Public Utilities, reviewed the rules and
regulations of the Public Utilities Department.
Other topics discussed by the group were capacity fees, DOT rights of way,
regulatory impacts, statewide bond referendum, and consolidation of the
districts.
Neil Emory, County Manager, presented concerns of homebuilders/developers
regarding capacity use fees. Danny Norris and Jimmy Johnson, representing the
Homebuilders Association suggested recommendations for proposed amendments to
the rules and regulations regarding capacity use fees.
George Joseph, Mayor, Town of Erwin, and Chuck Simmons, Town Manager of Erwin,
addressed the group concerning sewer services for the proposed new elementary
school to be built between Coats and Erwin.

Commissioner Hill left the meeting at 2:00 p.m.
Commissioner Byrd moved that the Board go into closed session for the
following purpose:
To advise and give instructions to the County ~ttorney
concerning the handling or settlement of a cla1m or
judicial actions, namely: Sullivan v Harnett Cou~ty.
This motion is made pursuant to N.C. General Statute sect10n 143-318.11(a) (3) .
Commissioner Bowden seconded the motion and it passed unanimously.
Commissioner Titchener moved to come out of closed session. Commissioner
Bowden seconded the motion and it passed unanimously.
There being no further business, the Harnett County Board of Commissioners .
special meeting, August 12, 1997, duly adjourned at 4:00 p.m.

WHEREAS, this organization is dedicated to developing the
future leaders of our communities and our nation; and
WHEREAS, the Boy Scouts recognize their highest achievers by
recognizing them as an Eagle Scout; and
WHEREAS, this award is only presented to those individuals
that demonstrate a commitment to self-improvement as well as
service to their community.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board
of Commissioners does hereby recognize Adam Jones and
congratulate him for attaining Eagle Scout. .

Attachment 2. RESOLUTION
WHEREAS, the Harnett County Board of Commissioners respects
and appreciates the tremendous public service rendered by the men
and women of Fort Bragg; and
WHEREAS, Harnett County considers Fort Bragg and its
personnel as an important part of our community; and
WHEREAS, when tragedy strikes Fort Bragg as it did on
July 8, 1997, when eight soldiers from the 82nd Airborne were
killed when their Black Hawk helicopter crashed, the residents of
Harnett County wish to express their sympathy and support.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board
of Commissioners on behalf of the residents of Harnett County,
. does hereby express their heartfelt sympathy to the personnel of
Fort Bragg as well as to the families of those touched by this
tragedy.
