Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 7:00 p.m. Boy Scout Troop 750 led the pledge of allegiance and Commissioner Bowden offered the invocation. Commissioner Titchener moved to approve the agenda as published. Commissioner Hill seconded the motion and it passed unanimously. APPOINTMENTS ~oard of Health Commissioner Byrd moved to appoint Jimmy A. Allen, Buies Creek, to the Board of Health for a three-year term which will expire 12/31/99. Commissioner Titchener seconded the motion and it passed unanimously. RECOGNITIONS AND PRESENTATIONS . Commissioner Titchener moved for adoption of a resolution honoring Boy Scout Troop 750. Commissioner Hill seconded the motion and it passed unanimously. BOY SCOUTS Commissioner Byrd presented a copy of the resolution to each of the nine scouts. (Attachment 3) Jennifer Walker, Director, Cooperative Extension, presented an award and AWARD TO savings bond to Jerimiah Williams, an art student at Western Harnett High JERIMIAH WMS. School. Jerimiah created the winning logo for It Takes a Village program which was started in the Anderson Creek community to reduce crime. DSS RETIREES Commissioner Hill presented plaques of appreciation to each of the following Department of Social Services retirees: Margaret Speed, Joyce Pulliam and Harvey Godfrey. Mr. Godfrey was not present and Jack Bryan, DSS Director, accepted his plaque for him. PRIVATE ROAD Chairman Andrews called to order a public hearing on proposed private road NAMES E-911 names. Clint Williams, E-911 Coordinator, presented a list of proposed private road names for Enhanced 911 and stated that the purpose of the public hearing is to obtain public comments regarding this matter. Chairman Andrews opened the meeting for comments from the public. Mike Turnmike requested that the proposed name for Road 1782 near NC 87 be changed from Speedway Lane to Racing Lane. There being no further comments, Chairman Andrews closed the public hearing. Commissioner Hill moved to adopt the list of road names presented by Mr. Williams with the change requested naming Road 1782 Racing Lane. Commissioner Bowden seconded the motion and it passed unanimously. (Attachment 4) AMEND. AMB. Chairman Andrews called to order a public hearing on proposed amendments to . ORD the Ambulance Service Ordinance. Dwight Snow, County Attorney, presented the . suggested amendments which relate to special transports. Chairman Andrews opened the meeting for comments from the public. No comments were offered and Chairman Andrews closed the public hearing. Commissioner Byrd moved to adopt the amendments as presented. Commissioner Bowden seconded the motion and it passed unanimously. (Ordinance Book 1, page~ ZONING CHANGE Chairman Andrews called to order a public hearing on a zoning change request for Evander & Gertie Moore and Kathryn Neighbors, from Industrial to RA-20M EVANDER MOORE Zoning District, 7.50 acres, Averasboro Township, SR 1805 - Weeks Road. George Jackson, Planning Director, presented the zoning change request and stated that the purpose of the public hearing is to obtain public comments regarding the request. Chairman Andrews opened the meeting for comments from the public. Comments were provided by Katherine Frances Neighbors, applicant. There being no further comments, Chairman Andrews closed the public hearing. The Planning Board recommended approval of the zoning change request. Commissioner Titchener moved for approval of the zoning change request for Evander & Gertie Moore and Kathryn Neighbors. Cr')!f r~/ ~,.I< " .. _>,;' -~.- ~~" AMENDMENTS TO Chairman Andrews called to order a public hearing on proposed amendments to the Watershed Protection Ordinance. George Jackson reviewed the amendments WATERSHED ORD. required by the Environmental Management Commission which conform with State regulations. Chairman Andrews opened the meeting for public comments. No comments were offered and Chairman Andrews closed the public hearing. Commissioner Titchener moved for adoption of the revisions to the Water Supply Watershed Protection Ordinance as requested by Environmental Management Commission. Commissioner Hill seconded the motion and it passed unanimously. (Ordinance Book 1, page ) ARCHITECTURAL Pat Pope, Chairman, Architectural Committee, reviewed actions of the COMNITTEE Architectural Committee since its first meeting in 1991. The committee was created to provide guidance and make recommendations to the Harnett County REPORT & Board of Commissioners regarding development and implementation of a Master RECOMMENDATIONS Plan for a proposed Government Center Complex. The Master Plan analyzes the current and future operation and functional projections to the year 2090. . New facilities for the Department of Social Services, Health Department, a Department on Aging have been completed and are serving the citizens of Harnett County very well. The next facility to be constructed on the Governmental Complex site is a courthouse. Priority is given the courthouse due to space problems, physical problems and deterioration of the current building. A time line has been developed for construction of the courthouse facility. Mr. Pope presented the proposed schedule, which projects completion of the courthouse in the year 2000, to the Board for consideration. Commissioner Titchener moved for approval of the proposed schedule for construction of a courthouse as presented. Commissioner Bowden seconded the motion and it passed 4 to 1 with Commissioner Hill casting the dissenting vote. (Attachment 5) Mr. Pope also presented the Architectural Committee's recommendation to employ the firm of Skinner Lamm & Highsmith to provide architectural and engineering services for the proposed courthouse. Commissioner Titchener moved to approve the recommendation as presented. Commissioner Bowden seconded the motion and it passed 4 to 1 with Commissioner Hill casting the dissenting vote. DOG TAX Neil Emory, County Manager, presented for the Board's consideration, staff's ELIMINATED recommendation to eliminate the dog tax due to cost of administration and inability to enforce as well as the small amount of revenue generated. Commissioner Titchener made a motion to eliminate the dog tax in Harnett County. Commissioner Bowden seconded the motion and it passed unanimously. SMART START Neil Emory, County Manager, briefed the Board on preparation of an application PROGRAM APPLI. for the Smart Start program; and noted that Harnett County is working with & APPOINTMENTS Chatham, Lee, Moore and Sampson Counties to form a regional partnership. Mr. Emory noted that for the County to proceed the Board is required to consider two matters: endorsement of the application effort, and to consider ~ appointments to the Partnership Board and also remove individuals from th Partnership Board due to inactivity. Commissioner Bowden moved to approve endorsement of the application effort and to approve list of appointments and removals as presented with the addition of Sharon Altman. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 6) In the County Manager's report, Mr. Emory noted that John Mewborn, Forest Ranger, will submit a proposed plan of action regarding timber on the Governmental Complex site. Departmental reports were filed with the Board from Economic Development, Emergency Medical Service, Health & Environmental Health and the Sheriff's Department. CLOSED SESSION Commissioner Byrd moved that the Board go into closed session to consider and give instructions to the County Attorney concerning the following cases: Jimmy Gregory vs. Eddie Jaggers Galbreath vs. Department of Social Services Connie Swartz vs. Department of Aging Sullivan vs. Harnett County This motion is made pursuant to the provisions of N.C.G.S. ~ 143-318.11(a) (3). Commissioner Bowden seconded the motion and it passed unanimously. Commissioner Byrd moved to amend the motion to into closed session to include the consideration of a personnel matter pursuant to N.C.G.S. ~ 143- 318.11 (a) (6) . Commissioner Hill seconded the motion and it passed unanimously. Commissioner Hill moved for the Board to come out of closed session. . Commissioner Titchener seconded the motion and it passed unanimously. County Manager Neil Emory noted that after the presentation of the FY 1997-98 Budget, the Board will hold several work sessions to review items in the Budget. GREGORY VS. County Attorney Dwight Snow, noted for public record that the case of Gregory JAGGERS CASE vs. Jaggers has been settled and dismissed by the plaintiff. ENTER INTO AGREEMENT, AND PROVIDE THE NECESSARY ASSURANCES. . A motion was made by Commissioner Joseph Bowden and seconded by Commissioner Walt Titchener . for the adoption of the following resolution, and upon being put to a vote was duly adopted. WHEREAS, Elderly and Persons with Oisabilities Program (49 V.S.C. 5310), provides for capital grants to private non-profit corporations and associations or public bodies of the specific purpose of assisting them in providing transportation services meeting the special needs of elderly and disabled persons for whom mass transportation services are unavailable, insufficient, or ina}'}'....prlate; and WHEREAS, Article 2B of Chapter 136 of the North Carolina General Statues designates the Department of Transportation as the agency of the State of North Carolina responsible for administering all federal and or State programs relating to public transportation, and grants the Department authority to do all things required under applicable federal legislation to administer properly the federal and/or State transportation programs within the State of North Carolina; and . WHEREAS, the Governor of North Carolina in accordance with a request by the Federal Transit Administration (hereinafter referred to as "FrA") has designated the North Carolina Department of Transportation to evaluate and select projects proposed by private nOu}'lUfit corporation and associations for public bodies to coordinate the grant; and WHEREAS, the Department and the Harnett C):nmtv Trammortation Denartment, (hereinafter referred to as the Contractor) desire to secure and utilize grant funds for the transportation needs of elderly and disabled c~~..us of the State of North Carolina. WHEREAS, the Harnett County Transnortation Denartment has identified the source oflocal funds necessary to match the federal and state grant funds, and such funds will be available to allow for purchase ofthe vehicles during the next procurement cycle. JOINT BUDGET WORK SESSION WITH BOARD OF EDUCATION APRIL 29, 1997 The Harnett County Board of Commissioners met in special session on April 29, 1997. The meeting was a joint budget working session with the Board of Education, and was held in the Commissioners Meeting Room, County Office Building, Lillington, North Carolina. Members present: Dan B. Andrews, Chairman Beatrice B. Hill, Vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 7:00 p.m. Harrington Morrison, Board of Education Chairman, called their meeting to order and stated that the purpose of the special joint meeting was for presentation of Harnett County Schools F.Y. 97-98 proposed budget and review of line items in the budget. Bob Beasley, School Superintendent, led the . review of budget items in a work session format.
