Members present: H. L. Sorrell, Jr., Chairman Beatrice Bailey Hill, Vice Chairman Dan B. Andrews Joseph T. Bowden Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Sorrell called the meeting to order at 7 p.m. and Commissioner Hill led the pledge of allegiance and prayer. Commissioner Bowden moved to add three items to the consent agenda: budget amendment for Water Plant Expansion project, project ordinance for Harnett Production Enterprises facility, and tax releases for Cherokee Truck Repair Company. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Hill moved to approve the agenda as published with addition of the three items to the consent agenda. Commissioner Bowden seconded the motion and it passed with a unanimous vote. Commissioner Hill made a motion for the following appointments. APPOINTMENTS Commissioner Titchener seconded the motion and it passed with a unanimous vote. Board of Adiustment - T. Servo Director --"-~".... --,~"..__.- r- .,~) '7 ~) ~ J ;1 INFORMAL COMMENTS Informal comments were presented by Sheriff Larry Knott who reported that a grant had been approved for a part-time deputy to deter vandalism at churches in the County. Mr. Joseph Kilmartin, Heritage Village Subdivision, Spout Springs, thanked the Commissioners and the Sheriff's Department for improved coverage in his community. PUBLIC HEARING ON Chairman Sorrell called to order a public hearing on a zoning ZONING REQUEST: change request for Michael J. Wood, from RA-40 to RA-30 Zoning MICHAEL WOOD District, Averasboro Township, Hwy. 27, 6.58 acres. George Jackson, Planning Director, presented the application and stated that the purpose of the public hearing was to obtain comments from the public concerning the requested zoning change. Chairman . Sorrell opened the meeting for public comments. Comments were offered by the following citizens: 1. Michael J. Wood, applicant 2. Johnson Tilghman, attorney, representing citizens who oppose the requested zoning change 3. Robert Parker, opposed 4. Allen Ray Johnson, Rt. 6, Box 12, Dunn, opposed 5. Robert Miller, Rt. 7, Box 395, Dunn, opposed 6. Joe Neighbors, Rt. 3, Dunn, general comments There being no further comments, Chairman Sorrell closed the public hearing. George Jackson presented the request for consideration by the Board. The Planning Board recommended approval of the request. No action was taken by the Board of Commissioners. The property will remained zoned RA-40. PUBLIC HEARING ON Chairman Sorrell called to order a public hearing on proposed PROPOSED ZONING Zoning Ordinance text amendments. George Jackson, Planning TEXT AMEND. Director, reviewed the proposed amendments which involve lot size in RA-20M and RA-20R and an amendment regarding swimming pools. Chairman Sorrell opened the meeting for public comments. No comments were offered and Chairman Sorrell closed the public hearing. The Zoning Ordinance amendments were not considered for adoption at this meeting. Chairman Sorrell stated that the Board would now consider certain RIVERS IDE W & S matters sitting as the governing body of Riverside Water & Sewer District. (Attachment 7) There being no further business of the . . Riverside Water & Sewer District, Chairman Sorrell closed that portion of the meeting. Neil Emory, County Manager presented a request from the Health ADDITIONAL POSITIONDepartment for an additional personnel position. Commissioner HEALTH DEPT. Bowden made a motion to approve the following position as requested. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Health Department position: Processing Assistant III Grade 57 Dwight Snow, County Attorney, reviewed proposed amendments to the ANIMAL CONTROL Animal Control Ordinance. Wayne Faircloth, Director, Human Resources, discussed the proposed amendments with the Board. ORD. commissioner Andrews moved for adoption of the amendments as proposed. Commissioner Bowden seconded the motion and it passed with a4 to 1 vote, with Chairman Sorrell casting the dissenting vote. Since the motion was approved by a majority, but not by all members of the board, it shall be considered at the next regular meeting of the Board. If the motion then receives a majority of the votes cast, the amendments will be adopted. Neil Emory, County Manager, introduced Stephanie Hayes, Political Science major at Campbell University, who is serving an internship with the County. In the County Manager's Report, Mr. Emory reported that the County continues to work with FEMA on the recovery process from . Hurricane Fran. Also, the Dunn Health Clinic will not close, as has been rumored, and the Health Department will begin rotating services provided at the Dunn Health Clinic. ADJOURNMENT There being no further business, Commissioner Bowden moved for the meeting to adjourn. Commissioner Andrews seconded the motion and it passed with a unanimous vote. RESOLU'l'IOR ~.~REAS, in North Carolina the Lead Regional Organizations, as voluntary organizations serving municipal and county governments, have established productive working relationships with the cities and counties across this state~ "~AEAS, the 1996 General Assembly recoqnized this need . through the appropriation of $864,270 to help the Lead Regional Organizations assist local gove...u...ents with grant applications, economic development, community development, and to support local industrial development activities and other activities as deemed appropriate by their local gove...~~ents~ and WHEREAS, these funds are not intended to be used for payment of member dues or assessments to a Lead Regional Organization or to supplant funds appropriated by the member governments~ ~~REAS, in the event that a request is not made by the County of Harnett for release of these funds to our Regional Council, the available funds will revert to the State's general funds~ and WHEREAS, in Region "M", funds in the amount of $48,015 will be used to support SBA, N.C. Rural Center, and N.C. RESOLUTION OF AWARD BY THE BOARD OF. COMMISSIONERS OF HARNETT CO~TY THAT WHEREAS, the Department of Public Utilities has requested bids for "Waterworks Supplies and Materials" to be furnished to the Harnett County . Departmept of Public Utilities, Lillington, North Carolina. for the current fiscal year; and WHEREAS, the project was advertised in accordance with the General Statutes of North Carolina and formal bids were received and read aloud; and WHEREAS, the director of the Department of Public Utilities has recommended the award of the contract to the lowest responsible bidder which has presented legally sufficient bids based on providing materials and supplies that will result in the best pricing available with respect to the total supplies and materials requested; and WHEREAS, the Board considers it in the best interest of Harnett County to proceed with acceptance of the lowest contract proposal recommended by the Director of the Department of Public Utilities, and desires to make provisions for the execution of the contract documents and other related matter with respect thereto. . NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Harnett that: l. Subject to the conditions herein set forth below, the contract shall be and the same is hereby awarded to TEC Utilities Supply, Inc., 3733 Conquest Drive, Garner, North Carolina 27529-9487, for the total contract price of $99,145.04, subject to adjustment as provided by the contract documents. 2. No members were absent. * * * * The Clerk of the Board of Commissioners and of the District reported to the Board of Commissioners of the County of Harnett, sitting as the governing body of Riverside Water and Sewer District of Harnett County, that the bond order entitled, "BOND ORDER AUTHORIZING THE ISSUANCE OF $1,800,000 WATER BONDS OF RIVERSIDE WATER AND SEWER DISTRICT OF HARNETT COUNTY," which had been introduced on October 7, 1996, had been published in a qualified newspaper on October ~, 1996, with . notice that the Board, sitting as the governing body of the District, would hold a public hearing thereon on October 21, 1996. The Clerk also reported that the District's Finance Officer had filed in the Clerk's office a statement of debt . complying with the provisions of The Local Government Bond Act and such statement as filed showed the net indebtedness of the District to be 0 % of the appraised valuation of property in said District subject to taxation.
