SEPTEMBER 8, 1996 EMERGENCY MEETING-HURRICANE FRAN
The Harnett County Board of Commissioners reconvened Monday,
September 8, 1996, from the september 5 Emergency Meeting.
Members present: H. L. Sorrell, Jr., Chairman
Beatrice B. Hill, Vice-Chairman
Dan B. Andrews
Joseph T. Bowden
Walt Titchener
Staff present: Neil Emory, County Manager .
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S. Blanchard, Clerk to the Board
UPDATE ON RECOVERY Neil Emory, County Manager, provided update on what has been done
PROCESS in the recovery process from disaster caused by Hurricane Fran.
Mr. Emory noted that military personnel had provided generators
for the County Water Plant and for nursing homes and rest homes.
EMERGENCY OPERATIONS Gary Pope, Emergency Services Director and Head of the Emergency
CENTER Operations Center, reported to the Board on the following items
associated with Hurricane Fran:
- Requests have been made to the State for supplies to aid in
recovery from the storm.
- Harnett County has not yet been declared a disaster area which
would enable the county to be reimbursed for expenses from the
storm.
- A shelter continues to operate at Triton High School for
citizens who need food and shelter.
- The County has contacted the towns to promote a team effort
for recovery.
- Requests for generators are being processed for farming
operations (chicken houses, hog houses, tobacco barns).
Jerry Blanchard, General Services Manager, reported that debris .
DEBRIS REMOVAL removal has begun and that storm related debris is being accepted
at the County landfills at no charge.
BURNING PERMITS Commissioner Titchener moved that burning permits be waived until
further notice. Commissioner Bowden seconded the motion and it
WAIVED passed with a unanimous vote. It was noted that citizens should
be warned to be extra careful with any burning. At the present
time, there is not enough water pressure in the County's system
to accommodate use of the fire hydrants.
BUILDING INSPECTIONS Commissioner Bowden moved to waive building inspection permits
for repair of structural damage caused by the storm.
PERMITS WAIVED Commissioner Hill seconded the motion and it passed with a
unanimous vote.
Rt:CESSED There being no further business at this time, the Board meeting
recessed at 3:30 p.m.
