HARNETT :OUNTY BOARD OF COMMISSIONERS REGULAR MEETING, JULY 1, 1996
The Harnett County Board of Commissioners met in regular session
on Monday, July 1, 1996, in the Commissioners Meeting Room,
County Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 9 a.m. and the
pledge of allegiance was led by Boy Scout Troop 750 from the
Kipling area and a moment of prayer was observed in memory of the
nineteen servicemen killed recently in Saudi Arabia.
Commissioner Titchener moved to add a resolution regarding the
new Food Lion on Highway 87. Commissioner Hill seconded the
motion and it passed with a unanimous vote.
Commissioner Bowden moved to approve the agenda as published with
the addition noted above. Commissioner Andrews seconded the
motion and it passed with a unanimous vote.
CONSENT AGENDA Upon motion by Commissioner Hill and seconded by Commissioner
Andrews, the Board unanimously approved the following items on

NEW AG AGENT Jennifer Walker, Cooperative Extension Director, introduced Kent
Yarborough, Harnett County's new agricultural extension agent, to
the Board.
APPOINTMENTS Commissioner Hill moved for the following appointments.
Commissioner Bowden seconded the motion and it passed with a
unanimous vote.
Harnett Countv Board of Social Services
Donnie Olds reappointed for a 3-year term which expires
6-30-99
Domiciliary Home Community Advisorv Committee .
Bob Ray reappointed for a 3-year term which expires 7-31-99
Commissioner Titchener made a motion to designate Vice Chairman
Hill as voting delegate at the North Carolina Association of
County Commi~sioners' Annual Conference in Winston Salem, August
22-25. Commissioner Bowden seconded the motion and it passed
with a unanimous vote. Commissioner Bowden made a motion to
designate Chairman Sorrell as the alternate delegate.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote.
RESOL. AWARDING Clint Williams, E-911/0perations Support Coordinator, presented
CONTRACT FOR ADDRESS- for the Board's consideration, a resolution awarding the contract
ING RE: E-911 for Enhanced 911 addressing. Commissioner Titchener moved for
adoption of the resolution. Commissioner Andrews seconded the
motion and it passed with a unanimous vote. (Attachment 5)
BOYT MANUFACTUING Tom Meece, Economic Development Director, reported that Boyt
Manufacturing is closing. The Boyt Building was financed through
CDBG funds. Mr. Meece reviewed alternatives the Board will
consider for disposal of the building.
H.C. ALLIANCE FOR Neil Emory, County Manager, briefed the Board on the proposed
Harnett County Alliance for School Health. Mr. Emory stated that
SCHOOL HEALTH the Health Department has joined with Betsy Johnson Memorial .
Hospital to implement the program. The County's cost for the
program was incorporated into the budget. Commissioner Bowden
moved to approve implementation of the Harnett County Alliance
for School Health and to create two new positions in the Health
Department that are required for, the program: Physician Extender
II, grade 75, and Public Health Nurse I, grade 68. Commissioner
Titchener seconded the motion and it passed with a unanimous
vote.
SALE OF PROPERTY Neil Emory, County Manager, presented for the Board's
consideration, a proposal for sale of 5.65 acres adjoining This
ADJOINING THIS End Up property in the Governmental Complex area. David H.
END UP Simpson has agreed to purchase the property for $2,500 per acre
and to build a 90,000 sq. ft. building on the property for use by
This End Up. Commissioner Titchener made a motion for the sale
of the 5.65 acres to David H. Simpson with those terms if there
are no upset bids after appropriate advertisement. Commissioner
Bowden seconded the motion and it passed with a unanimous vote.
AWARDS WON BY In the County Manager's Report, Mr. Emory announced that the RSVP
section of the Department on Aging has won an award from the
COUNTY DEPTS. North Carolina Association of County Commissioners for the RSVP
Senior Fair. Nancy wright, RSVP Director, will receive the award
at the NeACe Annual Conference in Winston Salem in August. Mr.
Emory also reported that the Department of Social Services has
won the Ketner Award for productivity and advancement for the
Community Resource Center in Western Harnett.
Mr. Emory reported that the grand opening/ribbon cutting ceremon~
for the new Food Lion Shopping Center on Highway 87, Spout
Springs, will be held on Wednesday, July 3, 1996.
There being no further business, Commissioner Bowden moved for
adjournment. Commissioner Andrews seconded the motion and it
passed with a unanimous vote. The Harnett County Board of
ADJOURNMENT Commissioners regular meeting, July 1, 1996, duly adjourned at
9:30 a.m.

RESOLUTION ACCEPTING BID OF
HARNETT COUNTY, GENERAL OFFICE SUPPliES
THAT WHEREAS, the County of Harnett has heretofore solicited bids in connection with
General Offi,;e Supplies Yearly Requirements to be acquired for use by all Harnett County
Departments: and
WHEREA.S, said bids were solicited pursuant to the General Statutes of the State of North
. Carolina and all bid solicitation requirements have been complied with; and
WHEREAS, bids were received by the County of Harnett in response to such solicitation
of bids; and
WHEREAS, said bids were delivered to the Harnett County Finance Office, 102 E. Front
Street, Lillin~ton, N.C., on June 24, 1996 at 9:00 a.m., where they were opened and evaluated;
and
WHEREAS, the County of Harnett has determined that Forms & Supply has
submitted th~ lowest bid which meets the bid requirements and that Forms & Supply is
the lowest rc: sponsible bidder, taking into consideration quality, performance and other
requirements specified by the bid solicitation process conducted by the County of Harnett; and
WHEREAS, the Harnett County Board of Commissioners, meeting in regular session on
. July 01,1995 has reviewed the proposals submitted by all bidders and has concluded that the
contract to pI 'Ovide General Office Supplies for the above referenced County Departments should
be awarded 1'0 Forms & Supply.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners,
upon motiOll duly made, seconded and adopted, that the bid of Forms & Supply in the
amount of FORTY THREE THOUSAND THREE HUNDRED AFTY SEVEN DOLLARS
AND THIRfY EIGHT CENTS ($43,357.38) to provide General Office Supplies shall be and
same is hen :by accepted, the contract for such shall be awarded by the County of Harnett to
Forms & St pply, and the appropriate officials of the County of Harnett shall be and they are
hereby dire( :ted to notify Forms & Supply of the acceptance of its bid and execute any
appropriate contracts in connection therewith.

COMMISSIONER'S MEETING)
Be it ordained by the Board ofC".....,jssioners of Harnett County, North Carolina, sitting
as the governing Board for the Southwest Water & Sewer District:
Section L The Wastewater Plant Expansion Project consists of upgrading the existing .
facultative pond/spray irrigation facility at Carolina Lakes to a Subregional facility. The
cu..".... capacity of this facility is 300,000 gallons per day. It is the intent of this project to
enlarge the said facility to 1 million gallons per day. This expansion is consistent with the
long-range comprehensive plan for the region.
The enlarged facility will provide treatment of wastewater from Barbecue Township and
Jobnsonville Township. It is estimated that the cu.."..~ population is approximately 7,700
with over 2.7 persons per hDusehold.
The District will contract with the County Utility Department to manage and operate the
expanded facility. Regulatory control of the District is provided by the Harnett County
Board of Commissioners sitting as the governing body. The Board of Commissioners
receive input and guidance from the District Board of Advisors.
Section D. The following budget estimates are tentative figures until the design is
completed and funding commitments are final_ The only advancements that are to be
made to this project is the amount that Harnett County General Fund advances the .
District. These advanced funds will be reimbursed from the project fund by prepaid
capacity fees as they are received from developers.
Section Ill. The following amounts are hereby appropriated in the Southwest Water and
Sewer District for the construction of this project:

RESOLUTION
WHEREAS, HARNETT County is experiencing tremendous growth in
the southwestern portion of the County; and
WHEREAS, this growth has created the need for expanded
services and resources within this community; and
WHEREAS, these needs can best be served through economic
development in this community; and
WHEREAS, such development not only serves the residents of
the community but also generates much needed tax revenues which
can be reinvested in the community in the form of new schools and
enhanced services such as law enforcement.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board
of Commissioners does hereby recognize and extend its
appreciation to Food Lion and all the individuals and businesses
responsible for bringing about the development of the new
shopping center located on Highway 87 in Harnett County. The
Board extends its thanks based upon its belief that such a
quality development will not only be of great benefit to the
community in its own right, but that it will also set the
standard for all future developments in the community. .

WHEREAS, said bids were solicited pursuant to the General Statutes of the State of North
Carolina and all bid solicitation requirements have been complied with; and
WHEREA~, bids were received by the County of Harnett in response to such solicitation of
bids; and
WHEREA~ , said bids were delivered to the Harnett County MIS Department in the Harnett
County Courtll1ouse, Lillington, N.C., and were opened, and read aloud at the Harnett County
Library Conference Room 3:00 pm, June 7,1996, located at 601 North Main Street, Lillington,
N.C.; and
WHEREA~, the County of Harnett has determined that Sprint Carolina Telephone/American
Geographic D ita, Inc. has submitted the lowest responsive bid which meets the bid requirements

bidder, taking into consideration quality, performance, service and other requirements specified
