The Harnett County Board of Commissioners met in regular session
on Monday, April 15, 1996, in the Commissioners Meeting Room,
County Office Building, Lillington, North Carolina.
Members present: H. L. Sorrell, Jr. , Chairman

Chairman Sorrell called the meeting to order at 7 p.m. and
Commissioner Bowden led the pledge of allegiance and prayer.
Commissioner Hill moved to add the following items to the consent
agenda:
1. Consider development of a resolution requesting
legislators to look into the increase in cost to the
County for Medicaid
2. Resolution requesting authorization to apply for
funding for transportation for the elderly and persons
with disabilities
3. Reschedule public hearing on tax-exempt bonds for
Continuum Care Corp.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote.
Commissioner Bowden moved to approve the published agenda with
the above listed additions. Commissioner Andrews seconded the
motion and it passed with a unanimous vote.
Upon motion by Commissioner Andrews and seconded by Commissioner

Commissioner Bowden moved to reappoint the following members to
APPOINTMENTS the Mid-Carolina Workforce Development Board for two-year terms
which will expire 6/30/98:
- Robert E. Brooks, Rt. 1, Bunnlevel
- Phyllis Dunn, Erwin
- Dewendolyn Haskins, Rt. 1, Erwin
- Thomas E. Meece, Jr. , Lillington
- Martin Sellers, Buies Creek
- Douglas Wilson, Rt. 1, Bunnlevel
Commissioner Hill seconded the motion and it passed with a
unanimous vote.
INFORMAL COMMENTS Informal comments were provided by the following citizens:
1- Sheriff Larry Knott expressed concerns with overcrowded
conditions in the jail and state requirements and
payments regarding keeping of inmates. Sheriff Knott
asked the Board to contact our legislators prior to May
concerning these matters. .
2. Albert Gregory, Rt. 2, Angier, indicated that he feels
he was treated unfairly in the rezoning of his property.
3. Bernard Young, Rt. 3, Angier, voiced concerns regarding
what he considers unwise spending of county funds,
particularly at the Harnett County Airport.
Chairman Sorrell called to order a public hearing on a zoning
change request for Leta Dunn Heirs/Sonny Johnson, from Commercial
PUBLIC HEARING ON to RA-30 Zoning District, SR 1709, Averasboro Township, 10.0
ZONING CHANGE APPLI. acres. George Jackson, Planning Director, presented the
LETA DUNN HEIRS application and stated that the purpose of the public hearing was
to obtain public comments concerning the zoning change request.
Chairman Sorrell opened the meeting for public comments; none
were offered and Chairman Sorrell closed the public hearing. The
Planning Board recommended approval of the zoning change request.
Commissioner Bowden moved for approval of rezoning request for
Leta Dunn Heirs/Sonny Johnson from Commercial to RA-30 Zoning
District. Commissioner Andrews seconded the motion and it passed
with a unanimous vote.
AIRPORT FIXED BASE Wm. A. (Tony) Wilder, Assistant County Manager, presented for the
OPERATOR REQUESTS Board's consideration, a request from the Ron Ginn, fixed base
operator at the Airport. Mr. Ginn purchased one of the corporate
hangars from Four "P" Investment Company, Inc. and plans to use
the hangar for an aircraft mechanic shop. Mr. Ginn requests the
County to extend the lease agreement on the hangar to the .
original 25 years; and for the County to provide a septic tank to
accommodate a restroom he proposes to install in the hangar.
Commissioner Titchener moved for approval of both requests.
Commissioner Andrews seconded the motion and it passed 4 to 1
with Commissioner Bowden casting the dissenting vote.
CREATION OF H.C. Neil Emory, County Manager, recognized a group that has requested
COUNCIL FOR WOMEN that the Board of Commissioners create the Harnett County Council
for Women to serve as an advisory board to the Commissioners.
Catherine Reiger, North Carolina Council for Women, briefed the
Board on the purpose of the Council, and Barbara McKoy, member
from Harnett County on the North Carolina Council, explained why
a local council is needed. Commissioner Bowden moved for
adoption of a Resolution Creating The Harnett County Council for
Women. Commissioner Hill seconded the motion and it passed with
a unanimous vote. (Attachment 7)

Reports were filed with the Board from Environmental Health, Fire
Marshal, Economic Development, Emergency Medical Service, Tax
Releases, Sheriff's Department and the Tax Attorney's report
(Attachment 8).
Commissioner Titchener moved to instruct the staff to develop a
resolution requesting that our legislators look into the
increased cost to the County for Medicaid. Commissioner Bowden
seconded the motion and it passed with a unanimous vote.
CLOSED SESSION Commissioner Bowden moved that the Board go into closed session
in order to instruct the County staff in negotiating material
terms of proposed employment contracts and to give instructions
. to the county attorney concerning the handling of a judicial
action pursuant to NC General statute section 143-318.11(a)(5)
and (3). Commissioner Hill seconded the motion and it passed
with a unanimous vote.
Commissioner Hill moved that the Board come out of closed
session; Commissioner Titchener seconded the motion and it
passed with a unanimous vote.
THREE NEW DEPT. Neil Emory, County Manager, announced that the County has
HEADS employed three new department heads:

MIS DIR. 2. Paula Kelly Stewart, Director, Management of Information

3. Eric Truesdale, Veterans Service Officer
There being no further business, Commissioner Andrews moved to
ADJOURNMENT adjourn the meeting. Commissioner Bowden seconded the motion and
it passed with a unanimous vote. The Harnett County Board of
Commissioners meeting April 15, 1996, duly adjourned at 8:40 p.m.

OLDER AMERICANS MONTH
WHEREAS, the month of May has been designated as a special
time for focusing attention on the importance of older adults and
their needs; and
WHEREAS, we are keenly cognizant of and deeply appreciative .
for the contributions older adults have made and are continuing
to make to our county; and
WHEREAS, the welfare and happiness of our older adults are
influenced by our actions and policies;
NOW, THEREFORE, we, the Harnett County Board of
Commissioners, do hereby proclaim the month of May, 1996, "Older
Americans Month" in Harnett County and commend this observance to
all our citizens.

COUNTY GOVERNMENT WEEK, April 21-27, 1996
WHEREAS, April 23rd, 1996 is the 128th Anniversary of the
modern form of county government in North Carolina as created by
the North Carolina Constitution of 1868; and
WHEREAS, North Carolina's 100 county governments have in
fact served this state since 1663, working in partnership with
the State to deliver services and provide leadership for our
c....,......1ni ties; and .
WHEREAS, the citizens and taxpayers of Harnett County
provide through their tax dollars the resources necessary to fund
county services; and
WHEREAS, Harnett County is on the forefront of many issues
critical to both our state and nation, including health care,
child and elder care, environmental protection, public education,
social services, job training, emergency medical services, drug
and alcohol abuse treatment, law enforcement, water and sewer
services, and library services.
WHEREAS, Harnett County is involved in many innovative
programs to help deliver services more effectively and
efficiently.

RESOLUTION ACCEPTING BID
HARNell COUNTY, OF NEW OFFICE FURNITURE
THAT WHEREAS, the County of Harnett is in process of constructing an EIGHTY EIGHT
TIIOUSAND FOUR HUNDRED SIXTY SEVEN (88,467) square feet office building to house
. Health, Social Services, and Aging Departments; and
WHEREAS, the County of Hamett has heretofore solicited bids .for New Office
Furniture to be acquired for said facility; and
WHEREAS, said bids were solicited pursuant to the General Statutes of the State of North
Carolina and all bid solicitation requirements have been complied with; and
WHEREAS, bids were received by the County of Harnett in response to such solicitation
of bids; and
WHEREAS, said bids were d"~ivered to the Harnett County Office Building on Front Street,
Lillington, N.C., and were opened, and read aloud at the Harnett County Library Conference
Room 2:00 pm, April 2, 1996, located at 601 North Main Street, Lillington, N.C.; and
WHEREAS, the County of Harnett has determined that Mactbrift Office Furniture, Inc. has
submitted the lowest responsive bid which meets the bid requirements and that Macthrift Office
Furniture, Inc. is the lowest responsible bidder, taking into consideration quality, performance,
. service and other requirements specified by the bid solicitation process conducted by the County
of Harnett; and
WHEREAS, the County of Harnett reserves the right to issue purchase orders for up to 360
days as it deems necessary according to the established contract prices by Mactbrift Office
Furniture, Inc.; and
WHEREAS, the County of Harnett reserves the right to extend the c....u..ct for an additional
period of one (1) year total; and

WHEREAS. the Harnen County Board of Commissioners, meeting in regular session on
April 15, 1996 has reviewed the proposals submitted and has concluded that the contract to
provide New Office Furniture for the above ref.......ced County Facility should be awarded to
Macthrift Office Furniture, Inc.
NOW. THEREFORE, BE IT RESOLVED by the Hamen County Board of Commissioners,
upon motion duly made, seconded and adopted, tbat the bids of Macthrift Office Furniture, Inc.
in the net amounts of SIX HUNDRED ~~.l~ mOUSAND FOUR HUNDRED .
SEVENTY FOUR DOLLARS AND EIGHTY FOUR CENTS ($619,474.84) and FIVE
HUNDRED rll' .lb.t:J'l THOUSAND NINE HUNDRED FIVE DOLLARS AND FIVE CENTS
($515,905.05) to provide New Office Furniture shall be and same is hereby accepted as low
responsible bid, the contract for such shall be awarded by the County of Harnett to Mactbrift
Office Furniture, Inc., and the appropriate officials of the County of Harnen shall be and they
are hereby directed to notify Macthrift Office Furniture, Inc. of the acceptance of its bids and
execute any appropriate contracts in connection therewith. Hamen County reserves the right
to appropriate funds as it deems necessary to purchase items according to this bid acceptance.

SEEKING PERMISSION TO APPLY FOR
ELDERLY AND PERSONS WITH DISABILITIES PROGRAM
(FORMERLY SECTION 16) FUNDING Wun THE
NORTH CAROLINA DEPARTMENT OF TRANSPORTATION,
ENTER INTO AGREEMENT, AND PROVIDE in!!. NECESSARY
ASSURANCES.
A motion was made by Commissioner Dan Andrews and
seconded by Co~ioner Beatrice Hill for the adoption of the .
following resolution, and upon being put to a vote was duly adopted.
WHEREAS, Elderly and Persons with Disabilities Program (49 V.S.C. 5310), provides
for capital grants to private nonprofit corporations and associations or public
bodies of the specific purpose of assisting them in providing transportation
services meeting the special needs of elderly and disabled persons for whom mass
transportation services are unavailable, insufficient, or inappropriate; and
WHEREAS Article 2B of Chapter 136 of the North Carolina General Statues designates
th~ Department of Transportation as the agency of the State ofNo~h Carolin~
responsible for administering all federal and or State programs relatmg to pubhc
transportation, and grants the Department authority to do all things required
under applicable federal legislation to administer properly the federal and/or
State transportation programs within the State of North Carolina; and

WHEREAS the Governor of North Carolina in accordance with a request by the Federal

Transit Administration (hereinafter referred to as "FT A") has designated the
North Carolina Department of Transportation to evaluate and select projects
proposed by private nonprofit corporation and associations for public bodies to
coordinate the grant; and
WHEREAS, the Department and the Harnett Countv Transoortation Deoartment,
(hereinafter referred to as the Contractor) desire to secure and utilize grant funds
for the transportation needs of elderly and disabled citizens of the State of North
Carolina.
. WHEREAS, the Harnett County Transoortation Deoartment has identified the source of

local funds necessary to match the federal and state grant funds, and such funds
will be available to allow for purchase of the vehicles during the next
procurement cycle.
NOW, THEREFORE, be it resolved that the Transoortation Director of the
Contractor be hereby authorized to submit a grant application for funding under 49 U.S.C.
5310 (formerly Section 16), make necessary assurances and certifications and be
empowered to enter into agreement, as may be necessary to effectuate the aforesaid
expressed purpose, thereby binding the said Contractor to the fulfillment of its obligations
incurred under this resolution and said agreement.

RESOLUTION CREATING
THE HARNETT COUNTY COUNCIL FOR WOMEN
WHEREAS, the women of Harnett County are a valuable resource for
growth and development of Harnett County; and
WHEREAS, the women of Harnett County represent over 52% of the
population and represent 460/0 of the workforce; and
WHEREAS, these figures do not fully reflect the professional, as well
as personal status of women, whose positions are extremely diverse and essential
to the welfare of the county;
WHEREAS, there is not a specific county agency assessing the special
needs of women in Harnett County, and
. WHEREAS, men and women in Harnett County agree to contribute their
talents voluntarily to study and try to alleviate these needs and inequities;
NOW, THEREFORE BE IT RESOLVED that the Harnett County Board
of County Commissioners does hereby establish the Harnett County Council for
Women for the purposes of assessing the needs of women, acknowledging and
honoring women and their role as vital contributors to our county, to educate and
advocate on their behalf, and to celebrate that which they have done and will continue
to do.
That membership on the council shall consist of fifteen citizens of Harnett
County, representing all areas of the county, appointed for staggered three year
terms, and

That membership on the council shall consist of citizens representative of
the age, sex, race, economic levels, and occupations of all residents of Harnett
County.
BE IT FURTHER RESOLV"'-:D that this COUNCIL shall report to the
