HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, MARCH 18, 1996
The Harnett County Board of Commissioners met in regular session
on Monday, March 18, 1996, in the Commissioners Meeting Room,
County Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 7 p.m. and
Commissioner Titchener led the pledge of allegiance and prayer.
Commissioner Hill moved to approve the agenda as published.
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.

Jimmy Johnson, Johnson Properties, briefed the Board on upcoming
"Parade of Homes" in Harnett County and requested consideration
of funding in the new budget for this project.
PUBLIC HEARING ON Chairman Sorrell called to order a public hearing on a rezoning
application for J. W. Johnson, Jr. , from RA-30 to RA-20-Ri
REZONING APPLI. 15 acres, SR1441, Black River Township. George Jackson, Planning
J.W. JOHNSON, JR. Director, presented the application to the Board and stated that
the purpose of the public hearing is to obtain public comments
concerning the zoning change application. Chairman Sorrell open
the meeting for comments. Comments were provided by the
following citizens:

There being no further comments, Chairman Sorrell closed the
public hearing. The Planning Board recommended that the zoning
change request be denied. Commissioner Bowden moved that the
property remain zoned RA-30. Commissioner Andrews seconded the
motion and it passed with a unanimous vote.
. CONTINUUM CARE Neil Emory, County Manager, briefed the Board on request from
Eastern Carolina Regional Housing Authority - Continuum Care
REQUEST Corporation. Mr. Alfred P. Carlton, Jr. , attorney, provided
background information on proposed bond financing arrangement to
provide funds for acquisition of two rest homes in Harnett County
by Continuun. Mr. Carlton asked the Board to set a date for a
public hearing concerning this matter. Commissioner Andrews
moved to schedule a public hearing on April 15, 1996 at 7 p.m. in
the Commissioners meeting room, Lillington, NC. Commissioner
Hill seconded the motion and it passed with a unanimous vote.
PROPOSED CONTRACT Neil Emory, CO'lllty Manager, presented for the a proposed contract
WESTERN HARNETT with Western Harnett Youth Recreation Association, Inc. The
RECREATION proposed contract will be considered at a special meeting, March
21, 1996.

SALARY ADJUSTMENT Neil Emory, County Manager, presented a request from Cooperative
4-H AGENT POSITION Extension for a salary increase for a 4-H Agent position due to
hiring of an agent who currently earns a higher salary than the
former Harnett County Agent. Commissioner Bowden moved for
approval of the salary increase. Commissioner Andrews seconded
the motion and it passed with a unanimous vote.
MANAGER'S REPORT In the County Manager's Report, Mr. Emory reported on the
following items:
CDBG FUNDS - The State is considering redistribution of CDBG funds.
This would have a negative impact on eastern North
Carolina counties and we hope that they do not change .
the way the funds are distributed.
REQUEST FOR 5 SCHOOL - Harnett County Schools have again requested funding
BUSSES support for additional busses.
- School officials have invited the Board to have an on-site
construction tour of the schools.
Departmental reports were filed with the Board from the Sheriff's
Department, General Fund Revenues, Veteran's Affairs, Industrial
Development, Emergency Medical Service, Environmental Health,
CAP/DA, Fire Marshal's Office, and Tax Attorney's Report
(Attachment 4)
CLOSED SESSION Commissioner Bowden made a motion that the Board of Commissioners
go into closed session pursuant to N.C.G.S. 143-318.11(a)(5) to
instruct the County staff concerning negotiations for the
acquisition of real property. Commissioner Andrews seconded the
motion and it passed with a unanimous vote.
Commissioner Hill moved that the Board come out of closed
session. Commissioner Bowden seconded the motion and it passed
with a unanimous vote.
There being no further business, Commissioner Bowden moved that
the meeting adjourn. Commissioner Andrews seconded the motion
and it passed with a unanimous vote. The Harnett County Board of
Commissioners meeting, March 18, 1996, adjourned at 9 p.m. .

NORTH CAROLINA, RESOLUTION ACCEPTING BID
FOR ONE NEW ELEVATING
HARNETT COUNTY. SCRAPER
. THAT WHEREAS, the County of Harnett has heretofore solicited bids in connection
with a New Elevating Scraper to be acquired for use by the Harnett County Landfill
Department;
and
WHEREAS, said bids were solicited pursuant to the General Statutes of the State of
North Carolina and all bid solicitation requirements have been complied with; and
WHEREAS, bids were received by the County of Harnett in response to such
solicitation of bids; and
WHEREAS, said bids were delivered to the Harnett County Library Meeting Room
on Main Street, Lillington, N.C., where they were opened, read aloud, and evaluated;
and
WHEREAS, the County of Harnett has determined that R. W. Moore Equipment
Company Ine. has submitted the lowest bid which meets the bid requirements and that
R. W. Moore Equipment Company Ine. is the lowest responsible bidder, taking into
consideration quality, performance and other requirements specified by the bid
solicitation process conducted by the County of Harnett; and
WHEREAS, the Harnett County Board of Commissioners, meeting in regular
. session on March 18, 1996 has reviewed the proposals submitted by all bidders and has
concluded that the contract to provide One New Elevating Scraper for the above
referenced County Department should be awarded to R. W. Moore Equipment
Company Inc.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of
Commissioners, upon motion duly made, seconded and adopted, that the bid of R. W.
Moore Equipment Company Inc. in the amount of ONE HUNDRED SIXTY ONE
THOUSAND, SIX HUNDRED TWO DOLLARS ($161,602.00) including tax to provide a
New Elevating Scrapper shall be and same is hereby accepted, the contract for such
shall be awarded by the County of Harnett to R. W. Moore Equipment Company Inc.,
and the appropriate officials of the County of Harnett shall be and they are hereby
directed to notify R. W. Moore Equipment Company, Inc. of the acceptance of its bid
and execute any appropriate contracts in connection therewith.
This 18th day of March 1996.
