HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, FEBRUARY 5, 1996
The Harnett County Board of Commissioners met in regular session
on Monday, February 5, 1996, in the Comrnisstone1.s Meeting Room,
County Office Building, Li1lington, North Carolina.

Chairman Sorrell called the meeting to order at 9 a.m. and
Commissioner Bowden led the pledge of allegiance and prayer.
Commissioner Hill moved to approve the agenda as published with
deletion of item regarding requests for tax penalty releases.
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
CONSENT AGENDA Upon motion by Commissioner Bowden and seconded by Commissioner
Andrews, the Board unanimously approved the following items on

APPOINTMENTS Commissioner Andrews moved for the following appointments:
- Ted Altman, Rt. 4, Angier, to Town of Angier Planning
Board to represent the extra territorial jurisdiction
- Johnny Oates and Markita McCrimmon to the Harnett Youth
Planning Board as ex officio members.

Andrews seconded the motion and it passpd with a unanimous vote.

SHAWTOWN REVITA- Wm. A. (Tony) Wilder, Assistant County Manager, reported to. the
LIZATION ENGINEER- Board that proposals had been received and evaluated regard1ng
ING PROPOSALS - engineering services for the Harnett County FY 95-96 NCHFA
CONTRACT WITH THE Single-Family Rehabilitation Program. The Wooten company
WOOTEN COMPANY received the highest point ranking. Others providing proposals
were Hobbs, Upchurch & Assoc., PA and Hayes, Seay, Mattern &
Mattern, Inc. McDavid Associates, Inc. 's proposal was received
after the deadline and was ineligible for consideration.
Commissioner Hill moved to authorize the County Manager to enter
into a contract with The Wooten Company for engineering services.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote.
. WESTERN HARENTT Neil Emory, County Manager, presented a proposal for recreation
REC. FUNDING funding regarding Western Harnett Recreation. Commissioner
PROPOSAL Andrews moved to authorize the County Manager to draft a proposed
contract to be considered by the Board and Western Harnett
Recreation.
In the County Manager's report, Mr. Emory reported that Harnett
911 COORDINATOR County's first 911 Coordinator, Clint Williams, begins work with
CLINT WILLIAMS the County today.
Reports were filed with the Board by Emergency Medical Service
and Economic Development.
There being no further business, Commissioner Bowden moved for
ADJOURNMENT adjournment. Commissioner Andrews seconded the motion and it
passed with a unanimous vote. The Harnett County Board of
Commissioners regular meeting, February 5, 1996, duly adjourned
at 9:25 a.m.

The Harnett County Board of Commissioners met in special session
on Wednesday, February 7, 1996, at the Harnett County Library,
Lillington, North Carolina.

Commissioners special meeting, February 7, 1996, duly adjourned
at 9:15 a.m.
