"'~.,/ HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, NOVEMBER 20, 1995 The Harnett County Board of Commissioners met in regular session on Monday, November 20, 1995, in the Commissioners Meeting Room, County Office Building, Lillington, North Carolina. Members present: H. L. Sorrell, Jr. , Chairman Beatrice Bailey Hill, Vice-Chairman Dan B. Andrews Joseph T. Bowden . Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Sorrell called the meeting to order at 7 p.m. and Commissioner Bowden led the pledge of allegiance and prayer. Commissioner Bowden made a motion to add Tax Refunds to the consent agenda. Commissioner Andrews seconded the motion and it passed with a unanimous vote, Commissioner Titchener moved for approval of the agenda as published with addition as noted above. Tax Refunds (Attachment 1) INFORMAL COMMENTS Informal comments were provided by Bernard Young, Rt. 3, Box 307A, Angier, concerning zoning. ~~'.-.. ?64 ROAD NAME CllANGE Dwight Snow, County Attorney, reviewed actions taken thus far REQUEST SR 2005 regarding road name change petition of Keith McLeod. The BRICK MI / petition states request to change the name of SR 2005 from Brick LL VIC MCLEOD Mill Road to Vic McLeod Road. A public hearing was held regarding this matter on September 18, 1995 and consideration of the petition was tabled at that time. Commissioner Andrews made a motion to revive the item in order that action could be taken on it. Commissioner Hill seconded the motion and it passed with a unanimous vote. George Jackson, Planning Director, briefed the Board that the petition submitted July l3, 1995 has been amended to include signatures of spouses or persons whose names are shown . on the tax listing as joint ownership of parcels of land abutting SR 2005. A petition requesting a name change must have signatures of 75% of the landowners in order to be considered; the amended petition has 83.5%. Mr. Jackson noted that Bickett and Judy Turlington had turned in notarized statements from citizens asking that the their name be removed from the amended petition and that they wished for the roadname to remain Brick Mi 11 Road. If the Board chose to admit these notarized statements as evidence to be considered in its deliberations then the landowner percentage in favor of the roadname change would be lowered to 72.6%. Attorney Snow advised the Board that with 72.6%, the petition no longer meets requirements to be considered by the Board. Commissioner Bowden moved to table the matter. The motion died from lack of second. After discussion by the Board, Commissioner Bowden again moved to table consideration of the amended petition. Commissioner Hill seconded the motion and it passed with a unanimous vote. FY 94-95 AUDIT REVIEW Bob Nelson, Dixon, Odom & Company, reviewed the Harnett County Audit Report for FY 94-95. SHAWTOWN REVITALIZA- Steve Player, The Wooten Company, reviewed the Shawtown TION PROJECT PROGRAM Revitalization Project and presented for the Board's INITIATION MANUAL consideration the Program Initiation Manual which includes resolutions to initiate the program. Commissioner Andrews moved to adopt the manual and related documents. Commissioner Bowden seconded the motion and it passed with a unanimous vote. (Attachment 2) WATER PURCHASE Al Bain, Public Utilities Attorney, reviewed with the Board a . CONTRACT WITH TOWN proposed water purchase contract with Holly Springs for Harnett OF HOLLY SPRINGS County to provide water for the Town of Holly Springs. The matter will be placed on the agenda for consideration at the next Board meeting. EMS AMBULANCE Neil Emory, County Manager, reported to the Board that one of the ambulances used by Emergency Medical Service is in need of significant repairs and has over 170,000 miles on it. Commissioner Titchener made a motion to authorize staff to explore acquiring a new vehicle with an initial lease purchase payment followed by full payment in the next fiscal year. Commissioner Andrews seconded the motion and it passed with a unanimous vote. In the County Manager's report, Mr. Emory discussed Department of Social Services' request for computers. Departmental reports were filed with the Board from the Health Department and Sheriff's Department. ADJOURNMENT There being no further business, Commissioner Bowden moved that the meeting adjourn. Identify and analyze obstacles to affirmatively furthering fair housing in grantee's community. (Use additional pages as necessary.) The County has not participated in a community revitalization program to affirmatively further fair housing, although it supports fair housing for all citizens of the County. The initial obstacle to overcome is the lack of knowledge and information which some groups may have regarding fair housing. Some people in the County that are involved in providing housing such as realtors, lenders and developers appear to be aware of the need for fair housing and have received information from organizations regarding federal and state laws related to fair housing. However, many do not have in their offices copies of the applicable regulations and need to be furnished this information. . III. Briefly describe the activities that the grantee will undertake over the active period of the grant to affirmatively further fair housing in their community. A time schedule for implementation of these activities must be included. Activities must be scheduled for implementation at least on a quarterly basis. (Use additional pages as necessary.) The County has developed a fair housing program that includes activities that have provisions for reaching the visually impaired and ensuring equal opportunity for housing in the community for all persons regardless of income status. Activities scheduled for the Harnett County FY 9S Community Development Program include: . Prepare a fair housing discrimination complaint procedure. (January 1996) . Publish the fair housing discrimination complaint procedure in the The Harnett County News. (April 1996) . Obtain updated Fair Housing pamphlets and posters from the North Carolina Human Relations Commission at (919) 733-7996. Distribute the information to local libraries, banks, grocery stores, County govenunent offices and local post offices. (July 1996) . Perform a limited survey to assess the knowledge of the community concerning the fair housing requirements under Title VIll of the Civil Rights Act of 1968, as amended, by calling housing related industries (contractors, lenders, realtors, appraisers). (October 1996) . Develop a mailing list of housing related industries (contractors, lenders, realtors, appraisers) . and disseminate the fair housing discrimination complaint procedures. (January 1997) . Develop a fair housing brochure that summarizes the fair housing requirements under Title VIJI of the Civil Rights Act of 1968, as amended. (April 1997) . Distribute the fair housing brochure to the housing related industries mailing list. (July 1997) . Respond to all inquiries resulting from the distribution of the brochure. Upon receiving a housing discrimination complaint, the County shall inform the North Carolina Human Relations Commission (Commission) and the complainant about the complaint within ten (10) calendar days of receipt for conciliation and resolution. The County shall then assist the Commission and the complainant in filing an official written housing discrimination complaint with the Commission, pursuant to the State Fair Housing Act and Title VIII; 3. The County shall offer its assistance to the Commission in the investigation and conciliation of all housing discrimination complaints which are based upon events occurring in Harnett County, North Carolina. 4. The County shall publicize within Harnett County, North Carolina that it is the local agency to contact with housing discrimination complaints. The County has developed and will disseminate the above Fair Housing Complaint Procedure. The public will be informed through handouts, educational materials, posters, and newspaper article(s).
