HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, AUGUST 21, 1995
The Harnett County Board of Commissioners met in regular session
on Monday, August 21, 1995, in the Commissioners Meeting Room,
County Office Building, Lillington, North Carolina.
Members present: H. L. Sorrell, Jr., Chairman

Chairman Sorrell called the meeting to order at 7 p.m. and
Commissioner Bowden led the Pledge of Allegiance and prayer.
Commissioner Bowden moved to add the following items to the
agenda:
- Budget amendment for Emergency Medical Service
- Public Utilities personnel requirements
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
Commissioner Titchener moved to approve the agenda as published
with additions noted above. Commissioner Andrews seconded the
motion and it passed with a unanimous vote.
CONSENT AGENDA: Upon motion by Commissioner Bowden and seconded by Commissioner
Hill, the Board unanimously approved the following items on the

CHILD FATALITY Pat McKee, RN, Health Department, briefed the Board on a new
PREVENTION TEAH organization in Harnett County, the Child Fatality Prevention
Team and asked the Board to appointment members to this team.
Commissioner Bowden made a motion to appoint Dan Gardner, EMS
provider and Tammy Ward, parent of a deceased child.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote.
APPOINTMENTS Commissioner Titchener made a motion for the following
appointments to the Zoning Ordinance Board of adjustment:
- Jack Scalf, Spring Lake, for a 2 year term which will expire
9/1/97
- Thomas Moore, Fuquay-Varina, for a 3 year term which will .
expire 9/1/98
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
Commissioner Titchener made a motion for the following
appointments to the Economic Development Commission for 3 year
terms:
- David Sawyer, Spring Lake
- Wallace Pollard, Buies Creek
- Tim Brown, Dunn
Commissioner Bowden seconded the motion and it passed with a
unanimous vote.
Commissioner Hill made a motion to appoint Gloria McNeill-McKoy,
Lillington, to the Planning Board to finish out the term of James
Kiser who resigned. Commissioner Andrews seconded the motion and
it passed with a unanimous vote. Ms. McKoy's term will expire
12/31/96.

PUBLIC HEARING ON Chairman Sorrell called to order a public hearing on proposed
AMENDMENTS TO amendments to the Harnett County Zoning Ordinance. George .
ZONING ORD. Jackson, Planning Director, and Tom Taylor, Chief Planner,
briefed the group on the proposed amendments. Chairman Sorrell
opened the meeting for comments from the public. The following
citizens voiced concerns and asked questions about the proposed
amendments to the Zoning Ordinance:

Maintenance. Commissioner Andrews moved for the adoption of the
WATER TANK proposed resolution. Commissioner Bowden seconded the motion and
MAINTENANCE CONT. it passed with a unanimous vote. (Attachment 3)
GRANT PROJECT Wm. A. (Tony) Wilder, Assistant County Manager, presented for the
ORD.- SHA1iTO~.L\~' Board's consideration a Grant Project Ordinance for the FY 95
PROJ. Q~'$: 0,,\'6 CDBG Program for the Shawtown Project and a Grant Project

THE WOOTEN COMPANY Wm. A. (Tony) Wilder, Assistant County Manager, briefed the Board
FOR SHAWTOWN on proposals to provide administrative services for the FY 95
CDBG Program and the NCHFA Single Family Rehabilitation Program.
PROJ. Proposals were received from Hobbs, Upchurch & Associates,
McDavid Associates, RSM Harris Associates, and The Wooten
Company. Commissioner Titchener moved that The Wooten Company
administer the projects and that the County Manager be authorized
to execute a contract with The Wooten Company on behalf of the
County. Commissioner Bowden seconded the motion and it passed
with a unanimous vote.
REQUEST FOR WAIVER Commissioner Andrews moved to deny a request from Foundations
. OF REZONING FEES Bible College for waiver of rezoning fees. Chairman Sorrell
FOR FOUNDATIONS seconded the motion and it passed 4 to 1 with Commissioner Bowden
BIBLE COLLEGE casting the dissenting vote.
Commissioner Titchener moved to recind the current inspections
INSPECTIONS AGREE. agreement between the County and the City of Dunn, as requested
RECINDED WITH by the City of Dunn. Commissioner Bowden seconded the motion and
DUNN it passed with a unanimous vote.
FIRE MARSHAL'S Commissioner Titchener moved that the Fire Marshal's Office and
OFF. & EMER. MANG.the Emergency Management Department be combined and that Gary
COMBINED pope be director of the combined departments. Commissioner
Bowden seconded the motion and it passed with a unanimous vote.
Commissioner Bowden moved to authorize four new positions in the
FOUR NEW POSITIONSpublic Utilities Department: meter reader, part-time clerk,
IN PUBLIC UTILI- buildings and grounds maintenance worker, and secretary in
TIES Administration. Commissioner Titchener seconded the motion and
it passed with a unanimous vote.
CLOSED SESSION Commissioner Bowden moved that the Board go into closed session
for the following purposes: (a) to instruct the County staff
concerning the position to take in negotiating the contract terms
for the purchase of real property, and (b) to consult with the
County Attorney concerning the handing of a claim, pursuant to
Gen. Statute 143-318.11 ( a) ( 5) and (3). Commissioner Hill
seconded the motion and it passed with a unanimous vote.
. Commissioner Andrews moved that the Board come out of closed
session. Commissioner Hill seconded the motion and it passed
with a unanimous vote.
ADJOURNMENT There being no further business, Commissioner Bowden moved that
the regular Board meeting, August 21, 1995, adjourn. Commissioner
Titchener seconded the motion and it passed with a unanimous
vote. The meeting adjourned at 9:30 p.m.

PROCLAMATION
HUNTING AND FISHING DAY
September 23, 1995
Hunting and fishing have always been an important part of the American
tradition. While these activities may no longer be necessary for survival .
as they were in the early days of the nation, they are still relevant
today.
Sportsmen and sportswomen recognize the critical role of habitat,
quantity and quality of air, land, water, adequate cover or shelter,
appropriate space, and sufficient arrangement for the existence of all
living things. For over 100 years, they have been in the forefront of the
conservation movement. Not content with merely vocalizing their support,
hunters and anglers requested special fees and taxes on their equipment to
pay for scientific research, habitat acquisition and improvement,
education, and enforcement. Over the years, funds raised total over $18
billion for conservation.
Programs financed by the hunters and anglers have led to the dramatic
comeback of many wildlife species. These include game species such as the
wild turkey, tundra swan, snow geese, ducks, and white-tailed deer. These
efforts also helped the comeback of non-game species including the bald
eagle, songbirds, shore birds, alligators, fur bearers, and others.
We would like to take this opportunity to commend responsible hunters
and anglers for their efforts on behalf of wildlife and for their
contributions to conservation.
Therefore, the Harnett County Board of Commissioners do hereby
proclaim Saturday, September 23, 1995, as Hunting and Fishing Day in
Harnett County and call upon our citizens to join with hunters; anglers,
and other responsible conservationists to ensure the wise use and proper .
management. of our natural resources to benefit future generations.
Duly adopted this 21st day of August, 1995.

Attachment 3.
RESOLUTION AWARDING CONTRACT
FOR WATER TANK MAINTENANCE
THAT WHEREAS, the Board of Commissioners of the County of Harnett (the
"Board") as the governing body of the County and for various Water and Sewer
Districts ~ithin the County has provided for the construction of Water Storage
. Tanks; and
WHEREAS, the Water Storage Tanks are in need of regular maintenance and
the Board of Commissioners of the County of Harnett desires to provide for such
regular ma1ntenance of these facilities; and
WHEREAS, a request for proposal for a contract for regular maintenance (the
"Project") was advertised in accordance with the General Statutes of North
Carolina and proposals were received and read aloud; and
WHEREAS, three (3) proposals were submitted for the Project; and
WHEREAS. the Board has received from the Project's consulting engineer a
Review Of Proposals - Harnett County Tank Maintenance Program and a comparison
of tank service proposals; and
WHEREAS. the engineer's Review Of Proposals has recommended award of the
contract to the lowest responsible bidder, taking into consideration quality,
. performance and the time specified in the proposals for the performance of the
contract; and
WHEREAS, the Board considers it in the best interest of Harnett County to
proceed with acceptance of the proposal recommended by the consulting engineer,
and desires to make provisions for the execution of contract documents and other
related matters with respect thereto.
NOW THEREFORE BE IT RESOLVED, by the Board of Commissioners of the County
of Harnett that:
1. Subject to the conditions herein below set forth, the contract for tank
maintenance shall be and the same is hereby awarded to:
Utility Service Co., Inc.
P.O. Box 1354
Perry, Georgia 31069
for the total yearly fee for 1995 of $105,000.00 and a total yearly fee of
$124,500.00, for the years 1996 through 2005 subject to adjustment as provided
. by the contract documents.
2. The appropriate representatives of the County of Harnett are hereby
authorized and directed to proceed with the preparation of the necessary contract
documents associated with the project.
3. After the contract documents are complete and in an acceptable form,
the County Manager is hereby authorized to execute the necessary contract
documents aS$ociated with the project and such other documents as are necessary
to implement ;the directions of the resolution and to proceed with the work to be
performed un~er the contract.

\ ~:~' Be it ordained by the Board of Commissioners that, pursuant to Section 13.2 of Chapter 159 of the
General Statutes of North Carolina, the following Grant Project Ordinance is hereby adopted:
Section I. The project authorized is the NCHFA Single-Family Rehab Program described in the .
work statement contained in the Program Funding Agreement # between the
Harnett County and the North Carolina Housing Finance Agency.
Section 2. The officers of this unit are hereby directed to proceed with the grant project within
the terms of the grant document(s), and the budget >ou~ed herein.
Section 3. The following revenues are anticipated to be available to complete this project:
NCHF A Funds $200,000.00
Section 4. The following amounts are appropriated for the project:
Rehab (10) $177,000.00
Program Support Costs $16,000.00
Administration Costs $7.000.00
Total $200,000.00
Section S. The Finance Officer is hereby directed to maintain within the Grant Project Fund
sufficient specific detailed accounting records to provide the accounting to the grantor agency required
by the Grant Agreement and Federal and State regulations.
Section 6. The Finance Officer is directed to report quarterly on the financial status of each
project element in Section 4 and on the total grant revenues received or claimed.
Section 7. The Budget Officer is directed to include a detailed analysis of past and future costs .
and revenues on this o._L project in every budget submission made to this Board of Commissioners.
Section 8. Copies of this Grant Project Ordinance shall be made available to the Budget Officer
and the Finance Officer for direction in carrying out this project.

GRANT PROJECT ORDINANCE
Be it ordained by the Harnett County Board of Commissioners that, pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following Grant Project Ordinance is
. hereby adopted:
Section 1. The project authorized is the Community Development Project described in the work
statement contained in the Grant Agreement 95-C-0126 between Harnett County and the North
Carolina Department of Commerce. This project is more familiarly known as the Shawtown
Revitalization Project and Shawtown Local Option Project.
Section 2. The officers of this unit are hereby directed to proceed with the grant project within
the terms ()f the grant document(s), the rules and regulations of the North Carolina Department of
Commerce and the budget contained herein.
Section 3. The following revenues are anticipated to be available to complete this project:
Community Development Block Grant $850,000
Other Funds 250.000
Total $1,100,000
Section 4. The following amounts are appropriated for the project:
Acquisition (C-l) $42,000
Sewer Improvements (C-l and L-l) 374,500
Clearance Activities (C-l) 33,000
Relocation (C-l) 26,000
Rehabilitation of Privately Owned Dwellings (C-l and L-l) 550,000
. Administration (C-l and L-l) 74.500
Total $1,100,000
Section 5. The Finance Officer is hereby directed to maintain within the Grant Project Fund
sufficient specific detailed accounting records to provide the accounting to the grantor agency required
by the Grant Agreement and Federal and State regulations.
Section 6. Funds will be requisitioned from the State after submission of documentation to the
County. Disbursement of funds will be made by the County upon actual receipt of CDBG funds from
the State. Compliance with all federal and state procurement regulations is required.
Section 7. The Finance Officer is directed to report quarterly on the financial status of each
project element in Section 4 and on the total grant revenues received or claimed.
Section 8. The Budget Officer is directed to include a detailed analysis of past and future costs
and revenues on this grant project is every budget submission made to this Board.
Section 9. Copies of this Grant Project Ordinance shall be made available to the Budget Officer
and the Finance Officer for direction in carrying out this project.
