HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, AUGUST 7, 1995
The Harnett County Board of Commissioners met in regular session
on Monday, August 7, 1995, in the Commissioners Meeting Room,
County Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 9 a.m. and
Commissioner Andrews led the Pledge of Allegiance and prayer.
Commissioner Andrews moved to approve the agenda as published
with the following changes:
- Delete request from Raven Rock Park Advisory Committee to
address the Board
- Delete item regarding proposal for workers' compensation
insurance
- Add resolution of waiver for bid on computer equipment to
consent agenda
- Add contractual agreement with Hillcrest Youth Shelter to
consent agenda.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote.
Upon motion by Commissioner Titchener and seconded by
CONSENT AGENDA Commissioner Hill, the Board unanimously approved the following

The Board reviewed vacancies on various Boards and Committees and
will consider appointments at the next regular Board meeting.
E911 COORDINATOR Wm. A. (Tony) Wilder, Assistant County Manager, requested the
POSITION Board's approval to proceed with the establishment of a
coordinator position for the Enhanced 911 project. Commissioner
Andrews made a motion to approve establishment of a position with
job title E-911/0perations Support Coordinator in the Management
Information Systems Department with recommended salary grade 68,
and to proceed with the job advertisement. Commissioner Bowden
seconded the motion and it passed with a unanimous vote.
HABITAT FOR HUMANITY Neil Emory, County Manager, presented for the Board's
consideration, a request from Habitat for Humanity concerning tap
on fees for an upcoming project. Commissioner Titchener made a
motion for the County to donate funds to Habitat for Humanity in
the amount of County building and utilities fees for the current
project. Commissioner Hill seconded the motion and it passed
with a unanimous vote.
FIRE MARSHAL'S OFF. In the County Manager's report, Mr. Emory commented on the
& EMER. MANAGEMENT following items:
COMBINED 1. Vacancy in the Fire Marshal's position - Consideration is
being given to combining the Emergency Management Office and
the Fire Marshal's Office. The Fire Chiefs will meet this
week to discuss the matter. Chairman Sorrell made a motion
to authorize the County Manager to move forward with .
reorganization of the departments if that is the
recommendation of the County Manager after his study.
Commissioner Bowden seconded the motion and it passed with a
unanimous vote.
ENVIRONMENTAL HEALTH 2. Proposed Environmental Health "return fees" will be discussed
"RETURN FEES at the next Board of Commissioners meeting.
3. A meeting will be scheduled with the Board of Health to
discuss Environmental Health items including Animal Control.
Monthly reports were filed with the Board from the Tax
Department, Economic Development, Veteran's Affairs, Fire
Marshal's Office, Department of Social Services, and Health
Department. The Tax Attorney's report was also filed with the
Board (Attachment 4).

Commissioner Andrews moved that the Board go into closed session
for discussions concerning a personnel matter pursuant to
N.C.G.S. section 143-318.11(a)(6). Commissioner Bowden seconded
the motion and it passed with a unanimous vote.
Commissioner Titchener moved that the Board come out of closed
session. Commissioner Hill seconded the motion and it passed
with a unanimous vote.
. SALARY ADJUST. Neil Emory, County Manager, presented for the Board's
PUBL~C BUILDINGS consideration proposed salary adjustments for employees in Public
Buildings and pUblic Utilities. Commissioner Bowden moved that
all employees in the Public Buildings Department, with the
exception of the Director, receive a 5% salary increase; that the
Buildings and Grounds Maintenance Worker in Public Utilities
receive a 5% salary increase; and that the Distribution
Technician III in Public Utilities receive a 7% salary increase.
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
FIRSt MEETING IN Chairman Sorrell made a motion to cancel the first meeting in
SEPT, CANCELLED September. Commissioner Bowden seconded the motion and it passed
with a unanimous vote.

i Dwight W. Snow, County Attorney, presented for the Board's
CROS~ROADS BAPT.
CHUR.H PROPERTY consideration, a proposed Offer to Purchase and Contract form for
property owned by Crossroads Baptist Church, which is located
within the Harnett County Airport runway protection zone. The
County is offering to purchase the property at $6,000 per acre.
Actual acreage for description and purchase price purposes is to
be determined from survey of the subject tract. Commissioner
Andrews made a motion for the County Attorney to develop and
offer a final Offer to Purchase and Contract for said property
with a 60' wide ingress-egress/utility easements from Highway 421
to subject property and from Brick Mill Road to subject property.
Commissioner Bowden seconded the motion and it passed with a
unanimous vote.
. ADJOURNMENT There being no further business, Commissioner Bowden moved that
the Harnett County Board of Commissioners meeting, August 7,
1995, duly adjourn. Commissioner Hill seconded the motion and it
passed with a unanimous vote. The meeting adjourned at 10 a.m.

RESOLUTION ACCEPTING OFFER TO SELL
REAL PROPERTY PURCHASED AT TAX FORECLOSURE SALE
THAT WHEREAS, the County of Harnett did previously purchase that certain parcel
containing 9.39 acres situate in Upper Little River Township in a tax foreclosure sale held on or
about June 30, 1993 for a bid of $2,427.07 reference is made to that certain foreclosure action
entitled "County of Harnett vs. Londa McNeill", 9) CvD 0276; and .
WHEREAS, the Harnett County Board of Commissioners did on June 19, 1995, authorize
the sale of the aforementioned property by negotiated offer, advertisement and upset bid; and
WHEREAS, the $3,000.00 bid received at said time was advertised in the Harnett County
News newspaper and was upset; and
WHEREAS, a series of informal bids were received by the County of Harnett for said
property; and
WHEREAS, the high bid or offer was made to the County of Harnett in the amount of
$4,360.38 by Patricia Meza and Mary Carter and that a notice of said offer was advertised in the
Harnett County News newspaper on July 19, 1995 and that said bid has not been raised or upset by
advance bid; and
WHEREAS, the advertised notice contained a legal description of the land to be sold, the
amount and tenns of the offer from Patricia Meza and Mary Carter and a notice that within ten (10) .
days any person may raise the bid by not less than a $268.00 raise and that any such person should
contact Christopher L. Carr, County Tax Attorney at his office at 609 North First Street in

WHEREAS, it appears by representation of Christopher L. Carr, Harnett County Tax
Attorney, who has handled the proceedings of sale for and on behalf of the County of Harnett, that
two (2) bidders have been involved in making the various offers and the upset bid on the subject
property and that further it appears that the ..."..erty is a vacant tract ofland; and
WHEREAS, it appears to the Board of Commissioners that the price being offered by
Patricia Meza and Mary Carter is a fair and reasonable price and is as much as can reasonably be
expected to be received from the sale of said property and that said offer should be accepted and
the officials of the County be authorized to executed a deed transferring the property to said
offerors. .
NOW, THEREFORE, IT IS RESOL \lED AS FOLLOWS:
First: That the offer of Patricia Meza and Mary Carter to purchase the aforementioned
real property for the sum of$4,360.38 and the same is hereby accepted;
Second: That the Chairman and Clerk to the Board of Commissioners be and they are
hereby authorized to ,;.,'.....,.Jte in the name of County of Harnett a deed conveying the
aforementioned property to said offerors upon the payment by them of the purchase price;

Third: That Christopher L. Carr, Harnett County Tax Attorney has sufficient funds in
hand to pay for the advertising costs and attorney's fees relative to this matter, and he is hereby
authorized to pay the advertising fee and attorney's fee directly, and forward the balance or net
purchase price to the County;
Fourth: That the officials of the County of Harnett be and they are hereby authorized to
. do and perform all acts and things necessary to carry out the intent of this resolution.

BE IT RESOL VED, that on the 7th day of August, 1995, we, the Harnett
County Board of Commissioners, under General Statutes 143-129, Formal
Contracts, hereby elect to waive the bid deposit of 5% of the proposal for the
purchase of computer hardware and software for the Harnett County Sheriff's
Department.
BE IT FURTHER RESOLVED, under General Statutes 143-129, Formal
Contracts, we hereby elect to waive the performance bond for the above
mentioned purchase contract.
