HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, JUNE 5, 1995
The Harnett County Board of Commissioners met in regular session on
Monday, June 5, 1995 in the Commissioners Meeting Room, County Office
Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 9 a.m. and
Commissioner Andrews led the Pledge of Allegiance and prayer.
Commissioner Hill made a motion to adopt the agenda as published with
two additional budget amendments. Commissioner Bowden seconded the
motion and it passed with a unanimous vote.

Commissioner Bowden made a motion to approve the following
APPOINTMENTS appointments. Commissioner Andrews seconded the motion and it passed
with a unanimous vote.
Mid-Carolina Private Industry Council: Phyllis Dunn, Erwin,
for a one-year term which will expire June 30, 1996, to replace
Larry Spell who resigned.
Nursing Home Community Advisory Committee: Karen T. Clark,
Bunnlevel, for a one-year term to replace Paul Cameron who
resigned
Buies Creek-Coats Water & Sewer District Board of Advisors: .
Wallace Pollard, Buies Creek, for a 3-year term to replace
Leonore Tuck who has served 13 years
Transportation Advisory Board: Jennifer Walker, Cooperative
Extension Director added to the Board for a term which will
expire December 31, 1995
Eastern Carolina Regional Housing Authority: Bart Adams
reappointed for an additional 5-year term.
UPDATE FROM Willis Brown, North Carolina House of Representatives,
REP. WILLIS BROWN gave an update
concerning the ongoing legislature session.
Informal comments were provided by Fred Wise, Sand Clay Road,
concerning maintenance of the Sand Clay Road, off Highway 210.

REQUEST FOR FUNDS Ed Menninger, representing a community group from Lillington,
FOR 4th OF JULY requested support from the County for the 4th of July Celebration.
CELEBRATION The request will be discussed by the Board at an upcoming budget work
session.
Rodney Tart, Public Utilities Director, presented a request for
COMMERCIAL WATER commercial water rates. Commissioner Bowden made a motion to approve
RATES implementation of commercial water rates as of July 1, 1995, which
provides that commercial rate customers that purchase a minimum of
50,000 gallons per month at the current retail rate will receive on
purchases over 50,000 gallons, a discount of $ .65 per thousand
gallons. The minimum tap size to qualify would be 1". The
. recommended contract term is 1 year. Commissioner Andrews seconded
the motion and it passed 4 to one with Commissioner Hill casting the
dissenting vote.
Rodney Tart, Public Utilities Director, reported that negotiations are
under way for the water plant expansion.
SO. REGIONAL WATER Rodney Tart, Public Utilities Director, presented the bid tabulation
PROJECT and a proposed resolution awarding contracts 1 and 2 for the South
Regional Water Additions project. Commissioner Bowden moved for
adoption of the resolution. Commissioner Andrews seconded the motion
and it passed with a unanimous vote. (Attachment jJ)

WATER EXTENSION TO Neil Emory, County Manager, briefed the Board that cost estimates have
EDGERTON IND. PARK been received for the proposed water and sewer extension to Edgerton
Industrial Park near Dunn. Due to the cost estimates, Mr. Emory
recommended that the County fund the extension to the entrance of the
park at an estimated cost of $54,100. Commissioner Titchener made a
motion to proceed with the water and sewer extension to the entrance
of the park as recommended by Mr. Emory. Commissioner Bowden seconded
the motion and it passed with a unanimous vote.
CBA UPDATE Lin Thomas, Vice Chairman, Harnett County Youth Planning Board, gave
an update on Community Based Alternative (CBA) funding for F.Y. 95-96.
A total of $155,574 is allocated for Harnett CBA Programs which
include the Restitution Program, Specialized Foster Care Program, and
One-on-one Program. Commissioner Bowden moved to approve the report.
Commissioner Hill seconded the motion and it passed with a unanimous
vote.
. Wm. A. (Tony) Wilder, Assistant County Manager, gave an update on the
North Carolina Housing Finance Agency Rehabilitation grant for Harnett
County.
ENVIRONMENTAL OFFICER Jerry Blanchard, General Services Manager, presented a report on
environmental issues and introduced Sheriff Deputy Delmoli Griffin who
is Harnett County's first Environmental Officer.
PUBLIC HEARING ON Chairman Sorrell called to order a public hearing on the proposed
1995-96 BUDGET F. Y. 1995-96 Harnett County Budget. Neil Emory, Budget Officer
presented the proposed budget and stated that the purpose of the
public hearing was to obtain public comments concerning the proposed
budget. Chairman Sorrell opened the meeting for comments from the
public. There being no comments, Chairman Sorrell closed the public
hearing. The Budget Ordinance will be considered at the next regular
Board meeting.
Reports were filed with the Board from the Health Department,
Veteran's Affairs, Fire Marshal's Office, Emergency Medical Service,
and the Tax Department. The Tax Attorney's Report was also filed with

1995-96 DOT ROAD Chairman Sorrell called to order a public hearing on the proposed F.Y.
IMPROVEMENTS PROG. 1995-96 Secondary Roads Improvement Program for Harnett County. John
G. Nance, District Engineer, NC DOT, presented the proposed Roads
Improvement Program and stated that the purpose of the public hearing
was to obtain public comments concerning the proposed program.
. Chairman Sorrell opened the meeting for comments from the public.
Jerry Blanchard, Rt. 1, Fuquay, expressed concerns with SR 1412. There
being no further comments, Chairman Sorrell closed the public hearing.
Commissioner Titchener moved for adoption of a resolution approving
the proposed program for Harnett County as presented. Commissioner
Hill seconded the motion and it passed with a unanimous vote.

FOR HUMAN SERVICE TRANSPORTATION MANAGEMENT PROGRAM FUNDS

WHEREAS, Chapter 2B ofG.S. 136 of the North Carolina General Statues designates the
Department of Transportation as the agency of the State of North Carolina responsible for
administering all federal and/or state programs relating to public transportation, and grants the
Department authority to do all things required under applicable federal and/or state legislation to
administer properly the public transportation programs within the State of North Carolina;
WHEREAS, the North Carolina Department of Transportation created the Human Service
Transportation Management (HSTM) Program to provide human service clients with safe and
reliable transportation and to ensure that human service transportation across the state is provided
in the most efficient and cost effective manner, using the highest level of coordination possible;
WHEREAS, the Harnett County Transportation Department has requested the North
Carolina Department of Transportation to assist in the funding of the FY 1995-96 HSTM
program for the County of Harnett, and to undertake tasks identified in the program application,
consistent with the Transportation Development Plan for Harnett County;
WHEREAS, the Harnett County Transportation Department will provide at least twenty-
five per cent (25%) local match for eligible administrative costs for the above described project: .
and
WHEREAS, the Harnett County Transportation Department will provide information
regarding use of the funds at such time and in such manner as the Department may require.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Transportation Direcror
is hereby authorized to enter into an agreement on behalf of the Harnett Transportation
Department with the North Carolina Department of Transportation and execute all agreements
with the Department.

Attachment 2. RESOLUTION AWARDING CONTRACT
SOUTHWEST REGIONAL TRANSMISSION AND STORAGE PROJECT
PHASE I
THAT WHEREAS, the Board of Commissioners of the County of Harnett (the
"Board") has heretofore provided for the implementation of water line extensions
to distribute water to the South Central and Southwest Water and Sewer Districts
(the "Project"); and
. WHEREAS, the Project was advertised in accordance with the General Statutes
of North Carolina and formal bids were received and read aloud on May 30, 1995;
and
WHEREAS, eight (8) bids were submitted for Contract #1 of the Project and
six (6) bids were submitted for Contract #2 of the Project; and
WHEREAS, the Board has received from the Project's Consulting Engineers a
Certified Tabulation of Bids Received, together with a Discussion of those bids;
and
WHEREAS, the Engineers' discussion of bids has recommended award of the
referenced contracts to the lowest responsible bidder which has presented legally
sufficient bids based on acceptance of the proposals that will result in the best
pricing available with respect to the Project; and
WHEREAS, the Board considers it in the best interest of Harnett County to
proceed with acceptance of the lowest contract proposals recommended by the
Consulting Engineers, and desires to make provisions for the execution of
. contract documents and other related matters with respect thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County
of Harnett that:
1. Subject to the conditions herein below set forth, Contract #1 for the
construction of water lines and booster pump station shall be and the same hereby
is awarded to:
Blue Construction Company

for the Unit Price Amount of $245,963.00, subject to adjustment as provided by
the contract documents.
2. Subject to the conditions herein below set forth, Contract #2 for
electrical work on the Project shall be and the same hereby is awarded to:
Hogue Electric Company, Inc.
Route 2, Box 563
Lillington, North Carolina 27546
. for the Unit Price Amount for Contract #2 of $34,318.00, subject to adjustment
as provided by the contract documents.
3. The appropriate representatives of the County of Harnett are hereby
authorized and directed to proceed with the preparation of the necessary contract
documents associated with the Project.
4. After the contract documents are complete and in an acceptable form,
the Chairman of the Board of Commissioners of Harnett County and the Clerk to the
Board are hereby authorized and directed to execute the contract documents
pertaining to the hereinmade contract awards.

5. Upon completion of the proper execution of said contract documents, the
County Manager is hereby authorized to issue Notices to Proceed so as to cause
the construction of the Project to commence.
6. The County Manager is hereby authorized to execute such other documents
and take such actions as are necessary to implement the directions of the
