HomeMy WebLinkAbout04031995 44 HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, APRIL 3, 1995 The Harnett County Board of Commissioners met in regular session on Monday, April 3, 1995, in the Commissioners Meeting Room, County Office Building, Lillington, North Carolina. Members present: H. L. Sorrell, Jr., Chairman Beatrice Bailey Hill, Vice Chairman Dan B. Andrews Joseph T. Bowden Walt Titchener . Staff. present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Recording Secretary Chairman Sorrell called the meeting to order at 9 a.m. and Commissioner Andrews led the group in the pledge to the flag and prayer. Commissioner Andrews moved that an item be added to the agenda to discuss the job description of a position in the Parks & Recreation Department as it relates to Western Harnett Recreation. The motion did not receive a second. Commissioner Titchener moved to approve the agenda as published and that the County Manager comment on the position in the Parks & Recreation Department during the County Manager's report. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Bowden moved to remove a proposed budget amendment for the Tax Department from the Consent Agenda. Commissioner Titchener seconded the motion and it passed with a unanimous vote. Canceled July 3rd Board Meeting CANCELLED Commissioner Bowden made a motion to schedule a public hearing at the P.H. SCHEDULED RE: Board's regular meeting, April 17th on a petition to change the ROADNAME OF SR2005 roadname of SR 2005 from Brickmill Road to Vic McLeod Road. Commissioner Andrews seconded the motion and it passed with a unanimous vote. GRANT APPLI. Neil Emory, County Manager, presented for the Board's consideration proposed grant applications for the Sheriff's Department and Board of SHERIFF'S DEPT. Education. Comments were provided by Jane Schumann, Supervisor of Student Services with Harnett County Schools and Sheriff Larry Knott. Commissioner Titchener moved for approval of the grant application for Harnett County Imaging Implementation and Technology Upgrade Project only. Commissioner Bowden seconded the motion and it passed 3 to 2 with Commissioners Hill and Andrews casting the dissenting votes. Neil Emory, County Manager, presented for the Board's consideration a SW REGIONAL DISTRI. project ordinance for Southwest Regional Distribution Water Storage WATER STORAGE PROJ. and Booster Pumping Facility. Commissioner Titchener moved for . ORD. adoption of the project ordinance. Commissioner Andrews seconded the motion and it passed with a unanimous vote. (Attachment 3) UPDATE FROM THE Steve Player, The Wooten Company, presented an update on a grant application submitted to the NC Housing Finance Agency for housing WOOTEN COMPANY rehabilitation assistance for low income families in unincorporated areas of the County. AIRPORT CAP. PROJ. Tony Wilder, Assistant County Manager, briefed the Board on an Airport Capital Project to install perimeter security fencing at the Airport. Total amount for the project is $60,000. State matching funds have been approved in the amount of $30,000, and the County's share of $30,000 has been appropriated. Commissioner Andrews made a motion to proceed with the project. Commissioner Bowden seconded the motion and it passed with a unanimous vote. COUNTY MANAGER'S Neil Emory, County Manager, reported on the following items: REPORT - Reviewed matter concerning Western Harnett Recreation - Read resolution in opposition to further Food and Drug Administration regulation of tobacco which was adopted by the Board March 20th and will be mailed to our legislators - Proposed sewer line agreement with Lillington - Request from the NC DOT regarding a portion of SR 2079 RESOL. TO DELETE Commissioner Andrews moved to adopt a resolution to delete a portion . PORTION OF SR2079 of SR 2079 from the State System. Commissioner Titchener seconded the motion and it passed with a unanimous vote. (Attachment 4) FROM STATE SYS. Reports were filed with the Board from the Tax Department, Veterans Service, Department of Social Services, and Tax Attorney (Attachment 5) . RESOLUTION EMERGENCY MEDICAL SERVICE FEE COLLECTION WHEREAS, the Harnett County Emergency Medical Service Program provides services to all citizens; and WHEREAS, Harnett County Emergency Medical Service charges fee for delivery of these services; and WHEREAS, Harnett County as well as many other counties currently have a substantial amount delinquent Emergency Medical Service fees; and WHEREAS, Harnett County wishes to petition State Legislators to enact certain legislative amendments that will greatly increase the likelihood of delinquent Emergency Medical Service collections with minimal administrative expense. NOW THEREFORE BE IT RESOLVED that the Harnett County Board of Commissioners requests the General Assembly to amend NCGS S 105-273(15) as follows: "Tax" and "taxes" include the principal amount of any . tax, cost, penalties and interest imposed upon property tags, ~ dog license tax, or Emerqency Medical Service (EMS) fees which remain unpaid for 90 davs or more after the renderinq of services which would also be treated as a tax under NCGS S 44-51.4 (underline represents new proposed language) . The final completion ot both phases ot this projecl will provide support to the Souttwlest. The water tank portion of this project has been pre awarded to Phoenix Fabricators & Erectors of IndianapoliS. IN. This project will be financed through the issuance of Cer1ificates of Participation in the name or Harnett County.
