HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, FEBRUARY 20, 1995
The Harnett county Board of Commissioners met in regular session on
Monday, February 20, 1995, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina.
Members present: H. L. Sorrell, Jr., Chairman

Chairman Sorrell called the meeting to order at 7 p.m. and
Commissioner Hill offered the invocation.
Commissioner Hill moved to approve the published agenda with the
following additions:
- Designation of lead agency for Aging Services
- Lease agreement with Town of Lillington for Animal Shelter site
- Reschedule or cancel March 6th Board Meeting
- Letter of support to Lee-Harnett Mental Health
Commissioner Bowden seconded the motion and it passed with a unanimous
vote.
CONSENT AGENDA: Upon motion by Commissioner Bowden and seconded by Commissioner Hill,
the Board unanimously approved the following items on the consent

DSS RECORDS 6. Disposal of records in the Department of Social Services:
DISPOSAL Records and parts of records from the earliest date
through June 30, 1991, in accordance with instructions
contained in the State Records Retention and Disposition
Schedule (8-1-89) issued by the NC Department of Cultural
Resources, Division of Archives and History. Cases in this
purge of files include: AFDC, AFDC-MA, Adult Medicaid, all
service section cases allowable and any other program files
or documents allowed.
Informal comments were presented by Richard Stevens, Rt. 2, Cameron,
about his concerns with the County's compliance with wetland
regulations.
POSITION UP- Neil Emory, County Manager, presented a request from the Health
GRADE HEALTH Department for the upgrade of a clerk typist position in the
DEPT. Environmental Health office. Commissioner Andrews moved to reclassify
the noted position from Clerk-Typist III, to Office Assistant IV.
Commissioner Hill seconded the motion and it passed with a unanimous
vote.
REVIEW OF Jane Schumann, Supervisor of Student Services for Harnett County
Schools, reviewed a grant that has been prepared which would fund
GRANT APPLI. liaison officers for four middle schools. The NC Crime Commission .
POLICEMEN AS grant request for the proposed Policemen As Partners Project must be
PARTNERS PROJ. submitted in the County's name. The project would include four school
resource officers. The grant would fund three forths of the cost and
the County would be responsible for the balance. Sheriff Larry Knott
also provided comments on the proposed grant. Sheriff Knott also
briefed the Board on other grants applied for by the Sheriff's
Department. The Board will consider approval of the grants at a
future meeting.
APPOINTHENTS Commissioner Bowden made a motion to approve the appointments listed
below. Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
Board of Adjustment: Tom Moore, Rt. 2, Fuquay, to replace C.P.
Tarkington as an alternate. The term will
expire 9/1/95.
Library Board: Don Ennis, Coats, for a 4-year term which will expire
1-1-99.

In the County Manager's Report, Mr. Emory reported that the Anderson
COUNTY MANAGER Creek Senior Center received a Certificate of Accomplishment from the
National Institute of Senior Centers of the National Council on the
REPORT Aging, Inc. The certificate is in recognition of efforts to improve
the quality of operations and program through completion of the Senior
Center Standards of Self-Assessment. The Board commended the Parks
and Recreation Department on this achievement.
Departmental reports were filed with the Board from the Sheriff's
Department, Health Department, Planning/Inspections/Housing, and Fire
Marshal's Office. Report of Intra-Departmental Budget Amendments was
also filed with the Board. (Attachment 2)
. Commissioner Hill requested the Board be given a report on
compensation time used by County employees.
Commissioner Bowden requested the Board receive reports from the
Industrial Development Department.
DESIGNATION OF Commissioner Bowden made a motion to designate the Mid-Carolina Agency
LEAD AGENCY FOR on Aging as lead agency for Harnett County aging programs.
AGING PROGRAMS Commissioner Sorrell seconded the motion and it passed with a
unanimous vote.
ANIMAL CONTROL Commissioner Titchener moved for approval of a lease agreement with
SHELTER SITE the Town of Lillington for the Animal Control Shelter site, includihg
LEASE a change on page 3 as recommended by the County Attorney.
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
LETTER OF SUP- Commissioner Bowden made a motion that the Board provide a letter of
PORT FOR LEE- support for a grant application by Lee-Harnett Mental Health. The
HARNETT MENTAL grant would fund a group home in Lee County that would serve
HEALTH chronically mentally ill adult citizens of Lee and Harnett Counties.
Commissioner Hill seconded the motion and it passed with a unanimous
vote.
CLOSED SESSION Commissioner Andrews made a motion that the Board go into closed
session in order to cover the following:
(a) to instruct the county staff in negotiating the price or
other material terms of a contract for the acquisition of
. real property pursuant to N.C.G.S. S 143-3l8.11(a)(5); and
(b) a personnel matter pursuant to N.C.G.S. S l43-318.11(a)(6).
Commissioner Hill seconded the motion and it passed with a unanimous
vote.
Commissioner Titchener moved that the Board come out of closed
session. Commissioner Hill seconded the motion and it passed with a
unanimous vote.
GARY POPE, Commissioner Bowden made a motion that Gary Pope be hired to fill the
EMER. MAN. vacant position of Emergency Management Coordinator. Commissioner
COORDINATOR Andrews seconded the motion and it passed with a unanimous vote.
Due to staff and Board members attending the NACo Legislative
MARCH 6, MEET- Confernce in Washington, D.C. March 3-7, the Board cancelled the
ING CANCELLED March 6, Board meeting. If a matter arises that requires action by
the Board prior to the midmonth meeting, the March 6, meeting will be
rescheduled.
There being no further business, Commissioner Andrews moved that the
ADJOURNMENT meeting adjourn. Commissioner Andrews seconded the motion and it
passed with a unanimous vote. The meeting adjourned at 8:35 p.m.
