HARNETT COUNTY BOARD OF COMHISSIONERS REGULAR HEETING, NOVEMBER 7, 1994
The Harnett County Board of Commissioners met in regular session on
Monday November 7, 1994, in the Commissioners Meeting Room, County I
Office Building, Li1lington, North Carolina.

Chairman Sorrell called the meeting to order at 9 a.m. and
Commissioner Bowden offered the invocation.
Commissioner Titchener made a motion to move the item concerning
proposed resolution on Welfare Reform to Consent Agenda. Commissioner
Bowden seconded the motion and it passed with a unanimous vote.
Commissioner Bowden moved to add the following items to the agenda:
- proposed resolution of waiver regarding Board of Elections grant
- project ordinance concerning Water Pla~~ expansion
- improvement priority of Ray Road
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
Commissioner Titchener moved to approve the agenda as published with
the changes as noted above. Commissioner Andrews seconded the motion
and it passed with a unanimous vote. I

Informal comments were provided by Mr. Floyd Hein, Anderson Creek area
concerning dry tap fee.
Rev. Warren Bock, Co-Chairman of Farm-City Week program, presented for
FARM-CITY WEEK the Board's consideration a proposed proclamation for Farm-City Week.
PROCLAMATION Commissioner Hill moved for adoption of the proclamation.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote. (Attachment 4)
Nancy Johnson, Food Stamp Supervisor, requested additional personnel
REQUEST FOR ADDITIONAL for the Food stamp Office. Commissioner Bowden moved to deny the
STAFF - DSS request and to consider staffing needs at budget time. Commissioner
Andrews seconded the motion and it passed with a unanimous vote.
RESOLUTION RE: Neil Emory, County Manager, presented for the Board's consideration a
RESEARCH TRIANGLE proposed Resolution To Join Research Triangle Regional Partnership.
REGIONAL PARTNERSHIP Commissioner Titchener moved for adoption of the resolution.
Commissioner Hill seconded the motion and it passed with a unanimous

RESOLUTION RE: REAL On December 21, 1992, the Board adopted a Resolution Adopting a Real
PROPERTY REVALUATION Property Revaluation System on Every Fourth Calendar year for the
County of Harnett, State of North Carolina. The system was to be
effective January 1, 1996. After discussion today regarding the work
load created by the Tax Manping project, Commissioner Andrews moved
that the effective date of the four-year revaluation system be
extended to January 1, 1997. Commissioner Bowden seconded the motion
and it passed with a unanimous vote.
CONSTRUCTION OF ANIHAL Neil Emory, County Manager, briefed the Board that after discussion
CONTROL FACILITY with the low bidder for the proposed animal shelter, the building

construction cost has been lowered to $70,000. With other improvement
costs totalling $30,000, the Board would need to appropriate $30,000
from contingency in order for the project to proceed. The other
option is to rebid the project. Commissioner Titchener made a motion
to appropriate the additional funds and proceed with the project.
Commissioner Bowden seconded the motion and it passed with a unanimous
vote.
ANIMAL CONTROL FEE Neil Emory, County Manager, briefed the Board on request from the
CHANGE REQUEST DENIED Health Board for approval of Animal Control fee changes. Commissioner I
Bowden moved to deny the request. Commissioner Andrews seconded the
motion and it passed with a unanimous vote.
ADDITIONAL POSITION IN Mr. Emory briefed the Board on request from the Health Board for
ENVIROHENTAL HEALTH four additional positions in Environmental Health. Commissioner
Bowden moved to approve one position at this time and consider others
at budget time. Commissioner Andrews seconded the motion and it
passed with a unanimous vote. Funds are already available in the
budget for the one additional position.
SHERIFF DEPT. AUTHORIZED Neil Emory, County Manager, briefed the Board that the North Carolina
TO REQUEST SURPLUS Law Enforcement Support Services, the State of North Carolina, and the
EQUIPMENT Department of Defense are now making available to law enforcement
agencies, excess property held by the Department of Defense. In order
to acquire items, the governing board must authorize the Sheriff's
Department to request items. The Sheriff's Department has requested
authorization to make such request. Commissioner Titchener made a
motion to approve authorization with the requirement that items
received be reported to the Finance Department as assets.
Commissioner Bowden seconded the motion and it passed with a unanimous
vote.
BIDS AWARDED FOR PUB. UTI. Neil Emory, County Manager, briefed the Board on bids that have been
ADHIN. BUILDING received for the Public Utilities Administration Building and the
Maintenance Building. Commissioner Andrews moved to award bids as
presented. Commissioner Hill seconded the motion and it passed with a
unanimous vote. (Attachment 6)
PROJECT ORD. FOR PUB. UTI. Neil Emory, County Manager, presented for the Board's consideration a
WATER TREATMENT FACILITIES proposed Harnett County Public Utilities Water Treatment Facilities
IMPROVEMENT PROJECT Improvement Project Ordinance, Part 1. Commissioner Andrews moved for I
adoption of the project ordinance. Commissioner Hill seconded the
motion and it passed with a unanimous vote. (Attachment 7)
COUNTY MANAGER'S REPORT Neil Emory, County Manager, reported on the following items:
1. Lee-Harnett Mental Health has applied for a grant to fund
building expansion of the Buies Creek facility.
2. Vacancy of Director in Emergency Management will be filled
with the department remaining as currently structured.
3. Transportation Improvement Plan
4. Community Development Block Grant application for proposed
Shawtown improvement project - Staff needs direction from the
Board on whether to resubmit.
5. Turning lanes at Harnett Central Schools - Board directed
staff to work with NC DOT and to contact legislators to
request that the project proceed.
Reports were filed with the Board from the Tax Department, Emergency
Medical Service, Veteran's Affairs, Fire Marshal's Office, D.S.S. ,
Economic Development Commission, Sheriff's Department, Tax Attorney's
Report (Attachment 8), and Intra-Departmental Budget Amendments
(Attachment 9).
RESOLUTIONOF WAIVER RE: Neil Emory, County Manger, presented for the Board's consideration a
VOTER REGIS. GRANT Resolution of Waiver regarding the Voter Registration Grant received
by the Board of Elections. Commissioner Titchener moved for adoption
of the resolution. Commissioner Bowden seconded the motion and it
passed with a unanimous vote. (Attachment 10)
The Board discussed the Transportation Improvement Program list
developed by the Transportation Coordinating Committee of the I
Fayetteville Metropolitan Planning Organization. The Board is
concerned about the low priority given Ray Road (SR 1121).

Commissioners Meeting, November 7, 1994 duly adjourned at 10:15 a.m.

I RESOLUTIOII REGARDIIIG WELFARE REFORM
WHEREAS, there is an overwhelming consensus across America that
the current welfare system is in serious need of reform. In fact,
many Americans say that the welfare system today exacerbates the
problem of poverty because it encourages dependence and fails to
provide sufficient help for people to make the transition to
self-reliance; and
WHEREAS, Harnett County, like many others, recognizes:
1. There have been large increases in county spending and
caseloads;
2. There has been enormous growth in single parent families
and children born out of wedlock and that some welfare
policies even discourage marriage;
3. The nation's child support system is not working. There is
only a 14% chance of child support actually being received by
the care-giving parent;
4. That some welfare policies discourage work and that lack of
health insurance is often a deterrent for getting off
welfare;
WHEREAS, the Harnett County Board of Commissioners believes that
any proposal for welfare reform should include:
l. Adequate federal and state funding to fully implement the
I program statewide;
2. Education, training, child care, health care and job creation
components;
3. Elimination of barriers to achieving independence;
4. Emphasis on family stability;
5. Removal of disincentives to working;
6. Enhancement of the effectiveness of the child support
program; .
7. Placement of time limits on receiving assistance.
WHEREAS, ultimately the success of welfare reform will not be
judged simply by how many people are eliminated from the income
support system, but rather by how effectively a reformed welfare
system moves people from dependency to work. A reform program that
takes people off welfare but leaves them without the ability to
provide for themselves and their children will be viewed as
inadequate.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of
Commissioners strongly supports the need for welfare reform and
invites all counties across this State to join in the effort to reform
our present welfare system by passing similar resolutions.

maintenance building can be deleted if the plant's bid exceeds the budget.
We have contacted the Contractors and told them that a decision will be made by the County
Commissioners at their Novem~r 7tt. meetillg.

I NORTH CAROLINA
RESOLUTION OF WAIVER
BE IT RESOLVED, that on the 7th day of November, 1994,
the Harnett County Board of Commissioners hereby waives the
requirement to designate 25% of the Voter Registration Grant
to county agencies to help defray the cost of voter
registration. We, the Board, designate the entire grant to
the Board of Elections.
BE IT FURTHER RESOLVED, that:
1. On October 27th, 1994, Harnett County Board of
Elections was awarded a Voter Registration Grant in
the amount of $12,000.00.
2. This grant is for the implementation of the
National Voter Registration Act of 1993.
3. The funds for this grant are one-time,
non-recurring funds for implementing programs to
improve and increase voter registration.
