HARNETT COUNTY BOARD OF CO~1ISSIONERS SPECIAL MEETING, SEPTE~ffiER 21, 1994 583
(Joint session with Board of Health)
The Harnett County Board of Commissioners met in special session on
Wednesday, September 21, 1994, in the Commissioners Meeting Room,
County Office Building, Lillington, North Carolina. The meeting was a
joint session with the Harnett County Board of Health.
Members present: H. L. Sorrell, Jr. Chairman
Beatrice Bailey Hill, Vice Chairman

Joseph T. Bowden
Walt Titchener
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Dwight W. Snow, County Attorney
Chairman Sorrell called the meeting to order at 7 p.m.
DISCUSSION RELATING The two boards discussed several items relating to delivery of
TO DELIVERY OF SERVICES services by the Environmental Health section.
BY ENVIRONHENTAL HEALTH
Henry Thompson, Health Director, and Graham Byrd, Environmental Health
Supervisor, reviewed current department structure and organization.
Pat Pope, representing the Homebuilders Association and the Board of
Realtors, recognized several citizens for comments.
The board discussed possible organizational and operational changes
that would ~ddress Friday inspections, inspections by zones, and first
come-first served policy.
John Wiggins, Health Board Chairman, reviewed the Environmental Health
pay plan and made recommendations.
Chairman Sorrell requested that monthly reports from Environmental
Health be provided to the Board of Commissioner~.
Mr. Thompson provided an update on Animal Control reports and Neil
Emory, County Manager, provided an update on the Animal Shelter.
I Mr. Thompson informed the group that the State will have rules and
regulations addressing tattoo parlor operations in place January 1.
This is a result of changes in the State Statute.
Commissioner Titchener moved that the Boards go into executive session.
Commissioner Hill seconded the motion and it passed with a unanimous
vote.
Commissioner Hill moved to come out of executive session.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote.
ACTION BY BOARD OF HEALTH Following the executive session, the Health Board took the following
actions:
Dr. Harold Dixon moved and Dr. Marilyn Brewer seconded the motion to
direct the Health Director to take the followin~ actions:
1. Get the job done as it relates to overcoming the backlog of
Environmental Health inspections.
2. Send letter to Environmental Health Specialists in
neighboring counties to request assist~~ce in overcoming
backlog.
3. That a copy of this letter be sent to Pat Pope.
The motion passed with a unanimous vote.
Mr. Albert Gregory then moved that the Health Department purchase a
I fax machine and laser level for Environmental Health. The motion was
seconded by Mr. Johnnie Chalmers. After discussion, the motion passed
unanimously.
Mr. Gregory moved and Dr. Dixon seconded the motion that Environmental
He~lth eliminate its current policy regarding no final inspections on
Frlday and return to the old policy. The motior, passed unanimously.
ADJOURNMENT There being no further business, the joint meeti~g of the Harnett
County Board of Commissioners and Harnett County Board of Health,
September 21, 1994, duly adjourned by motion mace by Commissioner
Bowden and seconded by Commissioner Andrews.
