HARNETT COUNTY BOARD OF em-mISSIONERS REGULAR ~1EETING, APRIL 18, 1994
The Harnett County Board of Commissioners met in regular session on
Monday, April 18, 1994, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 7 p.m.
Commissioner Titchener led the group in the pledge to the flag and
prayer.
Commissioner Andrews presented a request that Bobby Smith, citizen
from the northwest area of the County be allowed to address the Board
after the report from Emergency Medical Service Advisory Committee.
Commissioner Hill moved to approve the request. Commissioner Andrews
seconded the motion and it passed with a unanimous vote.
Commissioner Titchener made a motion that the Dunn Order of the Moose
be thanked for their fund raising efforts for Harnett Production
Enterprises. Commissioner Bowden seconded the motion and it passed
with a unanimous vote.
Commissioner Hill made a motion to add an item to the agenda
concerning Food Lion tax matter. Commissioner Andrews seconded the
motion and it passed with a unanimous vote.
Commissioner Bowden made a motion to delete an item from the agenda I
concerning Strategic Plan Steering Committee appointments.
Commissioner Andrews seconded the motion and it passed with a

unanimous vote.
Commissioner Andrews moved for adoption of the agenda as amended.
Commissioner Bowden seconded the motion and it passed with a unanimous
vote.

PRESENTATION HONORING Sheriff Larry Knott read a resolution from Harnett County in memory of
MEMORY OF SHERIFF Sheriff Lewis C. Rosser for his dedicated and loyal service to the
LEWIS C. ROSSER citizens of Harnett County. Chairman Sorrell presented the resolution
and a plaque to Mrs. Eloise Rosser and other family members who were
present. The Rosser Family was also given a video of a WRAL
Television news segment on Sheriff Rosser. A copy of the video will
be placed in the Harnett County Library.
INFORMAL CO~lENTS Informal comments were presented by the following citizens:
1. Steve McNeil, Rt. 6, Sanford, ooncerning request for full time
recreation position for Western Harnett area
2. George Fitzpatrick, Rt. 6, Sanford, concerning request for
structured programs for young people in the Western Harnett area
3. David Zapata, Spout Springs Fire Department, concerning
recent termination of fire chief
REQUEST FOR FUNDING Jean Shawver and Oscar McPherson, Harnett County Association of
FOR TEACHER SALARY Educators, presented a request for F.Y. 94-95 Board of Education
SUPPLEMENTS Budget concerning salary supplements for teachers.
PROPOSAL FOR FUNDING Steve Player, Director of Planning, The Wooten Company, briefed the
Board on proposal for funding request from the Community Development
REQUEST FOR SHAWTOw'N Block Grant Program to fund improvements to dilapidated property in
REVITALIZATION the Shawtown community.
Department of Social Services reports were presented to the Board
by the following section heads:
- Mayzelle Stephenson, Senior Fraud Investigator
- Bonnie Temple, Adult Medicaid Supervisor I
- Nancy Johnson, Food Stamp Supervisor

PROPOSED OPTIONS FOR Guy Cayton, Chairman, Joint Study Committee concerning Zoning,
ZONING reported to the Board on proposed options whereby zoning could be
implemented in the area of the county south of the Cape Fear River.
No action was taken by the Board.
Neil Emory, County Manager, presented a report from the Emergency
Medical Service Advisory Committee.
Bobby Smith, citizen from the northwest area of the County, addressed
the Board regarding his concerns with Emergency Medical Service
procedures.
SMART START FUNDS Senator Elaine Marshall presented a check to the Board from North
RECEIVED Carolina Department of Human Resources, Division of Child Development,
in the amount of $8,757 which is part of monies to be received for the
Smart Start program in Harnett County.
POLICY TO CONVERT Neil Emory, County Manager, presented for the Board's consideration a
EXCESS ANNUAL LEAVE resolution which would establish a policy that would allow County
TO SICK LEAVE employees to convert excess annual leave to sick leave. Commissioner
Bowden moved for adoption of the resolution. Commissioner Andrews
seconded the motion and it passed with a unanimous vote.

Neil Emory, County Manager, reported on the following items:
- Anderson Creek Rescue Squad requests that an emergency services
district be established in that area and tax levied to support the
district. I
- Mr. Emory reported that he had submitted comments in Raleigh
regarding the low level nuclear waste depository to be built in Wake
County as it relates to impact monies from tax generated on the
facility.
- Public hearings need to be scheduled to move forward with
application process for funding for proposed Shawtown project.
The following departmental reports were filed with the Board: Health,
Emergency Medical Service, Fire Marshal, and Planning. Report on
Intra-departmental Budget Amendments was also filed with the Board.

Commissioner Hill moved to proceed with scheduling public hearings
regarding proposed Shawtown improvement project to enable the CDBG
application process to move forward in a timely manner. Commissioner
Bowden seconded the motion and it passed with a unanimous vote.

ZONING CHANGE REQUEST, Chairman Sorrell called to order a public hearing on a zoning change
JOHN CHARLES BARBOUR application for John Charles Barbour, et aI, SR 1705, Averasboro
Township, from RA-20M to RA-30 Zoning District, 135+ acres. George
Jackson, Planning Director, presented the application and briefed the
group that the purpose of the public hearing was to obtain comments
from the public concerning the zoning change request. Chairman
I Sorrell opened the meeting for public comments. Comments were
provided by John Charles Barbour, applicant. There being no further
comments, Chairman Sorrell closed the public hearing. Mr. Jackson
presented the application for consideration by the Board. The
Planning Board recommended approval of the zoning change request.
Commissioner Titchener moved that the zoning change request be
approved. Commissioner Andrews seconded the motion and it passed with
a unanimous vote.
ROAD NAME CHANGE Chairman Sorrell called to order a public hearing on a road name
REQUEST, WILLIE change application for Willie Blanche Page, SR 1231, Upper Little
BLANCHE PAGE River Township, current name: Stones Road, proposed name: Blanch
Johnson Road. George Jackson, Planning Director, presented the
application and briefed the group that the purpose of the public
hearing was to obtain comments from the public concerning the
requested road name change. Chairman Sorrell opened the meeting for
public comments. There being no comments, Chairman Sorrell closed the
public hearing. Mr. Jackson presented the application for
consideration by the Board. The Planning Board recommended approval
of the request. Commissioner Bowden moved for approval of the road
name change to Blanch Johnson Road. Commissioner Hill seconded the
motion and it passed with a unanimous vote.
Bobby Wicker, Tax Administrator, presented for the Board's
REQUEST FROM FOOD LION consideration a request from Food Lion for the release of penal ties
FOR RELEASE OF TAX associated with a recent tax discovery. Following discussion of the
PENALTIES DENIED matter, Commissioner Bowden moved to deny the request. Commissioner
Andrews seconded the motion and it passed with a unanimous vote.
Bobby Wicker, Tax Administrator, reported to the Board that there were
no appeals for the Board of Equalization and Review. Therefore, it
I CLOSE-OUT OF 1994 would be appropriate to close the Board of Equalization and Review for
BOARD OF E & R this year. Commissioner Titchener moved for adjournment of the 1994
Board of Equalization and Review. Commissioner Hill seconded the
motion and it passed with a unanimous vote.
There being no further business, the Harnett County Board of
Commissioners regular meeting, April 18, 1994, duly adjourned at
9 p.m.

RESOLUTION
THAT WHEREAS, Lewis C. Rosser, Jr. was born in Harnett
County, reared in Harnett County, and was a product of the
public school system of Harnett County; and
WHEREAS, Lewis C. Rosser, Jr. by his faith in God,
interest in his community, and love for his felloWMan, chose
a career in law enforcement; and
, WHEREAS, Lewis C. Rosser, Jr. began his Harnett County
law enforcement career as a line officer in June, :970; and
WHEREAS, the citizens of Harnett County displayed their
fai~h and confidence in the leadership ability of Lewis C.
ROBt.er, Jr. by electing him Sheriff on November 6, 1978, and
supporting him as Sheriff for three consecutive terms as
Sheriff until his untimely death on Saturday, January 29,
1994, and
WHEREAS, his knowledge of the law, his innovative
leadership, and his strong commitment to the rights and I
protection of all people of Harnett County, exalted him to a
position of honor, respect, love, and esteem by his
colleagues and all who knew him.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County
Board of Commissioners, on behalf of the citizens of Harnett
County, do hereby honor and remember Lewis C. Rosser, Jr.
for his dedicated and valuable service, and his
contributions in providing Harnett County with a st~ong and
effective law enforcement system; that a copy of th;
resolution shall be given to Eloise T. Rosser, a copy spread
upo,-. the minutes of this Board, and a copy providec to the
mec'.:'.a.
Duly adopted this 18th day of April, 1994.

I PROCLAMATION
OLDER AMERICANS MONTH
MAY, 1994
"Wisdom of Yesterday/Light of Tomorrow"
May is Older Americans Month in North Carolina. The
theme for this year is "Wisdom of Yesterday/Light of
Tomorrow" .
Harnett County is fortunate to have over eleven
thousand persons age 60 and older. They have contributed
and continue to contribute to family life, neighborhoods,
towns, communities and the state. They are individuals
reflecting a great diversity of backgrounds and
capabilities.
Many older persons continue to work as statesmen,
scientists, educators, and administrators, as well as other
occupations. Many more constitute an army of volunteers.
, ' Some are facing frailties that require assistance in order
to maintain a quality of life they have earned.
NOW, THEREFORE, The Harnett County Board of
Commissioners do hereby proclaim May, 1994, as "Older
Americans Month" in Harnett County. We also proclaim May
8th through 14th as "Senior Center Week" and "Nursing Home
Week", May 15th through May 21st as "Senior Smile Week", May
22nd through 28th as "Senior Fitness Week" and "Older
Veterans Week", and urge all citizens to honor those weeks
set aside for special celebrations for older adults.
Duly adopted this 18th day of April, 1994.

RESOLUTION
CONVERSION OF ANNUAL VACATION LEAVE TO SICK LEAVE
WHEREAS, the Harnett County Board of Commissioners
expresses its intent to provide sick leave benefit policies
for county employees consistent with a policy adopted by the
I 1993 General Assembly with regard to the conversion of state
employees' and teachers' excess annual vacation leave to
sick leave; and
WHEREAS, the Harnett County Board of Commissioners
hereby adopts and implements the following Annual Vacation
Leave Conversion Policy:
At the end of each benefit year on January 1 any county
employees with accrued annual vacation leave in excess of 30
days or 240 hours shall have this leave converted to sick
leave. This converted sick leave shall be used in the same
manner as accrued sick leave and may be used for authorized
sick leave purposes. And, like regular sick leave, any
unused converted sick leave may be counted toward creditable
service at retirement up to a maximum of 12 total sick leave
days per year of service.

NOW, THEREFORE, BE IT RESOLVED, that the Harnett County
Board of Commissioners hereby adopts and implements the
Annual Vacation Leave Conversion Policy effective January 1,
1994, with a copy of this Resolution to be forwarded to the
local Governmental Employees Retirement System. I
