Members present: H. L. Sorrell, Jr. Beatrice Bailey Hill I Dan B. Andrews Joseph T. Bowden Walt Titchener Staff present: Neil Emory, County Manager Tony Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay Blanchard, Recording Secretary Chairman Sorrell called the meeting to order at 9 a.m. and Commissioner Andrews offered the invocation. Commissioner Andrews made a motion to approve the agenda as published with requested additions. Commissioner Titchener seconded the motion anG it passed with a unanimous vote. Co~~issioner Bowden moved that the item concerning appointments be included in the Consent Agenda. Commissioner Andrews seconded the mo~ion and it passed with a unanimous vote. Proclamation recognizing County Government Week (Attachment 1) LOCAL GOVERNMENT WEEK Informal Comments were presented by the following citizens: 1. Floyd Hein, Anderson Creek area, concerning request for tax refund INFORMAL COMMENTS for Robert Rider 2. Jimmy McCormick, Barbecue Presbyterian Chu=ch, concerning recreation in his community and requested ~hat Harnett County provide funding for basketball court 3 . Joe Holmes, Barbecue Church, concerning request for basketball court 4. Steve McNeil, Principal, Benhaven School, concerning request for basketball court 5. Charles Meeks, Anderson Creek area, stated that if the Board considered funding request for basketball court, that all areas of the County be considered. 6. Larry Howard, Barbecue Church, concerning request for basketball court I Tony Wilder, Assistant County Manager, presented for the Board's LEASE AGREEMENT FOR consideration, a lease agreement with Center Health and Air HEALTH DEPT. OFFICE Conditioning, Inc. for office space for the Health Department. SPACE Commissioner Bowden moved for approval of the lease agreement. Commissioner Hill seconded the motion and it passed with a unanimous vote. PROPERTY TRANSFER Tony Wilder, Assistant County Manager, presented for the Board's TO CCCC consideration, a proposed property transfer of 11. 06 acres, including building (total real estate value $111,000) cu~rently being used by Harnett County Department of Human Resources, to Central Carolina Community College with Harnett County retaining right/option to use the facility. Commissioner Titchener moved for approval of the property transfer and that the County Manager and County Attorney be authorized to negotiate terms of lease of the facility. Commissioner ----. 458 Bowden seconded the motion and it passed with a unanimous vote. A1>1ENDED LEA SE AGREEMENT Neil Emory, County Manager, submitted as public information, an FOR DSS OFFICE SPACE a~ended lease between Ralston L. Smith and Jacqueline A. Smith, and Co~nty of Harnett. The lease is for a lot with buildings located in tha Town of Lillington for use by the Harnett County Department of Social Services. REQUEST FOR TAX RELEASE Neil Emory, County Manager, presented a request from Teresa Emilson I DENIED for release of interest on her taxes. After the Board considered the State general statutes regarding this matter, Commissioner Andrews moved that the request be denied. Commissioner Hill seconded the motion and it passed with a unanimous vote. STRATEGIC PLAN STEERING Neil Emory, County Manager, briefed the Board on request from the COMMITTEE APPOINTMENT Local Government Association for appointment of five members REQUEST representing all areas of Harnett County to the Strategic Plan Steering Committee. Commissioner Andrews moved that the request be sent back to the study committee and that the matter be brought back to the Board at the next regular meeting. Commissioner Bowden seconded the motion and it passed with a unanimous vote. Neil Emory, County Manager, reported on the following items: County Government Week promotion, Special Olympics: National Library Week, Public Health Week, and visits by the County Manager to Harnett Ce~tral High School social studies classes. Re?orts were filed with the Board from the Tax Department and Ve.terans' Affairs. The Tax Attorney's Report was also filed with the Board (Attachment 2). REQUEST FOR FUNDING FOR After discussion by the Board concerning request for funding of BASKETBALL COURT IN basketball court in the Barbecue area, Commissioner Bowden moved that BARBECUE AREA the Parks and Recreation Department gather information concerning the matter and bring back to the Board for consideration at a later date. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Hill moved that the Board go into executive session I to discuss personnel matters. Commissioner Bowden seconded the motion and it passed with a unanimous vote. Commissioner Hill moved that the Board come out of executive session. Commissioner Andrews seconded the motion and it paEsed with a unanimous vote. RESOLUTION RE: CAPITAL Nbil Emory, County Manager, presented for the Board's consideration, a RESERVE FUND FOR DUNN/ proposed resolution to establish Capital Reserve F~nd for Dunn/Erwin ERWIN LANDFILL OPERATION Landfill operation. Commissioner Titchener moved for adoption of the resolution. Commissioner Bowden seconded the motion and it passed with a unanimous vote. (Attachment 3) TAX REFUNDS APPROVED Co~issioner Andrews moved for approval of tax refunds as requested by the Tax Department. Commissioner Hill seconded the motion and it passed with a unanimous vote. (Attachment 4) Commissioner Titchener moved for approval of the following budget amendment: Department of Social Services Code 10-7700-0020 Salaries & Wages 8,141. decrease 10-7700-0030 Salaries & Wages Part-time 8, 141. increase Commissioner Bowden seconded the motion to approve the budget amendment and it passed with a unanimous vote. APPROVAL FOR COUNTY TO Commissioner Titchener moved for approval of the parchase of a PURCHASE ALAN PARKER waterline system (77 metered customers) in the Allen Parker Mobile WATERLINE SYSTEM Home Park on SR 1122, Old Farm area of Spring Lake. Commissioner 30wden seconded the motion and it passed with a unanimous vote. I WATER SUPPLY CONTRACT ~.:_ Bain, Public Utilities Attorney, presented for the Board's WITH JOHNSTON COUNTY cr~sideration a proposed contract between Johnston County and Harnett Cvunty whereby each county will supply water to the other on an emergency or requested basis. Commissioner Bowden moved to approve the contract with Johnston County. Commissioner Andrews seconded the motion and it passed with a unanimous vote. The waterlines from Johnston County will be linked with the waterlines in East Central Water & Sewer District of Harnett County. PROCLAMATION "COUNTY GOVERNMENT WEEK" I WHEREAS, North Carolina's 100 county governments have in fact served this state since 1663, working in partnership with the State to deliver services and provide leadership for our communities; and WHEREAS, Harnett county is on the forefront of many issues critical to both our state and nation, including health care, child and elder care, environmental protection, social services, job training, public education, emergency medical services, drug and alcohol abuse treatment, law enforcement, water and sewer services, and library services. WHEREAS, Harnett County is a major partner in the public education system, having provided $7,470,536 in 1993-94 to support elementary-secondary schools and of this amount, approximately, 34 percent of these dollars helped to fund improved or new school facilities and 66 percent was used to support current operations of schools; and WHEREAS, Harnett County continues to initiate efforts to help deliver services more effectively and efficiently; and WHEREAS, those serving as county officials are dedicated to , ' providing services to our citizens without undue burden on the taxpayers. NOW, THEREFORE, THE HARNETT COUNTY BOARD OF COMMISSIONERS does hereby proclaim April 16 through April 23, 1994, as "National County Government Week in North Carolina" and urges all citizens to be more involved in and aware of issues facing our counties. ESTABLISHMENT AND MAINTENANCE OF 'l1IE BARNETf COUN'lY DUNN-ERWIN SOLID WASTE LANDFILL I CAPITAL RESERVE FUND WHEREAS, there is a need in Dunn-Erwin, County of Harnett to provide funds for closure for permit number, 43-02, Harnett County Dunn-Erwin landfill and WHEREAS, the County of Harnett must bear the cost of closure for the landfill at an estimated cost of $1,449,400. NOW, THEREFORE, BE IT RESOLVED BY mE GOVERNING BOARD THAT: Section 1. The Governing Board hereby creates a Capital Reserve Fund for the purpose of closure for the permit number, 43-02 landfill. Section 2. This Fund will remain operational for a period not to exceed the life of the landfill and the post-closure care plan beginning December 31, 1997 and ending December 31, 2027 or until a cumulative sum not to exceed one million seven hundred sixty-three thousand four hundred dollars ($1,763,400) has been received. ,- Section 3. The Board will appropriate or transfer an amount of no less than $237,350 each year to this Fund. Section 4. This Resolution shall become effective and binding upon its adoption.
