Members present: H. L. Sorrell, Jr. Beatrice Bailey Hill Joseph T. Bowden Walt Titchener Commissioner Dan B. Andrews was absent. Staff present: Neil Emory, County Manager Tony Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Chairman Sorrell called the meeting to order at 11 a.m. ACTION CONCERNING Dwight Snow, County Attorney, briefed the Board that at the regular ALCOHOL BEVERAGE ITEM Board meeting on March 21, 1994, action was taken to request the Board FOR MAY 31, 1994 of Elections to hold an alcohol beverage election on Tuesday, May 31, ELECTION RUN OFF 1994. The requested item to be included on the ballot is as follows: To permit the "on-premises" sale of malt beverages by Class A hotels, motels, and restaurants only; and to permit "off-premises" sales by other permittees. FOR AGAINST I Mr. Snow briefed the Board on additional options concerning the proposed alcohol beverage election. After discussion, Commissioner Bowden made a motion for the following item to be included on the ballot May 31, 1994, along with the above mentioned item: To permit the "on-premises" and "off-premises" sale of unfortified wine. FOR AGAINST Commissioner Titchener seconded the motion and it passed 3 to 1, with Commissioner Hill casting the dissenting vote. Commissioner Andrews was absent. LEASE AGREEMENT FOR Commissioner Bowden moved for approval of a lease agreement with D.A. OFFICE Frankie Hamilton and wife, Trudy Hamilton, for office space for the District Attorney's Office. Commissioner Sorrell seconded the motion and it passed with a unanimous vote. There being no further business, the Harnett County Board of Commissioners special meeting, March 25, 1994, duly adjourned at 11:42 a.m. $/L~ p - - 1. H. L.
