I Members present: H. L. Sorrell, Jr. Beatrice Bailey Hill Dan B. Andrews Joseph T. Bowden Walt Titchener Staff present: Neil Emory, County Manager Tony Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Recording Secretary Chairman Sorrell called the meeting to order at 7 p.m. and Commissioner Hill offered the invocation. Commissioner Hill moved to adopt the the agenda as published. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Floyd Hein, Anderson Creek, concerning dry water taps and tax mapping 2. Tom Cooley, Lillington, concerning change of telephone area code 3. Charles Meeks, Anderson Creek, concerning membership of Anderson Creek Senior Center Advisory Committee, and stated that Cumberland County has had reported cases of rabies in animals Landon Barefoot, General Manager, Crown Cable, reported on progress and future plans for cablevision in Harnett County. Grady Strickland, Carolina Telephone, briefed the Board on recent change of telephone area code from 919 to 910~ SOUTHWEST W & S Chairman Sorrell stated that the Board would now consider certain PROJECT ORD. PHASE II matters sitting in its capacity as the governing body of Southwest Water and Sewer District of Harnett County. Al Bain, Public Utilities Attorney, presented a project ordinance for Phase II of Southwest Water and Sewer District. Commissioner Bowden moved for adoption of the project ordinance. Commissioner Andrews seconded the motion and I it passed with a unanimous vote. (Attachment 6) There being no further business, Chairman Sorrell closed the Southwest Water and Sewer District portion of the meeting. Chairman Sorrell stated that the Board would now consider certain SOUTH CENTRAL W & S RESULTS OF BOND matters sitting in its capacity as the governing body of South Central ELECTION Water and Sewer District of Harnett County. Al Bain, Public Utilities Attorney, presented a proposed resolution to certify and declare results of Bond Election held on January 18, 1994. Commissioner Hill moved for adoption of the resolution. Commissioner Bowden seconded the motion and it passed with a unanimous vote. (Attachment 7) CAP ON REZONING Neil Emory, County Manager, briefed the Board on current charges for APPLICATION FEES rezoning petition fees and recommendation by the Planning Department staff that the fee schedule be amended by adding a cap of $500.00 for each petition. Commissioner Andrews moved to amend the fee schedule for a rezoning petition to charge $100.00 plus $25.00 per acre over the first ten acres with a maximum charge of $500.00. Commissioner Bowden seconded the motion and it passed with a unanimous vote. PROPOSED SERVICE Neil Emory, County Manager, briefed the Board concerning proposed DISTRICT IN SOUTHERN service district and insurance district extensions to serve citizens SECTION OF COUNTY in the southern section of the County. Commissioner Bowden moved that the County Attorney look into the legal aspect of proposal and that the fire departments in area involved be notified before action is taken. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Tony Wilder, Assistant County Manager, presented items concerning the AIRPORT ITEMS Harnett County Airport for the Board's consideration. Commissioner Titchener moved for approval of the items listed below regarding the I Harnett County Airport. Commissioner Andrews seconded the motion and it passed with a unanimous vote. 1. Transportation Improvement Program for FY 95-99 2. Airport Grant for removal of clearance violations. $12,800.00 will be allocated by the County and the State will reimburse 50% of the costs ($6,400) . Engineering services for the project will be provided by Talbert & Bright, Inc. 3. Contract with Talbert & Bright, Inc., for acquiring a Remote Communications Outlet, which will allow pilots to communicate directly with Fayetteville tower while on ground. ----.._-~- 427 4. Lease Agreement between County of Harnett and Ginn, Inc. for Fixed Base Operator for Harnett County Airport Neil Emory, County Manager, reported to the Board on the following items: 1- Proposals for underwriters service I 2. Budget schedule for FY 94-95 3. Proposed low level nuclear solid waste site - community compensation 4. Approval of Woodlake water extension plans The following reports were filed with the Board: Budget, Planning/Inspections/Housing, Health Department, Fire Marshal, Social Services, and Tax Releases. Commissioner Hill moved that the Board go into executive session to discuss personnel and legal matters. Commissioner Bowden seconded the motion and it passed with a unanimous vote. NORTH CAROLINA, RESOLUTION ACCEPTING BID OF ONE HARNETT COUNTY, NEW LANDFILL COMPACTOR THAT WHEREAS, the County of Harnett has heretofore solicited bids in connection with a New Landfill Compactor to be acquired for use by the Harnett County Solid Waste Management Department; and WHEREAS, said bids were solicited pursuant to the General Statutes of the State of North Carolina and all bid sol icitation requ i rement s have been complied with; and WHEREAS, the County of Harnett owns a 1978 Rex 3-5~ Landfill I Compactor, SIN #HTR681T; and WHEREAS, Harnett County does hereby declare said 1978 Compactor surplus property; and WHEREAS, Harnett County desires that surplus 1978 Compactor be considered for trade in bid negotiations for new Landfill Compactor; and WHEREAS, bids were received by the County of Harnett in response to such solicitation of bids; and ~- 428 WHEREAS, said bids were delivered to the Harnett County Office Building on Front Street, Lillington, N. c. , where they were opened, read aloud, and evaluated; and WHEREAS, the County of Harnett has determined that E. F. Craven Company has submitted the lowest bid which meets the bid requi rements I and that E. F. Craven Company is the lowest responsible bidder, taking into consideration quality, performance, service and other requirements specified by the bid solicitation process con~ucted by the County of Harnett; and WHEREAS, the Harnett County Board of Commissioners, meeting in regular session on Februa ry 21, 1994 has reviewed the proposals submitted and has concluded that the contract to provide One New Landfill Compactor for the above referenced County Department should be awarded to E.F. Craven Company. NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of , Commissioners, upon motion duly made, seconded and adopted, that the bid of E.F. Craven Company in the net amount of ONE HUNDRED NINETY FOUR THOUSAND, AND NO/1~~ DOLLARS ($194,~~~.~~) to provide a New Landfill Compactor shall be and same is hereby accepted, the contract for such shall be awarded by the County of Harnett to E. F . Craven Company, and the appropriate officials of the County of Harnett shall be and they are hereby directed to notify E. F . Be it ordained by the Board of Commissioners of the County of I Harnett: Section 1. The water quality improvements will consist of a new 54,000,000 gallon raw water storage reservoir with granulated activated carbon media. Section 2. SOUTHWEST WATBR AND SEWBR DISTRICT Phaae II - Project ordinance BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY, NORTH CAROLINA, SITTING AS THE GOVERNING BOARD FOR THE SOUTHWEST WATER AND SEWER DISTRICT: I Section 1. The Southwest Phase II project consists of improvements in both Johnsonville and Barbeque T.......ships. The present population within the district is approximately 7,176 based on 2.6 persons per household. There are over 200 potential connections along the proposed lines of Phase II. There are presently over 2,300 connections that have connected to the Phase I system. It is estimated that with the completion of Phase II of this district, the total customer county will be 2,500. The project will mainly consist of approximately 20 miles of 2 inches through 8 inches of water mains, fire hydrants, and approximately 200 individual meter services. Water is purchased from the Harnett from the Harnett County Northeast Metro Water Treatment Facility via South Central Water and Sewer District at a connection point located at the intersection of SP-1141 and SR-1116 - 432 d the West Central Water and Sewer District at connection po~nt " ~~ the boundary limits on SR-1222. The district will contract wl.th the County utility Department to manage and operate the system. The district will be regulated by the Southwest Water and Sewer District Board of Advisors and the Harnett County Board of Commissioners. section 2. " EXTRACTS FROM MINUTES OF BOARD OF COMMISSIONERS OF THE COUNTY OF HARNETT, SITTING AS THE GOVERNING BODY OF THE SOUTH CENTRAL WATER AND SEWER DISTRICT OF HARNETT COUNTY * * * * The Clerk of the Board of Commissioners of the County of Harnett and of the South Central Water and Sewer District of Harnett County placed before the Board of Commissioners, sitting as the governing body of the District, a Certificate of Canvass of the Harnett County Board of Elections certifying to the Board of Commissioners the results of the Special Election held for the South Central Water and Sewer District of Harnett County on January 18, 1994. Any action or proceeding challenging the regularity or validity of this bond referendum must be begun within 30 days after .
