HARNETT COUNTY BOARD OF CO~~1ISSIONERS REGULAR MEETING, FEBRUARY 7, 1994
The Harnett County Board of Commissioners met in regular session on
Monday, February 7, 1994, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 9 a.m. and
Corrmissioner Andrews offered the invocation after a moment of silence
in memory and honor of Sheriff Lewis Rosser, Jr. who passed away on
January 29, 1994.
Commissioner Hill moved to adopt the agenda as published.
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
CONSENT AGENDA Upon motion made by Commissioner Andrews and seconded by Commissioner
Bowden, the Board unanimously approved the following items from the

Gladys Walker, recently retired employee in the Public Buildings
Department, was presented a resolution of appreciation and a plaque
in recognition of her contributions and service to the citizens of
Harnett County.
Harnett County Emergency Medical Service personnel presented a
I DEMONSTRATION BY EMS demonstration of their current paramedic skills. Personnel from
Lillington Fire Department First Responders assisted with the
demonstration.
REQUEST TO PAVE SR 2083 Teena Baker and Cynthia McLawhorn, residents of SR 2083, briefed the
Board on their request for paving of SR 2083 (Anderson Road).
FmHA LOANS BRIEFING Nancy Myatt, Local Board of Realtors, introduced Julie Hessman, FmHA,
who briefed the group on availability of FmHA housing loans and
opportunities in Harnett County.
EAST CENTRAL MEETING Chairman Sorrell stated that the Board would now consider certain
matters sitting in its capacity as the governing body of East Central
Water and Sewer District of Harnett County. Al Bain, Public Utilities
Attorney, presented for the Board's consideration a resolution
establishing rules and regulations for operation of East Central Water
and Sewer District of Harnett County. Commissioner Andrews moved for
adoption of the resolution. Commissioner Sorrell seconded the motion
and it passed with a unanimous vote. (Attachment 3) There being no
further business, Chairman Sorrell closed the East Central Water and
Sewer District portion of the meeting.
NEW FIXED BASE OPERATOR Eugene Stewart, Chairman, Harnett County Airport Committee, presented
FOR HARNETT COUNTY the committee's recommendation for Fixed Base Operator services at the
AIRPORT Harnett County Airport. Mr. Stewart stated that the committee
unanimously approved Ron T. Ginn and Judith A. Ginn, operating as
Ron's Aircraft Services, Inc. for recommendation to the Board of
Commissioners to serve as Fixed Base Operator. Commissioner Titchener
made a motion to approve the recommendation of the Airport Committee
that the County contract with Ron's Aircraft Services, Inc. for a
. period which will begin March 1, 1994, and continue through February
I 28, 1999; and to waive the requirements of a 4,000 square foot
maintenance hangar as specified in Section 14 of "An Ordinance
Establishing Minimum Standards for Fixed Base Operators of Harnett
County Airport. Commissioner Bowden seconded the motion and it passed
with a unanimous vote.
Jack Bryan, Social Services Director, and Gerelene Goodman, Social
REQUEST FROM DSS FOR Worker Supervisor, briefed the Board concerning DSS' request for a
DAY CARE POSITION temporary Day Care Coordinator position. No action was taken by the
Board regarding this matter.
HUMAN RESOURCES SDA Neil Emory, County Manager, briefed the Board th~t at this time of the
CHANGED TO MID-CAROLINA year the County may request a change in its Service Delivery Area
designation. Currently Harnett County is a member of the Capital Area
SDA, and the County may choose to return to Region M SDA.
Designation of Service Delivery Area impacts programs administered by
Human Resources. Commissioner Bowden made a motion that Harnett
County request redesignation as a member of Region M Service Delivery
Area. Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
County Manager's Report:
- Briefing on the proposed low level nuclear waste site in Wake
County and its impact on Harnett County. The County staff will put
together a program for presentation to the State regarding
community impact money.
- Western Harnett ~ecreation has requested a supplement from the
County for their recreation program.
- Budget process for Harnett County's F.Y. 1994-95 Budget will start
this month.
I The following reports were filed with the Boare: Sheriff's
Department, Environmental Health, Emergency Medical Service, Veteran's
Affairs, Health Department, Department of Soci~l Services, and Tax
Releases. Intra-Departmental Budget Amendments and Tax Attorney's
Report were also filed with the Board. (Attachrr,ants 4 & 5)
Commissioner Hill moved for the Board to go into executive session.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote.
Commissioner Titchener moved for the Board to come out of executive
session. Commissioner Hill seconded the motion and it passed with a

unanimous vote.
LARRY KNOTT APPOINTED Commissioner Andrews moved to appoint Larry C. Knott to finish the
SHERIFF unexpired term of Sheriff Lewis Rosser Jr. who passed away January 29,
1994. Commissioner Titchener seconded the motion and it passed 3 to 2
with Commissioners Bowden and Hill casting the dissenting votes. I
Sheriff Knott will serve until December of this year when the newly
elected sheriff will take office.
RECLASSIFICATIONS Commissioner Andrews moved for reclassifications and salary
adjustments as listed on Attachment 6. Commissioner Bowden seconded
the motion and it passed 4 to 1 with Commissioner Hill casting the
dissenting vote.
AMENDMENT TO GOVERNMENT Con~issioner Titchener moved to adopt an amendment to the Governmental
COMPLEX ORn. Corr~lex Project Ordinance. Commissioner Andrews seconded the motion
and it passed with a unanimous vote. (Attachment 7)
RESOL. NAMING MEMBERS Commissioner Titchener moved to adopt a resolution naming members to
the Averasboro Township Tourism Development Authority. Commissioner
AVERASBORO TOWNSHIP Bowden seconded the motion and it passed with a unanimous vote.
TOURISM DEV. AUTHORITY (Attachment 8)
Commissioner Andrews made a motion that the County purchase two video
tapes of news coverage from WRAL TV concerning Sheriff Rosser.
Commissioner Titchener seconded the motion and it passed with a
unanimous vote. One tape will be given to the Rosser family and one
placed in the Harnett County Library.
ADJOURNMENT There being no further business, the Harnett County Board of
Commissioners regular meeting, February 7, 1994, duly adjourned at
11:35 a.m.

RESOLUTION
THAT WHEREAS, Gladys Walker was born in Harnett County,
was reared in Harnett County, and has dedicated her life to
service in Harnett County; and
WHEREAS, Gladys Walker began her service to Harnett
County with the Sheriff's Department more than twenty one
years ago and since 1978 has worked for the Public Buildings
Department; and
WHEREAS, Gladys Walker has given unselfishly of her
time, energy and devotion in order to maintain a clean and
pleasant environment which was enjoyed by all citizens and
employees of Harnett County; and
WHEREAS, on December 31, 1993, after twenty one years
and six months of loyal service, Gladys Walker retired from
the Harnett County Public Buildings Department.
I NOW THEREFORE, BE IT RESOLVED by the Harnett County
Board of Commissioners, that Gladys Walker retired from her
loyal and dedicated service to Harnett County with great
honor and distinction. That Gladys Walker be and is hereby
commended on behalf of all the citizens of Harnett County
for her valuable and immeasurable service. That a copy of
this resolution shall be given to Gladys Walker, a copy
spread upon the minutes of this Board, and a copy provided
to the media, '.

RESOLUTION ESTABLISHING RULES AND REGULATIONS
FOR OPERATION OF EAST CENTRAL VATER AND SEVER
I DISTRICT OF HARNETT CO~~~l
WHEREAS, the Harnett County Board of Commissioners, sitting as the governing
body of the East Central Water and Sewer District' of Harnett County, (hereinafter
the "Board") recognizes the need for general rules and regulations to manage and
operate the water distribution system of the East Central Water and Sewer
District of Harnett County (hereinafter the "District") during both its
construction period and thereafter; and
WHEREAS, Harnett County now is operating and managing the systems of several
water service districts within Harnett County and utilizes with respect thereto
the current operational Rules and Regulations of the Northeast Metropolitan Water
District of Harnett County; and
WHEREAS, it has been recommended to the Board by the Harnett County Director
of Public Utilities that the currently existing Rules and Regulations for the
Northeast Metropolitan Water District of Harnett County, except as the same
relate to Section 28 regarding Classifications, Rates, Fees and Charges and
Section 29, be used as the rules and regulations for the District; and
I WHEREAS, it is the desire of the Board to make provision in said rules and
regulations for the water rates, charges and fees to be applicable to said
District, and in conjunction therewith desires to adopt as Section 28, and
Section 29 of said rules and regulations the provisions herein below set forth.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS,
SITTING AS THE GOVERNING BODY OF THE EAST CENTRAL WATER AND SEWER DISTRICT OF
HARNETT COUNTY THAT:
1. The currently existing rules and regulations applicable to the Northeast
Metropolitan Water District of Harnett County except as the same relate to
Section 28 regarding Classifications, Rates, Fees and Charges and Section 29, are
hereby established as the rules and regulations for the water operations of the
District.
2. Section 28 of said Rules and Regulations shall read and be as follows:
Section 28. Classificati.ons_ Rates_ Fees and Char2es.
(a) Classification of Service.
All services are classified under two categories to include residential
or multi-unit services.
A residential service is a service which provides water to a single
I family residence and the buildings appurtenant thereto.
A multi-unit service is a service which provides water to more than one
single family residence or more than one user unit.
(b) Rate Schedules.
(1) Residential Services:
Water Schedule Monthlv Rate
First 2,000 gallons $ 13. 10
(minimum)
All water used over $ 2.50 per 1,000
2,000 gallons gallons

(2) Multi-Unit Services:
The minimum amount of $13 .10 per unit or the
amount equal to the cost of the number of gallons
used through the multi-unit service at the rate
of $2.50 per 1,000 gallons, whichever amount is
greater.
(c) Tan-On-Fees. (To become effective after completion of initial sign I
up period.)
Tan-On-Fees.
The following tap-on-fees shall apply to the meter services described:
2 inch connection $1,400
1 1/2 inch connection 800
1 inch connection 675
3/4 inch connection 500
The multi-unit or master meter connection fee is cost of materials,
plus twenty (20) percent. .
Larger connections shall be negotiated as may be appropriate.

Others Negotiated
(e) Rates for nersons livin2 outside the District.
Rates for persons living outside the East Central Water and
Sewer District of Harnett County shall be equal to rates for
persons living inside the District so long as no tax is
levied within the District for support of the system; if a
tax is levied on users inside the water District for the
purpose of supporting the water system, then the users
outside the District shall pay an increased rate as
established by the County from time to time. In setting
such increased rate, the County will take into consideration
the rate paid by persons inside the District plus taxes
levied on them for support of the water system.
3. Section 29 is added to said Rules and Regulations and reads as follows:
Section 29.
In the event the District desires to connect its water
distribution system to previously existing systems, all such
systems must have the approval of the Division of Health
Services of the North Carolina Department of Environment,
Health and Natural Resources before such connection may take
place and, unless otherwise specifically approved by the
District, all previously existing sources of water must be
completely abandoned and rendered incapable of future water
production.
4. This Board retains the right to make such changes in said Rules and I
Re~ulations as applied to the District as may be needed from tim~ to time.

COUNTY OF HARNETT
I GOVERNMENTAL COMPLEX PROJECT ORDINANCE
AMENDMENT TO THE GOVERNMENTAL COMPLEX ORDINANCE due to details
received from the Architectural study performed by Skinner, Lamm,
Hood, & Highsmith
BE IT ORDAINED by the Board of Commissioners of the County of
Harnett:
Section 1. To construct a Health & Social Services
building to provide space for the Social Services, Health Services,
Aging and Environmental Health Departments. The new building will
consolidate these departments at a single location, thereby
resulting in a greater efficiency of operation, convenience for the
public and potential for future expansion. The proposed building
will provide approximately 89,000 square feet of space to be
located on two levels with associated parking, landscaping, and
utilities. This will be the first building in a new governmental
I complex.
Section 2. To renovate and construct Harnett County school
facilities.
Section 3. The project ordinance for these projects,
previously called the Governmental Complex Project, will be renamed
Harnett County School Construction and Health and Social Services
Building Construction Program.
Duly adopted this 7th day of February, 1994.

NORTH CAROLINA
RESOLUTION NAMING MEMBERS OF THE
AVERASBORO TOWNSHIP TOURISM DEVELOPMENT AUTHORITY
THAT WHEREAS, the North Carolina General Assembly did, on the 5th
day of May, 1987, ratify legislation entitled "An Act to Authorize the
Levy of a Room Occupancy and Tourism Development Tax in Averasboro
Township in Harnett County"; and
WHEREAS, the Harnett County Board of Commissioners by resolution
adopted on July 5, 1987, did levy the tax therein authorized in
Averasboro Township, Harnett County, North Carolina, effective on the
1st day of September, 1987; and
WHEREAS, in said resolution so adopted on July 6, 1987, the
Harnett County Board of Commissioners established the Averasboro
Township Tourism Development Authority as prescribed in the above
referenced act; and
WHEREAS, Mr. Billy Tart, operator of Triangle Waffle, and Mr. Lee
Toler, operator of Ramada Inn, have been recommended for reappointment
to the Authority with Mr. Al Gower recommended as chair for the
authority.
NeW, THEREFORE, BE IT RESOLVED by the Harnett County Board of I
Commiseioners that Mr. Billy Tart and Mr. Lee Toler, shall be and are
hereby reappointed to serve as members of said Authority and Mr. Al
Gower appointed chair, as set forth in the above referenced Act.
Duly adopted this 7th day of February, 1994.
