HomeMy WebLinkAbout02081990 :.55 HARNETT COUNTY BOARD OF COMMISSIONERS SPECIAL MEETING, FEBRUARY 8, 1990 The Harnett County Board of Commissioners met in special session on Thursday, February 8, 1990, in the County Office Building, Lillington, North Carolina, with the following members present: Bill Shaw, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Commissioner Rudy Collins was absent. Others present were Dallas H. Pope, County Manager; W. Glenn Johnson, I County Attorney; Vanessa W. Young, Clerk to the Board; and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 7:30 a.m. Commissioner Hudson offered the invocation. BUDGET AMEND. Dallas H. Pope, County Manager, requested the following budget amendment for the Planning Department: Code 10-7200-045 Contracted Services 51,700. increase Revenue: 10-3480-051 DOT Grant 28,25l. increase 10-3990-000 Fund Balance Appropriated 23,449. increase Commissioner Smith moved for the approval of the budget amendment. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested the following budget amendment for Public Utilities (South Central Operating): Code 30-9300-073 Capital Outlay - other Improvements 6,000. increase Revenue: 30-3970-002 Transfer from General Fund 6,000. increase Commissioner Shaw moved for the approval of the budget amendment. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested the following budget amendment for Interfund Transfers: Code 10-8701-107 Public Utilities -So. Cent. 6,000. increase Revenue: 10-3990-000 Fund Balance Appropriated 6,000. increase I Commissioner Shaw moved for the approval of the budget amendment. Commissioner Hudson seconded the motion and it passed with a unanimous vote. EXECUTIVE SESS. Commissioner Hudson made a motion to go into executive session. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Hudson made a motion to come out of executive session. Commissioner Smith seconded the motion and it passed with a unanimous vote. MOT ION RE: John M. Phelps, II, Public Utilities Attorney, offered the following motion ENGINEERING for the Board's consideration: SERVICES FOR CAPE FEAR REGIONAL Motion to select the engineering firm of Black and Veatch to perform the WASTEWATER SYSTEM design and related services for the following portions of the Cape Fear Regional Wastewater System: ( 1) Interceptor from Highway 421 at Buies Creek to Wastewater Treatment Plant and (2) Wastewater Treatment Plant and to designate Black and Veatch as the lead engineers for the System; and to select the engineering firm of Ragsdale Consultants, P.A. to perform the design and related services for the following portions of the Cape Fear Regional Wastewater System: ( 1) Interceptor from Angier to Highway 421 at Buies Creek (2) Interceptor from Lillington to Wastewater Treatment Plant; I providing further that the County Manager, County Utilities Attorney, and the Director of Public Utilities shall formulate with each firm named contract documents in a form acceptable to them setting forth the necessary agreements relating to the services to be provided; and authorizing the Chairman of this Board and the Clerk to the Board to execute said documents; and to cause such documents to be spread upon the Minutes. Commissioner Hudson then moved to adopt the motion as offered.
