The Harnett County Board of Commissioners met in regular session on
I Monday, October 4, 1993, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 9 a.m. and
Commissioner Andrews offered the invocation.
Commissioner Hill moved to approve the agenda as published with the
addition under new business of a proposed resolution opposing proposed
increase in homeowners insurance. Commissioner Bowden seconded the
motion and it passed with a unanimous vote.
CONSENT AGENDA Upon motion made by Commissioner Andrews and seconded by Commissioner
Bowden, the Board voted unanimously to approve the following items

unexpired term of Lois Hall which will expire 9-1-95

INDEXING SYSTEM FOR Lesa Price, Director, Data Processing, briefed the Board on proposed
REGISTER OF DEEDS contract to purchase computerized indexing and imaging system for the
Register of Deeds Office. Commissioner Titchener moved to table the
matter. Commissioner Hill seconded the motion and it passed 3 to 2
with Commissioners Andrews and Bowden casting the dissenting votes.
Ellen McClay, Alcohol and Drug Prevention Specialist, Harnett County I
RED RIBBON WEEK Schools, presented for the Board's consideration a proposed resolution
declaring the week of October 23-31, 1993, as Red ~,ibbon Week.

declaring October 11-17, 1993, as Extension Homemakers Week.
Commissioner Titchener moved for adoption of the resolution.
Commissioner Hill seconded the motion and it passed with a unanimous
vote. (attachment 4)
FLOYD HEIN ADDRESSED Floyd Hein, citizen from Anderson Creek area, praised the Board of
THE BOARD Equalization and Review and several Tax Department employees for
action taken on tax assessments. Mr. Hein also briefed the Board of
Commissioners on his concerns regarding the Zoning Ordinance.
PROPOSED WATERSHED George Jackson, Planning Director, and Tom Taylor, Chief Planner,
O@INANCE briefed the Board on proposed Watershed Ordinance which is required by
the State. A public hearing on the proposed Water3hed Ordinance is
scheduled for October 18, 1993.
CAP/DA N6il Emory, County Manager, briefed the Board on p~oposed Community
Alternative Program for Disableci Adults (CAP/DA). :::::ommissioner Bowden
fficved to designate the Department of Aging as lead agency and to
a~~horize submittal of the application with a lett6r of endorsement
f~- 3m the Chairma:.l of the Board of Commissioners. '::o:nmissioner Hill
s~~onded the mot~on and it passed with a unanimous vote.
Reports were filed with the Board from the Department of Social I
Services, Planning/lnspections/HUD, Emergency Medical Service, and Tax
Department. The Tax Attorney's Report was also filed with the Board
and is copied at the end of these minutes as attachment 5.
RESOLUTION OPPOSING Commissioner Ti tchener moved for adoption of a resolution opposing
INCREASE IN HOMEOWNERS INS. proposed increase in homeowners insurance and asked that a
representative from the County attend the public hearing in
Raleigh to express the County's opposition. Commissioner Hill
seconded the motion and it passed with a unanimous vote.

Commissioner Hill moved that the Board go into executive session to
discuss land acquisition and personnel matters. Ccmmissioner Andrews
seconded the motion and it passed with a unanimous vote.

Commissioner Titchener moved that the Board come out of executive
session. Commissioner Hill seconded the motion and it passed with a
unanimous vote.
DALLAS POPE & BILL SHAW Commissioner Bowden moved that Dallas H. Pope and Bill Shaw be
APPOINTED TO ARCHITECT. appointed to the Architectural Committee. Commissioner Titchener
I COMMITTEE seconded the motion and it passed with a unanimous vote.
APPROVAL OF PURCHASE OF Commissioner Bowden made a motion to approve the purchase of property
CAROLINA SOLOITE CORP. from Carolina Soloite Corporation. The land will be used by the
PROPERTY Public Utilities Department in the development of a reservoir for the
County's water system. Commissioner Andrews seconded the motion and
it passed with a unanimous vote. The County will pay $70,000 for the
15 acre tract.
ADOURNMENT There being no further business, the Harnett County Board of
Commissioners regular meeting, October 4, 1993, duly adjourned at
11:30 a.m.

RESOLUTION DECLARING OCTOBER 23-31, 1993
"RED RIBBON WEEK"
THAT, WHEREAS, alcohol and other drug abuse has been
identified as one of the greatest threats to the future of
our nation, and the 15 to 24-year-old age group is dying at
a faster rate than any other age group; and
WHEREAS, it is imperative that visible, unified
preventive education efforts by community members be
launched to reduce the demand for drugs; and
WHEREAS, the National Red Ribbon Campaign will be
celebrated in every community in America during "Red Ribbon
Week," October 23-31, 1993; and
WHEREAS, business, government, law enforcement,
schools, religious institutions, service organizations,
youth, physicians, senior citizens, military, sports teams,
and individuals will demonstrate their commitment to drug
free, healthy lifestyles by wearing and displaying red
ribbons during this week-long campaign;
NOW, THEREFORE, BE IT RESOLVED that the Harnett County
Board of Commissioners do hereby support October 23-31,
1993, as Red Ribbon Week, and encourage its citizens to
participate in drug prevention education activities, making
a visible statement that we are strongly committed to a
drug-free community.
BE IT FURTHER RESOLVED, that the Harnett County Board I
of Commissioners encourage all citizens to place their names
on petitions to "Sign Up" for a DRUG FREE HARNETT COUNTy,.

A PROCLAMAT:ION
WHEREAS, Harnett County is indebted to members of the harnett
county Extension Association, Inc., whose outstanding contributions
to the development of homes and families have added immeasurably
to our county's strength and vitality and whose skills and
leadership continue to expand its greatness; and
WHEREAS, Each year, approximately 200 Extension Homemakers in
Harnett county sponsor several community service projects and
educational programs. Representing a wide variety of projects,
these volunteers work to improve citizenship, c,:.ltural arts,
literacy, family life, nutrition, environment, housing and
nutrition and health.

WHEREAS, Because of these many partnerships, and through the
dedication of its many members, the National Extension Homemakers
have become the largest adult education volunteer organization in
our state and nation.
NOW, THEREFORE, We, the Board of Commissioners of the county
of Harnett do hereby proclaim the week of October eleventh through
I seventeenth, Nineteen hundred and ninety-three as "NATIONAL
EXTENSION BOIIEMAKBRS WBElt IN BARNETT CO....~...y," and urge our citizens
to recognize and commend our county's Extension Homemakers for
their contributions to our communities.

RESOLUTION CONCERNING HOMEOWNER
INSURANCE RATE INCREASE IN HARNETT COU:Lb.1
THAT WHEREAS the Harnett County Board of Commissioners have
become aware through the media that the homeowners of our County
could experience a twenty two (22) percent increase in homeowners
insurance premiums if approved by the North Carolina Department of
Insurance; and
WHEREAS, this will be a tremendous financial burden upon our
citizens whom enjoy the American Dream of owning a home; and
WHEREAS, Harnett County has established a Fire Marshals Office
for the purpose of enforcement and investigation; and
WHEREAS, Harnett County has invested millions of dollars in
fire protection, education, and inspections; and
WHEREAS, this investment was in large part based upon state
mandates and directives which implied that such investments would
restrain insurance costs and save consumer dollars; and
WHEREAS, a natural disaster is no more prevalent to Harnett
County than any other County in the State of North Carolina; and
I WHEREAS, no person or machine can predict the true nature of
the weather with regards to predetermined disasters and their
damage.
NOW, THEREFORE, BE IT RESOLVED, that the Harnett County Board
of Commissioners strongly oppose the proposed rate increase of 22%
for Harnett County that has been requested by the insurance
companies.
