Members present: H. L. Sorrell, Jr., Chairman Beatrice Bailey Hill, Vice-Chairman Dan B. Andrews Joseph T. Bowden Walt Titchener Staff present: Neil Emory, County Manager Tony Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Recording Secretary Chairman Sorrell called the meeting to order at 9 a.m. and Commissioner Titchener led the group in the pledge to the flag and prayer. Commissioner Bowden made a motion to approve the agenda as published. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Upon motion made by Commissioner Bowden and seconded by Commissioner Andrews, the Board voted unanimously to approve the following items from the Consent Agenda: 1. Resolutions of appreciation for Bill Wright and Susan White (See WRIGHT & SUSAN WHITE Attachment 7 at the end of these minutes) Informal comments were provided by Charles Meeks, Anderson Creek area. Floyd Hein, citizen from Anderson Creek area, addressed the Board regarding his concerns about dry water taps and solid waste items. Bernice Harvey, Smart Start Committee, briefed the Board on program application for "Smart Start", and requested a letter of commitment from the Board of Commissioners and adoption of related resolution. Commissioner Bowden made a motion to authorize a letter of commitment and to adopt the resolution. . Commissioner Andrews seconded the motion and it passed with a unanimous vote. (See Attachment 8 at the end of these minutes) AWARD OF FINANCIAL Lee Carter, Institute of Government, presented an Award of Financial REPORTING ACHIEVEMENT Reporting Achievement from The Government Finance Officers Association FOR FINANCE DEPT. of the United States and Canada to Vanessa W. Young, Finance Officer. T;e Board commended Ms. Young and her staff in the Finance Office for this significant achievement for e~cellence in financial planning and reporting. REQUEST FROM BUIES Tim McKinney, Buies Creek-Coats Water & Sewer District Advisory Board, CREEK-COATS W & S presented a request for the Board of Commissioners to authorize and fund a study to determine the feasibility of providing sewer services to additional customers within and without the sewer district. Commissioner Bowden moved that the request be denied. Commissioner Titchener seconded the motion and it passed with a unanimous vote. I SOUTHWEST W & S Chairman Sorrell stated that the Board would now consider certain matters sitting in its capacity as the governing body of Southwest Water and Sewer District of Harnett County. Al Bain, Public Utilities Attorney, briefed the Board on a proposed agreement between Patten Corporation and Southwest Water and Sewer District of Harnett County. Commissioner Bowden moved that consideration of the matter be delayed until the next regular Board meeting. Commissioner Titchener seconded the motion and it passed with a unanimous vote. DATA PROCESSING Lesa Price, Data Processing Director, presented for the Board's CONTRACT FOR REGISTER OF DEEDS TABLED consideration a proposed resolution awarding a c0~tract for hardware and software for the Register of Deeds Computerized Indexing and :iIlaging System. Commissioner Bowden moved for ad~ption of the ~_'esolution . Commissioner Andrews seconded the motion. After uiscussion, Commissioner Bowden withdrew his motion and Commissioner rtndrews withdrew his second. Commissioner Bowden then made a motion ~hat the matter be considered at a later date. Commissioner Andrews seconded the motion and it passed with a unanimous vote. CASWELL CENTER REQUEST Neil Emory, County Manager, presented a request to the Board from Caswell Center for contribution to "Operation Santa Claus" fund raising effort. Mr. Emory reported to the Board that in the past Harnett County had provided $25.00 for each citizen from Harnett County that resided at the center and that currently there are no Harnett County citizens residing at Caswell Center. Commissioner Titchener moved that an attempt be made to locate the two Harnett County citizens who had been residing at Caswell Center and provide $25.00 for each. Commissioner Bowden seconded the motion and it passed with a unanimous vote. I CREATION OF CEMETERY Neil Emory, County Manager, presented for the Board's consideration a BOARD OF TRUSTEES proposed resolution authorizing the creation of a Cemetery Board of Trustees. Commissioner Bowden moved for adoptioL of the resolution. ~ommissioner Titchener seconded the motion and it passed with a '.1nanimous vote. (See Attachment 9 at the end of t~ese minutes) The 30ard was also provided a draft of proposed by-Iews for the Cemetery 50ard of Trustees. The by-laws and appointment c~ members will be ;onsidered at the next regular Board of Commissicners meeting. The following reports were filed with the Board: Soil and Water Conservation, Veteran's Affairs, Emergency Medical Services, Solid Waste Recycling, Tax Releases, Sheriff's Department, and Tax Department. Report of Intra-Departmental Budget huendments and the Tax Attorney's Report were also filed with the Board. (See Attachments 10 and 11 at the end of these minutes) ~~ 248 Commissioner Andrews moved that the Board go into executive, session to discuss legal and personnel matters. Commissioner Hill seconded the motion and it passed with a unanimous vote. Commissioner Hill moved that the Board come out of executive session. Commissioner Titchener seconded the motion and it passed with a unanimous vote. L1LLlNGTON, N.C. 27548 (919) 893-7555 RESOLUTION WHEREAS, North Carolina Governor Jim Hunt has proposed a comprehensive initiative designed to provide every child in North Carolina access to affordable, high quality early childhood education and other crucial services; and WHEREAS, this initiative has been named Smart Start and targets I children from before birth to age five and; WHEREAS, this initiative has three long range goals: Early childhood education and other crucial services will be availa~le for every child who needs them. Recognizing that healthy nurturing families are the founda~ion of positive child development and growth, fami1i~s will receive needed support and fami1y"centered services to help ensure the healthy, caring development of their children. Early childhood programs and family services will meet high quality standards and performance measures; and WHEREAS, the North Carolina General Assembly approved funding for twelve demonstration counties to participate in "Smart Start"; and WHEREAS, there is a group of Harnett County citizens in the process of developing an application for these funds; and WHEREAS, Harnett County Departments are currently involved in serving the needs of young children.
