HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, JUL Y 6, 1993
The Harnett County Board of Commissioners met in regular session on
Tuesday, July 6, 1993, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 9 a.m. and
Commissioner Beatrice offered the invocation.
Commissioner Hill moved to approve the agenda as published.
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
Upon motion made by Commissioner Andrews and seconded by Commissioner
CONSENT AGENDA Bowden, the Board voted unanimously to approve the following items

RESOLUTION OF APPRE. Commissioner Titchener moved for adoption of a resolution of
appreciation for James E. Goff, former director of Cooperative
JAMES E. GOFF Extension Service who recently retired after thirty-three years of
service to Harnett County. Commissioner Bowden seconded the motion
and it passed with a unanimous vote. The resolution is copied in full I
at the end of these minutes as Attachment 1.
JAIL MBDICAl:.. The Board recognized and commended the Sheriff's Department on the
ACCREDITATION recent jail medical accreditation. Sheriff Lewis Rosser provided
comments then introduced Donald Morrison, detention nurse, who briefed
the Board on steps required to attain accreditation and stated that
Harnett is one of only five counties in North Carolina that have met
the requirements and are accredited by the American Medical
AS.3:>ciation.
RECLASSI~ICATION Cor~issioner Hill moved to approve proposed reclassification of
Hm!A~J RESOURCES employees in the Department of Human Resources. Commissioner Bowden
seconded the motion and it passed with the following vote: Ayes: 3,
Noes: 2, Absent: 0 (This motion was later rescinded.)
OVERHILLS PROP~RTY Neil Emory, county manager, briefed the Board on the Federal
Government's proposed purchase of the Overhills Property located in
the southwestern part of the county, and loss of county revenue if the
property is purchased for use by Fort Bragg. Commissioner Bowden made
a motion to authorize the Chairman to communicate with elected and
appointed federal officials in order to arrange meetings and develop
alternatives regarding county compensation for this loss.
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
SAM MIRIELLO A2P'T Commissioner Bowden made a motion that Sam Miriello, Dunn, be
CCCC BD. OF TRUSTEES appointed to Central Carolina Community College's Board of Trustees
for a four-year term to expire 06-30-97. Commissio~er Hill seconded

JURY COMMISSION Co~nissioner Bowden made a motion that Wilma McGregory, Rt. 2,
Cameron, be appointed to the Jury Commission for a two-year term to
expire 06-30-95. Commissioner Andrews seconded the motion and it
passed with a unanimous vote.
Commissioner Bowden made a motion that Terry Abney, Coats, be
appointed to the Social Services Board for a three-year term to expire
06-30-96. Commissioner Hill seconded the motion and it passed with a

unanimous vote.
Commissioner Bowden made a motion that Elizabeth Nordan, Rt. 1,
Benson, be appointed to the Domiciliary Home Community Advisory
Committee for a three-year term to expire 09-30-95. Commissioner
Andrews seconded the motion and it passed with a unanimous vote.
I SYBIL POPE APP'T Commissioner Titchener made a motion to reappoint Sybil Pope, Rt. 2,
Angier, to the Domiciliary Home Community Advisory Committee for a
DOMICILIARY HOME three-year term to expire 06-30-96. Commissioner Bowden seconded the
ADV. COMMITTEE motion and it passed with a unanimous vote.
APPOINTMENTS TO Commissioner Bowden made a motion to appoint the below listed
INDUSTRIAL FACILI- personnel to the Industrial Facilities and Pollution Control Financing
TIES & POLLUTION Authority for terms which will expire 12-31-96. Commissioner
CONTROL FINANCING Titchener seconded the motion and it passed with a unanimous vote.

TRANSPORTATION Commissioner Andrews made a motion to appoint the Transportation
ADV. BD. Advisory Board Members for 1993. Commissioner Bowden seconded the
motion and it passed with a unanimous vote. The list of members of
the Transportation Advisory Board is copied at the end of these
minutes as Attachment 2.
Reports were filed with the Board from Veteran's Affairs, Tax
Department, and Emergency Medical Services.
Commissioner Hill moved that the Board go into executive session.
Commissioner Andrews seconded the motion and it, passed with a
unanimous vote.

unanimous vote.
Commissioner Hill made a motion to rescind an earlier motion approving

Chairman Sorrell recessed the meeting at 10:55 a. m. to reconvene at

Department of Transportation Secondary Roads.Improvement Program for
F.Y. 93-94, for Harnett County.
PUBLIC HEARING ON At 11:30 Chairman Sorrell called to order a public hearing on the
proposed N.C. Department of Transportation Secondary Roads Improvement
NC DOT ROADS IMPROV. Program, and recognized Lindo Tippet, N.C. D.O.T. Board member, for
PROGRAM FOR FY 93-94 comments. Mr. Tippet introduced several D.O.T staff members.
John G. Nance, District Engineer, presented the proposed Secondary
Roads Improvement Program.
Chairman Sorrell opened the meeting for public comments. Comments
were received from Holly Ann Rogers, Angier, who presented a petition
requesting that S.R. 1509 remain unpaved.
PUBLIC HEARING There being no further comments, Chairman Sorrell closed the public
CLOSED hearing.
Commissioner Andrews moved for approval of the Secondary Roads
SECONDARY ROADS Improvement Program for F.Y. 93-94, as presented. Commissioner Bowden
PROGRAM APPROVED seconded the motion and it passed with a unanimous vote.
There being no further business, the Harnett County Board of
ADJOURNMENT Commissioners regular meeting, July 6, 1993, duly adjourned at 11:50
a.m.

I RESOLUTION
THAT, WHEREAS, James E. Goff beqan his service with the North
Carolina Cooperative Extension Service on February 16, 1960 and to
Harnett county in October of 1962, and;
WHEREAS, Harnett county is indebted to James Goff for his
leadership skills in buildinq collaborations amonq local qovernment
and community qroups by stressinq common objectives and mutual
assistance.
WHEREAS, Because of his attitude and appreciation of
volunteers and landowners and his dedication to helpinq others
through education and demonstrations he has helped many individuals
use marketinq skills and manaqement procedures to extend their
income and provide recoqnition for volunteer service.
WHEREAS, James Goff's dedication, commitment, and leadership
of the cooperative Extension proqram has allowed him to serve as
an excellent .leader in coordinating efforts with aqencies,
volunteers, and community orqanizations in workinq together for
economic qrowth for Barnett County.
WHEREAS, on June 30, 1993, after thirty-three years and four
months of loyal service, James E. Goff has retired from the North
Carolina Cooperative Extension Service.
NOW, THEREFORE, BE IT RESOLVED by the Harnett county Board of
commissioners that James Goff has retired from his loyal and
dedicated service to Harnett County with qreat honor and
distinction. That James Edward Goff be and is hereby commended on
behalf of all the citizens of Barnett County for his valuable and
immeasurable service. That a copy of this resolution shall be
I qiven to James Goff, a copy spread upon the minutes of this board,
and a copy to the media.
