I Members present: H. L. Sorrell, Jr., Chairman Beatrice Bailey Hill, Vice-Chairman Dan B. Andrews Joseph T. Blanchard, Recording Secretary Chairman Sorrell called the meeting to order at 9 a.m. and Commissioner Bowden offered the invocation. I PROPOSED APPOINTMENT: (which will be considered by the Board at the March 15, 1993 meeting) 1. C. T. Thomas to Town of Lillington's Zoning Board of Adjustment. Informal comments were provided by the following citizens: 1. Royce Collins, Kipling - concerns with dry taps INFO~1AL COMMENTS 2. Carolyn Brown, Anderson Creek - stated that everyone who wished to speak at previous meeting concerning dry taps did have the opportunity to do so 3. Dallas West, Anderson Creek - concerns regarding Valley Road 4. Tom Cooley, Lillington - recommended that the Board build a new building to provide additional office space for Department of Social Services since the Byrd building has been leased and is no longer available to the County. ,,,,'.;~~-":~, 78 CAPITAL FUNDING Tony Wilder, Assistant County Manager, presented for the Board's REQUEST FOR AIRPORT consideration a capital funding request for the proposed Harnett County Airport project involving completion of the parallel taxiway and to repave all hard surfaces at the airport. Potential project cost may reach $700,000 maximum with an 80% federal, 10% state and 10% local match required. Commissioner Titchener moved that the County proceed with the application process for funding for the proposed airport project. Commissioner Bowden seconded the motion and it passed with a II unanimous vote. ~om Meece, Industrial Development Director, briefed the Board on County Industrial Development operations. STUDY AUTHORIZED Neil Emory, County Manager, requested authorization to contract with FOR DSS SPACE NEEDS O'Brien/Atkins for the purpose of developing more specific plans AND SITE DEVELOPMENT relating to space needs and site development prior to final decision concerning the Department of Social Services' space needs. Commissioner Andrews made a motion to proceed with study as requested. Commissioner Bowden seconded the motion and it passed with a unanimous vote. CAPITAL OUTLAY Neil Emory, County Manager, presented a request from Solid Waste TRANSFER IN LANDFILL Management for approval of a capital outlay transfer in Landfill OPERATIONS Operations in order to purchase a track excavator with estimated cost of $80-90 thousand rather than the elevating scraper (pan) currently in the budget with estimated cost of $140,000. Commissioner Titchener moved to approve the capital outlay transfer for Landfill Operations. Commissioner Andrews seconded the motion and it passed with a unanimous vote. DRY TAP POLICY 'I~eil Emory, County Manager, provided comments to the Board regarding ~uestions and concerns involving the current dry tap policy for the County's water and sewer districts. Chairman Sorrell requested Board ~ction on four items of concern which are addressed in the following motions relating to the dry tap matter. Commissioner Andrews moved that the current wet and dry tap policy be retained based on the County water system's financial stability being I dependent upon the revenue derived from both wet and dry taps. If the policy were repealed, current water users would experience significant rate increases to offset lost revenue. Commissioner Bowden seconded the motion to retain the current wet and dry tap policy. The motion passed with the following vote: Ayes: 4, Noes: 1, Absent: o. Commissioner Andrews moved to enforce written contracts and if no contract is found but an individual has paid toward a dry tap which implies that a contract exists, then the property owner is obligated to meet the contractual obligations. However, if no contract document exists and no paYment has been made, then the County will remove the tap and drop any legal action taken toward the property owner. Commissioner Bowden seconded the motion and it passed with the following vote: Ayes: 4, Noes: 1, Absent: o. Commissioner Andrews moved that the County proceed with the necessary steps to collect outstanding dry water tap accounts. Commissioner Bowden seconded the motion and it passed with the following vote: Ayes: 4, Noes: 1, Absent: o. Commissioner Titchener moved that during the upcoming budget process, the Board consider modifying the current policy addressing the length of time a property owner has to pay a dry tap monthly fee. Commissioner Andrews seconded the motion and it passed with a unanimous vote. 1993 LONG RANGE Neil Emory, County Manager, presented for the Board's consideration the PLAN FOR CAPITAL 1993 Long Range Plan for capital needs of Harnett County Schools as NEEDS FOR H.C. presented to the Board of Commissioners at the last board meeting by SCHOOLS Ivo Wortman, Superintendent of Harnett County Schools. Commissioner Titchener moved to delay consideration of the matter until the Board could tour Harnett Primary School in Dunn. The motion received no II second. Commissioner Andrews moved that the Board endorse the 1993 Long Range Plan for Harnett County Schools as presented by Superintendent Wortman. Commissioner Bowden seconded the motion and it passed with the following vote: Ayes: 3, Noes: 2, Absent: O. Ueil Emory, County Manager, announced that the Board would meet in a retreat format on March 9, 1993, and if needed, March 10, 1993, in the auditorium of the Albert Coates Local Government Center in Raleigh. I Bobby Wicker, Tax Administrator, presented tax refund requests for the TAX REFUNDS Board's consideration. Commissioner Andrews moved for approval of the tax refunds. Commissioner Bowden seconded the motion and it passed with a unanimous vote. The list of tax refunds is copied in full at the end of these minutes as Attachment 1. Commissioner Hill made a motion that the Board go into executive session. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Hill made a motion that the Board come out of executive session. Commissioner Bowden seconded the motion and it passed with a unanimous vote. Chairman Sorrell stated that in new business, the Board would consider JANET SHIRES appointment of a new Public Utilities Attorney. Commissioner Titchener APPOINTED NEW nominated Billy Ray Godwin and Commissioner Bowden nominated Janet PUBLIC UTILITIES Shires. There being no further nominations, Commissioner Bowden moved ATTORNEY that the nominations be closed. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Janet L. Shires was appointed Public Utilities Attorney with the following vote: Billy Ray Godwin: 2, Janet L. Shires: 3.
