The Harnett County Board of Commissioners met in regular session on
Monday, February 15, 1993, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 7 p.m. and Commissioner
Andrews offered the invocation.
Commissioner Andrews made a motion to approve the agenda as published
with one additional item requested by Commissioner Titchener
concerning placement of permanent license plates on all county owned
vehicles. Commissioner Bowden seconded the motion and it passed with a
unanimous vote.
NEIL EMORY APPOINTED Dwight W. Snow, County Attorney, presented for the Board's
COUNTY MANAGER consideration a proposed resolution appointing Neil Emory County
Manager. Commissioner Bowden moved for adoption of the resolution.
Commissioner Hill seconded the motion and it passed with a unanimous
vote. The resolution is copied in full at the end of these minutes as
Attachment 1.

neighborhood
5. David Phillips, Lillington - concerns regarding taxes
BOARD OF EDUCATION Ivo Wortman, Superintendent, Harnett County Schools, briefed the Board
LONG RANGE PLAN on Board of Education 1993 Long Range Plan. The Board of
Commissioners will consider the plan for approval at the next regular
Board meeting.
HISTORY OF AVERASBORO Michael Womble, past president of Averasboro Township Tourism
TOWNSHIP TOURISM Development Authority, briefed the Board on the history of the
DEVELOPMENT AUTHORITY Authority and explained the purpose and current functions of the
Averasboro Township Tourism Development Authority.
SUBDIVISION FINAL Tom Taylor, Chief Planner, presented for the Board's consideration a
HIGHLAND HILLS II final major subdivision plat for Highland Hills II, owner, Babson
Properties, Inc. 14 lots located on SR 1141 in Barbecue Township, 8.0
acres unzoned. The Planning Board recommended approval. Commissioner
Andrews moved for approval of the subdivision plat for Highland Hills
II. Commissioner Bowden seconded the motion and it passed with a I
unanimous vote.
SUBDIVISION FINAL Tom Taylor, Chief Planner, presented for the Board's consideration a
COUNTRY SQUIRE ESTATES final major subdivision plat for Country Squire Estates Subdivision,
Section II, owner, W.S. Wellons Corporation, 25 lots (77-95 and
96-101) located on SR 1120 in Anderson Creek Township, unzoned. The
Planning Board recommended approval. Commissioner Bowden moved for
approval of the subdivision plat for County Squire Estates
Subdivision, Section II. Commissioner Andrews seconded the motion and
it passed with a unanimous vote.

DRY TAP POLICY A briefing was presented to the Board concerning the dry tap policy in
Water and Sewer Districts' Regulations by Rodney Tart, Public Utilities
Director and John M. Phelps, II, Public Utilities Attorney. Carolyn
Brown, President, Harnett County Taxpayers Association, requested that
the dry tap policy be reviewed by the Board of Commissioners and that
I the Board consider repeal of current dry tap policy.
Comments supporting the current dry tap policy were made by the
following representatives of Water and Sewer Districts:
1- Tim McKinnie, Northeast Water and Sewer District
2. Leonore Tuck, Buies Creek/Coats Water and Sewer District
3. C. P. Tarkington, South Central Water and Sewer District
4. Baxley Thomas, West Central Water and Sewer District
5. Jerry Sears, Northwest Water and Sewer District
6. Dr. Norman Stroud, Southwest Water and Sewer District
7. Carroll Byrd, Southeast Water and Sewer District
8. Nancy Myatt, East Central Water and Sewer District
No action was taken by the Board of Commissioners concerning this
matter.
VALLEY ROAD ADDED TO Neil Emory, County Manager, presented for the Board's consideration a
STATE SYSTEM proposed resolution requesting addition of Valley Road to the State
Secondary Road System. Commissioner Bowden moved for adoption of the
resolution. Commissioner Hill seconded the motion and it passed with a
unanimous vote. The resolution is copied in full at the end of these
minutes as Attachment 2.
PROPOSED FY 93-94 Neil Emory, County Manager, presented for the Board's consideration a
BUDGET CALENDAR proposed 1993-94 Budget Calendar listing dates for steps in the budget
preparation process. Commissioner Titchener moved for approval of the
budget calendar as presented. Commissioner Bowden seconded the motion
and it passed with a unanimous vote.
COUNTY MANAGER'S Neil Emory presented the County Manager's report to the Board and
REPORT & DEPT. filed the following departmental reports for the Board's review:
REPORTS Library, Fire Marshal, Health Department, Emergency Medical Services,
Planning & Inspections, Sheriff's Department, Solid Waste Recycling,
I Social Services, and Operating Budget report. The Tax Attorney's
report was also filed with the Board and is copied in full at the end
of these minutes as Attachment 3.
Commissioner Hill moved that the Board go into executive session.
EXECUTIVE SESSION Commissioner Bowden seconded the motion and it passed with a unanimous
vote.
Commissioner Titchener moved that the Board come out of executive
session. Commissioner Bowden seconded the motion and it passed with a
unanimous vote.
ADJOURNMENT There being no further business, Commissioner Andrews moved that the
Harnett County Board of Commissioners' regular meeting February 15,
1993, adjourn. Commissioner Bowden seconded the motion and it passed
with a unanimous vote. The meeting adjourned at 10:10 p.m.

WHEREAS, because of the retirement of Dallas H. Pope effective
January 1, 1993, the position of Harnett County Manager became
vacant; and
WHEREAS, North Carolina General statutes S153A-81 gives the
Harnett County Board of Commissioners (hereinafter the "Board") the
authority to appoint a County Manager to serve at its pleasure with
said Manager to be appointed solely on the basis of his executive
and administrative qualifications; and
WHEREAS, the Board in an effort to fill this position began a
thorough search for a County Manager which included the
cons:..deration of many applicants including Neil A. Emory whose
education, experience, qualifications, excellent references and
positive interview made him the leading candidate for this
position; and
WHEREAS, the Board finds that Neil A. Emory should be
appointed as county Manager and be vested with the powers and
duties of county Manager as set out in North Carolina General
statutes S153A-82.
NOW, THEREFORE, BE IT RESOLVED
BY THE BARNETT COUNTY BOARD OF COMMISSIONERS THAT:
1- Pursuant to the provisions of North Carolina General
statutes S153A-81 (1), Neil Anthony Emory is hereby appointed County
Manager for Harnett county, North Carolina.
2. As County Manager, Neil Anthony Emory is authorized and
empowered to act on behalf of Harnett County which includes those
powers and duties set out in North Carolina General statute S153A-
82. I
3. This action appointing the County Manager is effective
February 1, 1993.
Duly adopted this the 15th day of February, 1993.

I BE IT RESOLVED that the Harnett County Board of
Commissioners do hereby, by proper execution of this

Transportation add to the State's Secondary Road System
for maintenance, "Valley Road" located in Anderson Creek
Township.
